K.O. Lee Aberdeen Public Library Board of Trustees Meeting Minutes April 6, 2021. The K.O. Lee Aberdeen Public Library Board met on Tuesday, April 6, 2021 at 5:00 PM at the Public Library. Present in person were Board Members Paul McDonald, Troy McQuillen, Peter Ramey, Lynn Klundt and City Council Representative Rob Ronayne. In addition, present at the meeting were Library Director Shirley Arment and City Manager Joe Gaa. President Paul McDonald called the meeting to order. OPEN FORUM Community member Robert Fay spoke in the open forum portion of the meeting. MINUTES Peter Ramey moved that the minutes of the March 2, 2021 meeting be approved. Troy McQuillen seconded the motion. Motion carried. LIBRARIAN’S REPORT The librarian’s report, as presented, was discussed. FINANCIAL MATTERS The current list of bills and financial statements were discussed. Troy McQuillen moved to approve that the March 2021 bills be paid and that the financial reports be received and placed on file. Lynn Klundt seconded. Motion carried. UNFINISHED BUSINESS Shirley Arment proposed that the library staff make the attached changes to the library’s COVID protocols. She also proposed that the Board approve closing the library on the Sundays that occur before a (City of Aberdeen) observed Monday holiday, along with library closures on Saturday, December 25 and Sunday, December 26, 2021 (see attached listed dates). Peter Ramey moved to approve the changes listed. Troy McQuillen seconded. Motion carried. Shirley Arment updated the Board on actions taken by Quest Construction Company to address the problem of water dripping from the ceiling in the library. After discussion, City Manager Joe Gaa suggested that Library and City Officials meet with Quest Construction officials sometime in the future, to discussion the library roof issues. NEW BUSINESS The Library Board reviewed the completed 2020 K.O. Lee Aberdeen Public Library Annual Survey. Troy McQuillen moved to approve and submit the Survey data to the South Dakota State Library. Peter Ramey seconded. Motion carried. The next Library Board meeting will be Tuesday, May 4, 2021 at 5:00 PM at the Public Library. ____________________________ Its__________________________ COVID reopening updates:  Starting Saturday, May 1 and Sunday May 2, 2021: Library open 12pm-4pm Holidays to consider: Library (City offices) closed for Holiday Possible Sunday Library closures Monday, May 31 (Memorial Day observed) Sunday, May 30 (closed) Monday, July 5 (Independence Day observed) Sunday, July 4 (closed) Monday, September 6 (Labor Day observed) Sunday, September 5 (closed) Monday, October 11 (Native American Day observed) Sunday, October 10 (closed) Friday, December 24 (Christmas Day/Eve) Sat. December 25/Sunday Dec. 26  Starting June 1 o Discontinue quarantining items (if all library staff who want COVID vaccinations have had opportunity to get them). o Open Library hours for patron: 9am-8pm Monday-Thursday, 9am-6pm Friday and continue with Saturday & Sunday 12pm-4pm. o Start booking meeting rooms for small/limited capacity groups for June/July 2021. (Library programs will come first in prioritizing meeting room use.) o Summer programs will be held outdoors, weather permitting. Staff will target for indoor programs in the fall of 2021 with registration/limited capacity (with social distancing measures in place). Continued virtual programming options will be available to patrons. The Library will continue to offer hand sanitizer and masks at the door for patron use.

Members of the public who would like to attend the meeting will be allowed into the meeting, with social distancing measures in place. Thank you Open forum provides an opportunity for the public to address the Library Board with questions, concerns or comments on items, which are not on the agenda. Open forum will be limited to 10 minutes. The open forum may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open forum will not be used as a time for problem solving or reacting to the comments made, but, rather for hearing the citizen for informational purposes. The Library Board may respond with a request for Library Management to follow up report back on any issue raised during the public address time. A presentation may not exceed two minutes in duration.
