ABERDEEN CITY PLANNING COMMISSION
August 1 6, 2016
The City Planning Commission was called to order by Chairman Mike Jung. Members present
at roll call were Lien, Woodward, Jung, and Cogley. Absent were Rivett, Marske, and Kezar.
Also present were Brett Bill, Planning & Zoning Director, Chris Witzel, City Planner, Ken
Hubbart, City Planner, and Paula Nelson, Planning & Zoning Director.
Woodward moved and Cogley seconded to approve the minutes of July 19, 2016, all members
voting aye, the motion carried.
There being no old business Chairman Jung began with new business as follows:
1) A petition to rezone from (C-3) Central Business District to (R-3) High Density
Residential District for property described as “Lot 1, Block 10, North Aberdeen Addition,”
(a.k.a. 123 N Main St) was submitted by David Mitzel. Chris Witzel stated that the
petitioner is requesting this petition to rezone in order to bring the property into
compliance with its current use as a residence. The newly rezoned property will meet all
minimum lot size requirements in the High Density Residential District. Following
discussion Woodward moved and Lien seconded to approve, all members voting aye,
the motion carried.
2) Permission to demolish existing porch roof and patch siding as needed in a (C-1)
Neighborhood Commercial District at property described as “Lot 6, Block 15, Sullivan &
Easton Addition,” (a.k.a. 801 1st St N) was submitted by SJ Enterprises, LLC. Chris
Witzel stated that the petitioner is requesting permission to demolish existing porch roof
on the east side of the building and patch siding as needed. It appears this property is
being used solely as a residence and therefore can be rezoned to avoid future
appearances before this board. Following discussion Lien moved and Woodward
seconded to approve, all members voting aye, the motion carried.
3) A preliminary and final plat described as “R & L Reich Addition to Aberdeen, in the SW
¼ of Section 24, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a.
1740 4th St S) was submitted by Roger & Lisa Reich. Chris Witzel stated that the
petitioners are requesting this preliminary and final plat in order to combine portions of
two underlying lots into one new lot in order to facilitate the construction of an accessory
structure addition. The newly created lot will meet all minimum lot width and depth
requirements in the Medium Density Residential District. An application to bring existing
structures into compliance is on the August 11, 2016 agenda for the Board of Zoning
Adjustment. Following discussion Cogley moved and Jung seconded to approve, all
members voting aye, the motion carried.
4) A preliminary and final plat described as “FZ First Subdivision to the City of Aberdeen in
the SE ¼ of Section 13, T123N-R64W of the 5th P.M., Brown County, South Dakota,”
(a.k.a. 405 1st Ave SE) was submitted by FZ, LLC. Chris Witzel stated that the
petitioner is requesting this preliminary and final plat in order to combine twelve
underlying lots and portions of vacated alley and street public right-of-way into one new
lot in order to facilitate the construction of a commercial addition. Following discussion
Cogley moved and Woodward seconded to approve, all members voting aye, the motion
carried.

5) A preliminary and final plat described as “K & C Erickson Improvement Addition in
Aberdeen, South Dakota,” (a.k.a. 1020 Washington St N) was submitted by Kenneth &
Colleen Erickson. Kenneth & Colleen Erickson were present to represent the property.
Chris Witzel stated that the petitioners are requesting this preliminary and final plat in
order to combine two underlying lots into one new lot in order to facilitate the
construction of an accessory structure. The newly created lot will meet all minimum lot
width and depth requirements in the Medium Density Residential District. Following
discussion Woodward moved and Lien seconded to approve, all members voting aye,
the motion carried.
6) A preliminary and final plat described as “HHS Properties Third Subdivision to Aberdeen
in the W ½ of the NE ¼ of Section 30, T123N-R63W of the 5th P.M., Brown County,
South Dakota,” (a.k.a. 1705 20th Ave SE) was submitted by Ellsbee Properties, LLC.
Chris Witzel stated that the petitioners are requesting this preliminary and final plat in
order to reconfigure lot lines on one underlying lot to create 16 new lots in order to
facilitate future residential development. An application for lot sizes, lot frontage, and
setback variances was approved at the August 11, 2016 Board of Zoning Adjustment
meeting to allow for the development of twin homes and a common park area. The
applicant reconfigured lot lines on 4 parcels since its prior variances were approved
therefore an application for new lot size and setback variances was made for the
September 8, 2016 Board of Zoning Adjustment Meeting. Following discussion Cogley
moved and Woodward seconded to approve, all members voting aye, the motion
carried.
7) A preliminary and final plat described as “Sutton First Consolidation Subdivision in
Aberdeen, South Dakota,” (a.k.a. 1423 9th Ave SW) was submitted by Bill & Sandra
Sutton. Chris Witzel stated that the petitioners are requesting this preliminary and final
plat in order to combine two underlying lots and a portion of vacated street public right-
of-way into one new lot in order to facilitate possible future construction. The newly
created lot will meet all minimum lot width and depth requirements in the High Density
Residential District. Following discussion Cogley moved and Woodward seconded to
approve, all members voting aye, the motion carried.
8) A preliminary and final plat described as “Dunlavy First Consolidation Subdivision in
Aberdeen, South Dakota,” (a.k.a. 707 & 709 Penn St N) was submitted by Barry
Dunlavy. Chris Witzel stated that the petitioner is requesting this preliminary and final
plat in order to combine three underlying lots into one new lot in order to facilitate the
future construction of an accessory structure. The newly created lot will meet all
minimum lot width and depth requirements in the High Density Residential District.
Existing structures were brought into compliance at the July 14, 2016 meeting of the
Board of Zoning Adjustment. Following discussion Cogley moved and Lien seconded to
approve, all members voting aye, the motion carried.
9) A preliminary and final plat described as “Bollen-Hanson-Born Subdivision in Aberdeen,
South Dakota,” (a.k.a. 1201 & 1215 Main St N) was submitted by Joop Bollen, Anthony
Hanson, and Tage Born. Chris Witzel stated that the petitioners are requesting this
preliminary and final plat. Chris Witzel stated that the petitioner is requesting this
preliminary and final plat in order to reconfigure lot lines on sixteen underlying lots to
create two new lots in order to convey a portion of the property to another party. Both
newly created lots will meet all minimum lot width and depth requirements in the Low
Density Residential District. Following discussion Cogley moved and Woodward
seconded to approve, all members voting aye, the motion carried.

10) Permission to change the use of a building and install two new signs in a (C-1)
Neighborhood Commercial District on property described as “Lot 1, Briscoe 1st
Addition,” (a.k.a. 224 1st Ave SE) was submitted by Arrow Boutique and Rustic Roots.
Chris Witzel stated that the petitioners are requesting permission to change the use of a
building and to install two new wall signs in a neighborhood commercial district. The 3’ x
4’ wall sign for Rustic Roots and the 3’ x 6’ wall sign for Arrow Boutique will meet all size
requirements and both are permitted uses in the C-1 District. All sign and parking
requirements must be met for the building. Following discussion Woodward moved and
Lien seconded to approve, all members voting aye, the motion carried.
There being no further business before the Commission, Lien moved and Cogley seconded to
adjourn the meeting.
