ABERDEEN CITY PLANNING COMMISSION
July 19 , 2016
The City Planning Commission was called to order by Chairman Mike Jung. Members present
at roll call were Woodward, Lien, Marske, Jung, Rivett, and Cogley. Absent was Kezar. Also
present were Brett Bill, Planning & Zoning Director, Chris Witzel, City Planner, Ken Hubbart,
City Planner, and Paula Nelson, Planning & Zoning Director.
Cogley moved and Lien seconded to approve the minutes of June 21, 2016, all members voting
aye, the motion carried.
There being no old business Chairman Jung began with new business as follows:
1) A petition to rezone from (R-3) High Density Residential District to (I-2) Unrestricted
Industrial District for property described as “Lot 2, Dahme’s 3rd Addition," (a.k.a. 321 7th
St S) was submitted by Dahme Construction. Chris Witzel stated that the petitioner is
requesting this petition to rezone in order to demolish an existing house and repurpose
the existing garage for use within the adjacent Dahme Construction property. The newly
rezoned property must be platted into the existing Dahme Construction lot in order for
the existing building to remain on the property. Following discussion Woodward moved
and Cogley seconded to approve with the stipulation that the property must be replatted.
Upon roll call, all members voting aye, the motion carried.
2) A preliminary and final plat described as “Mattsen Subdivision of Pagones Second
Addition to Aberdeen, in the SW ¼ of Section 20, T123N-R63W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 2603 13th Ave SE) was submitted by Vernon M. Mattsen
and Sherry A. Biel, Mattsen. Chris Witzel stated that petitioners are requesting this
preliminary and final plat in order to reconfigure lot lines on one underlying lot in order to
facilitate the construction of a residential addition. The newly created lot will meet all
minimum lot width and depth requirements in the High Density Residential
District/Special Density Residential District. This house was previously approved for a
front setback variance at the Board of Zoning Adjustment. Following discussion Cogley
moved and Marske seconded to approve, all members voting aye, the motion carried.
3) A preliminary and final plat described as “Manor Park First Addition to Aberdeen in the
SE ¼ of Section 12, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a.
1102 Jay St N) was submitted by City of Aberdeen. Chris Witzel stated that the
petitioner is requesting this preliminary and final plat in order to combine two underlying
lots and a portion of vacated street public right-of-way into one new lot to be used within
the existing city owned Manor Park. Following discussion Woodward moved and Lien
seconded to approve, all members voting aye, the motion carried.
4) A petition to rezone from (I-2) Unrestricted Industrial District to (M) Municipal, State, and
County Use District for property described as “Lot 5, Northwestern Gas Plant Addition to
the City of Aberdeen in the W ½ of Section 19, T123-R63W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 1008 1st Ave NE) was submitted by City of Aberdeen.
Chris Witzel stated that the petitioner is requesting this petition to rezone in order to
bring the property into compliance with its use as an existing city owned property.
Following discussion Lien moved and Woodward seconded to approve, all members
voting aye, the motion carried.

5) A petition to rezone from (I-2) Unrestricted Industrial District/(M) Municipal, State, and
County Use District to (M) Municipal, State, and County Use District for property
described as “Lot 1, Browne Park Addition to the City of Aberdeen, in the NW ¼ of
Section 18, T123N-R63W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 214
Jackson St N) was submitted by City of Aberdeen. Chris Witzel stated that the petitioner
is requesting this petition to rezone in order to bring the property into compliance with its
use within the existing city owned Browne Park. Following discussion Marske moved
and Rivett seconded to approve, all members voting aye, the motion carried.
6) A petition to rezone from (C-2) Highway Commercial District, (R-2) Medium Density
Residential District, (R-3) High Density Residential District, (R-5) Trailers, Trailer Parks,
and Planned Residential Area (Trailers) District, and (I-2) Unrestricted Industrial District
to (M) Municipal, State, and County Use District for property described as “Lot 1, Water
Tower Park Subdivision of Block 14 Highland Park Addition to the City of Aberdeen in
the NW ¼ of Section 23, T123N-R64W of the 5th P.M., Brown County, South Dakota”;
“Lots 2 & 3, Wagner’s Second Addition to Aberdeen in the NW ¼ of Section 23, T123N-
R64W of the 5th P.M., Brown County, South Dakota”; “Lot 1, Railroad Subdivision of
Block 18 Highland Park Addition to Aberdeen in the NW ¼ of Section 23, T123N-R64W
of the 5th P.M., Brown County, South Dakota”; “Lot 1, Railroad Second Subdivision of
Block 19 Highland Park Addition to the City of Aberdeen in the NW ¼ of Section 23,
T123N-R64W of the 5th P.M., Brown County, South Dakota”; “Lot 2, Beyer’s Highland
Park Addition in the NW ¼ of Section 23, T123N-R64W of the 5th P.M., Brown County,
South Dakota”; and “Lot 1, Southwest Bike Trail Addition to Aberdeen in the NE ¼ of
Section 23, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 707
16th St S; 1414 & 1422 8th Ave SW; 812 14th St S; 1310 9th Ave SW; 1301 9th Ave
SW; and 925 12th St S) was submitted by City of Aberdeen. Chris Witzel stated that the
petitioner is requesting this petition to rezone in order to bring the property into
compliance with its current use as a city owned bike trail. Following discussion Cogley
moved and Rivett seconded to approve, all members voting aye, the motion carried.
Chairman Jung continued with other business as follows:
1) Brett Bill stated that the Comprehensive Plan Request For Proposals (RFP) will be sent
out in the fall of 2016.
There being no further business before the Commission, Rivett moved and Cogley seconded to
adjourn the meeting.
