K.O. Lee Aberdeen Public Library Board of Trustees Meeting Minutes October 6, 2020. The K.O. Lee Aberdeen Public Library Board met on Tuesday, October 6, 2020 at 5:00 PM at the Public Library. Present were Board Members Paul McDonald, Troy McQuillen, Peter Ramey, Cindy Senger (through Zoom technology), Lynn Klundt (through Zoom technology), City Council representative Rob Ronayne (through Zoom technology), Library Director Shirley Arment, Assistant Library Director Cara Perrion and City Manager Joe Gaa. President Paul McDonald called the meeting to order. OPEN FORUM Community member Robert Fay spoke in the open forum portion of the meeting, expressing a desire to see the library open on weekends. MINUTES Troy McQuillen moved that the minutes of the September 1, 2020 meeting be approved. Cindy Senger seconded the motion. Upon roll call vote all voted Aye. Motion carried. LIBRARIAN’S REPORT The librarian’s report, as presented, was discussed. FINANCIAL MATTERS The current list of bills and financial statements were discussed. Troy McQuillen moved to approve that the September 2020 bills be paid and that the financial reports be received and placed on file. Lynn Klundt seconded. Upon roll call vote all voted Aye. Motion carried. Shirley Arment reported that she has been working with the Aberdeen Foundation to identify ways to use the remaining funds from a grant that was received by the Foundation from the Knight Foundation in 2017. The grant was originally given to fund the “A Place” concept at the library. The Aberdeen Foundation made the decision to give $19,100 of the remaining funds to the Library to purchase items that would fit the goals of the original “A Place” grant. Shirley Arment updated the Board on a $2,000 grant that was awarded to the library through the South Dakota State Library, with funds from the Federal CARES Act. UNFINISHED BUSINESS The Board discussed the current COVID precautions being taken by the library. The Board recommended that Library staff investigate the degree of public interest in the library’s being open for a period of time on Saturdays. NEW BUSINESS Shirley Arment reported to the Board that the Library Foundation applied for and received a grant for $4,000 from the 3M Community Partners grant fund. The money will be used by the Library toward STEM education and resources for children and teens in the community. The Board discussed the Library’s contract with Brown County for library services. Peter Ramey moved to approve the contract with Brown County for the amount of $12,000 for January through December of 2020. Cindy Senger seconded. Motion carried. The next Library Board meeting will be Tuesday, November 3, 2020 at 5:00 PM at the Public Library. ____________________________ Its__________________________

Lee Aberdeen Public Library Tuesday, October 6, 2020 5:00 PM MINUTES September 1, 2020 OPEN FORUM (see format guidelines at end of agenda) LIBRARIAN’S REPORT FINANCIAL MATTERS  Aberdeen Foundation grant update UNFINISHED BUSINESS  Update on library services during COVID-19 NEW BUSINESS  3M Community Partners grant  Possible approval of Brown County Contract for Library Services 2021 (see attached document) The next Library Board meeting will be Tuesday, November 3, 2020 at 5:00 pm at the library. Members of the public who would like to attend the meeting will be allowed into the meeting, with social distancing measures in place. Thank you Open forum provides an opportunity for the public to address the Library Board with questions, concerns or comments on items, which are not on the agenda. Open forum will be limited to 10 minutes. The open forum may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open forum will not be used as a time for problem solving or reacting to the comments made, but, rather for hearing the citizen for informational purposes. The Library Board may respond with a request for Library Management to follow up report back on any issue raised during the public address time. A presentation may not exceed two minutes in duration. AGREEMENT OF OPERATION OF LIBRARY SERVICES IN BROWN COUNTY THIS AGREEMENT, dated this ____ day of ___________, 2020, by and between the City of Aberdeen, a South Dakota municipal corporation (hereinafter referred to as “City”), and Brown County, a political subdivision of the State of South Dakota (hereinafter referred to as “County”). WHEREAS, City and County desire to enter into an agreement authorized by SDCL §§ 1-24-2 and 1-24-3 for the purposes of providing a unified public library service for the residents of Brown County pursuant to this agreement, and; WHEREAS, City has agreed pursuant to the terms and conditions of this agreement to be responsible for the administration and maintenance of the public library services and County has agreed pursuant to the terms and conditions of this agreement to provide funds to carry out the terms and conditions of this agreement; IT IS HEREBY AGREED AS FOLLOWS: 1. Upon the execution of this agreement, residents of Brown County who reside outside the city limits of the City of Aberdeen ("County residents") shall be entitled to use the K.O. Lee Aberdeen Public Library facilities to the same extent as City residents. County residents shall be subject to the same privileges and responsibilities as City residents. However, outreach services shall be provided to County residents only in the event and to the extent volunteers are available. 2. This agreement shall be for a period of one year beginning January 1, 2021, and ending on December 31, 2021. City shall be responsible for all management and support personnel necessary to carry out library services for County residents. City will provide the physical space to carry out library services for County residents. The K.O. Lee Aberdeen Public Library Director shall be in charge of all library services. 3. County shall pay to City for the services to be provided to County residents the sum of $12,000 per year, payable on or before July 10, 2021. 4. The K.O. Lee Aberdeen Public Library Director shall be responsible for administering this Agreement subject to the K.O. Lee Aberdeen Public Library Board of Trustees and the approval of the Aberdeen City Council. 5. All property purchased pursuant to this agreement, both real and personal, is and shall remain the property of City. IN WITNESS WHEREOF, the parties hereto have caused this instrument to be executed by persons properly authorized so to do on or as of the day and year first given. The foregoing Agreement Of Operation Of Library Services is hereby approved and ratified by the Aberdeen City Council this day of , 2020.
