Aberdeen City Planning Commission June 21, 2016 MINUTES ABERDEEN CITY PLANNING COMMISSION June 21 , 2016 The City Planning Commission was called to order by Chairman Mike Jung. Members present at roll call were Cogley, Woodward, Marske, and Jung. Absent were: Kezar, Rivett, and Lien. Also present were Chris Witzel, City Planner and Ken Hubbart, City Planner. Cogley moved and Marske seconded to approve the minutes of May 17, 2016, all members voting aye, the motion carried. There being no old business Chairman Jung began with new business as follows: 1) A preliminary and final plat described as “Russo-Wolfgram Addition to Aberdeen, in the NW ¼ of Section 12, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 5 and 7 Lilac Lane) was submitted by Arthur & Margaret Russo and Danny Wolfgram. Chris Witzel stated that the petitioners are requesting this preliminary and final plat in order to reconfigure lot lines on two underlying lots to facilitate future residential construction. The newly created lots will meet all minimum lot width and depth requirements in the Low Density Residential District. Following discussion Woodward moved and Cogley seconded to approve, all members voting aye, the motion carried. 2) A preliminary and final plat described as “Lot 1, TAN Addition in the NE ¼ of Section 22, T123N-R63W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 602 Highway 281 S) was submitted by Mike Howes – TAN Corporation. Chris Witzel stated that the petitioner is requesting this preliminary and final plat in order to combine an existing lot with two adjacent pieces of vacated public right-of-way to facilitate the potential construction of a new free standing sign. The petition to vacate public right-of-way was approved at the October 20, 2016 meeting of the city planning commission. The newly created lot will meet all minimum lot width and depth requirements in the (C-2) Highway Commercial District. Following discussion Marske moved and Cogley seconded to approve, all members voting aye, the motion carried. 3) A preliminary and final plat described as “Dan and Susan Heinz First Addition to Aberdeen, in the NW ¼ of Section 19, T123N-R63W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 1008 High St S) was submitted by Dan and Susan Heinz. Chris Witzel stated that the petitioners are requesting this preliminary and final plat in order to combine three underlying lots into one new lot to facilitate a residential addition. The newly created lot will meet all minimum lot width and depth requirements in the (R-3) High Density Residential District. Following discussion Woodward moved and Marske seconded to approve, all members voting aye, the motion carried. 4) A preliminary and final plat described as “Spee-Dee Addition to Aberdeen in the NE ¼ of Section 16, T123N-R63W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 505 Production St N) was submitted by Aberdeen Development Corporation. Chris 1 Aberdeen City Planning Commission June 21, 2016 Witzel stated that the petitioner is requesting this preliminary and final plat in order to reconfigure lot lines on one underlying lot to create two new lots to facilitate future commercial development. Both of the newly created lots will meet all minimum lot width and depth requirements in the (I-2) Unrestricted Industrial District. Following discussion Cogley moved and Marske seconded to approve, all members voting aye, the motion carried. 5) A preliminary and final plat described as “Brown County Courthouse Addition to the City of Aberdeen, in the SW ¼ of Section 13, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 101 1st Ave SE) was submitted by Brown County. Chris Witzel stated that the petitioner is requesting this preliminary and final plat in order to combine an existing lot with an adjacent piece of vacated public right-of-way to facilitate the construction of a new addition. The petition to vacate public right-of- way was approved at the March 15, 2016 meeting of the City Planning Commission. Following discussion Woodward moved and Cogley seconded to approve, all members voting aye, the motion carried. 6) A preliminary and final plat described as “Southwest Bike Trail Addition to Aberdeen in the NE ¼ of Section 23, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 925 12th St S and 1118, 1230 5th St S) was submitted by City of Aberdeen. Chris Witzel stated that the petitioner is requesting this preliminary and final plat in order to combine four underlying lots into one new lot to clean up the legal description for a city bike trail. A petition to rezone is on the agenda for the July 19, 2016 City Planning Commission meeting. Following discussion Woodward moved and Cogley seconded to approve with the stipulation that this property be rezoned. Upon roll call, all members voting aye, the motion carried.
