ABERDEEN CITY PLANNING COMMISSION
September 20 , 2016
The City Planning Commission was called to order by Chairman Mike Jung. Members
present at roll call were Lien, Marske, Cogley, Woodward, and Jung. Absent were Rivett
and Kezar. Also present were Brett Bill, Planning & Zoning Director and Ken Hubbart, City
Planner.
Woodward moved and Lien seconded to approve the minutes of August 16, 2016, all
members voting aye, the motion carried.
There being no old business Chairman Jung began with new business as follows:
1) Permission to change the use of a building and install a new sign in a (C-1)
Neighborhood Commercial District on property described as “South ½ of Lot 6, Block
35, Thomas Addition and the South 2’3” of Lot 1, Anna Kaven’s Subdivision,” (a.k.a.
1124 Washington St S) was submitted by Pik Chai Wong – International Kitchen.
Brett Bill stated that the petitioner is requesting permission to change the use of a
building and to change the face of a 4’ x 6’ freestanding sign in a neighborhood
commercial district. The 4’ x 6’ freestanding sign for International Kitchen will meet
all size requirements and the use is permitted within the C-1 District. Following
discussion Marske moved and Woodward seconded to approve, all members voting
aye, the motion carried.
2) A preliminary and final plat described as “Aberdeen Development Corporation 2016-
1 Addition to Aberdeen in the NE ¼ of Section 17, T123N-R63W of the 5th P.M.,
Brown County, South Dakota,” (a.k.a. 2919 Industrial Ave NE) was submitted by
Aberdeen Development Corporation. Brett Bill stated that the petitioner is requesting
this preliminary and final plat in order to reconfigure lot lines on one underlying lot to
create two new lots to facilitate the conveyance of a portion of the property to
another party. Both of the newly created lots will meet all minimum lot width and
depth requirements in the Unrestricted Industrial District. Following discussion
Cogley moved and Lien seconded to approve, all members voting aye, the motion
carried.
3) A petition to vacate the public right-of-way described as “The 5’ x 109.25’ portion of
First Avenue SE public right-of-way lying adjacent and north of Lot 1, Briscoe First
Addition to Aberdeen in the SE ¼ of Section 13, T123N-R64W of the 5th P.M.,
Brown County, South Dakota,” (a.k.a. 224 1st Ave SE) was submitted by Paris
Briscoe. Paris Briscoe was present to represent the property. Brett Bill stated that
the petitioner is requesting this vacation of public right-of-way in order to vacate a 5’
x 109.25’ portion of public right-of-way in order to facilitate the construction of a
landing and stairs to provide access to the building. If approved, a plat must be
submitted incorporating the newly vacated public right-of-way with the existing
building lot. Following discussion Woodward moved and Cogley seconded to
approve with the stipulation that a plat is submitted incorporating the newly vacated
right-of-way with the existing building lot, all members voting aye, the motion carried.

4) Tax Increment Finance District No. 25 Project Plan Amendment for property
described as “Meadowlark Acres,” (a.k.a. 800 and 900 blocks of Ibis St S, Willet St
S, and Dunlin St S, and the 5000-5300 blocks of Kingfisher Ave SE) was submitted
by Schumaker Development, Inc. Attorney Rod Tobin was present to represent the
property. Brett Bill stated that the petitioner is requesting this Tax Increment Finance
District (TIF) Amendment to adjust for the change in the sources of financing and to
add certain project costs necessary for the construction of asphalt road, curb, gutter,
underground utility services, and a retention pond located within the district. The
original TIF created a residential development known as Meadowlark Acres by
creating 48 new residential lots. The submitted TIF #25 Project Plan Amendment
has been reviewed by city staff and has been found to meet all of the requirements
set forth in city ordinance and South Dakota Codified Law. Following discussion
Cogley moved and Lien seconded to approve, all members voting aye, the motion
carried.
5) A preliminary and final plat described as “Chow Main Railyard Subdivision in
Aberdeen, South Dakota,” (a.k.a. 15 1st Ave NW) was submitted by Chow Main
Properties II, Inc. Brett Bill stated that the petitioner is requesting this preliminary
and final plat in order to reconfigure lot lines on one underlying lot to create two new
lots in order to facilitate the construction of a commercial addition. An application to
the Board of Zoning Adjustment’s October 13th, 2016 meeting was also submitted for
setback variances, lot size variances, and special exceptions for the storage of
petroleum products and the open storage of vehicles, equipment, pallets, and empty
drums/totes. Following discussion Cogley moved and Woodward seconded to
approve with the stipulation that all lot size variances are approved by the Board of
Zoning Adjsutment, all members voting aye, the motion carried.
6) A preliminary and final plat described as “HHS Properties Third Subdivision to
Aberdeen in the W ½ of the NE ¼ of Section 30, T123N-R63W of the 5th P.M.,
Brown County, South Dakota,” (a.k.a. 1705 20th Ave SE) was submitted by Ellsbee
Properties, LLC. Brett Bill stated that the petitioners are requesting this preliminary
and final plat in order to reconfigure lot lines on one underlying lot to create 16 new
lots in order to facilitate future residential development. An application for lot sizes,
lot frontage, and setback variances was approved at the August 11, 2016 Board of
Zoning Adjustment meeting to allow for the development of twin homes and a
common park area. The plat approved at the August 16, 2016 planning commission
contained errors that altered the prior variances that were approved therefore an
application for new lot size variances was made for the October 13, 2016 Board of
Zoning Adjustment Meeting. Following discussion Marske moved and Cogley
seconded to approve with the stipulation that all necessary variances are approved,
upon roll call, all members voting aye, the motion carried.
7) A preliminary and final plat described as “Aldrich Park Addition to Aberdeen in the
NW ¼ of Section 13, T123N-R64W of the 5th P.M, Brown County, South Dakota,”
(a.k.a. 300 Main St N) was submitted by City of Aberdeen. Brett Bill stated that the
petitioner is requesting this preliminary and final plat in order to combine eighteen
underlying lots and a portion of vacated alley public right-of-way into one new lot to
be used within the existing city owned Aldrich Park. Following discussion Woodward

moved and Cogley seconded to approve, all members voting aye, the motion
carried.
8) A petition to vacate the public right-of-way described as “The entire 16’ x 300’
north/south alley public right-of-way contained within Block 51, Bennett and Thomas
Addition,” (a.k.a. 314 2nd Ave NW) was submitted by City of Aberdeen. Brett Bill
stated that the petitioner is requesting this vacation of public right-of-way in order to
vacate a portion of unused alley public right-of-way so that it may be included within
city owned Easton Park. A corresponding plat for this property was submitted along
with this petition. Following discussion Marske moved and Lien seconded to
approve, all members voting aye, the motion carried.
9) A preliminary and final plat described as “Easton Park Addition to Aberdeen in the
NW ¼ of Section 13, T123N-R64W of the 5th P.M., Brown County, South Dakota,”
(a.k.a. 314 2nd Ave NW) was submitted by City of Aberdeen. Brett Bill stated that
the petitioner is requesting this preliminary and final plat in order to combine twelve
underlying lots and a portion of vacated alley public right-of-way into one new lot to
be used within the existing city owned Easton Park. Following discussion Cogley
moved and Woodward seconded to approve, all members voting aye, the motion
carried.
In other business, Brett Bill announced the resignation of Chris Witzel, City Planner.
There being no further business before the Commission, Marske moved and Woodward
seconded to adjourn the meeting, all members voting aye, the motion carried.
