Aberdeen City Planning Commission October 18, 2016 MINUTES ABERDEEN CITY PLANNING COMMISSION October 18 , 2016 The City Planning Commission was called to order by Chairman Mike Jung. Members present at roll call were Woodward, Jung, Cogley, and Marske. Absent were Rivett, Kezar, and Lien. Also present were Brett Bill, Planning & Zoning Director, Ken Hubbart, City Planner, and Paula Nelson, Planning Commission Secretary Cogley moved and Marske seconded to approve the minutes of September 20, 2016, all members voting aye, the motion carried. There being no old business Chairman Jung began with new business as follows: 1) A preliminary and final plat described as “Plat of Chow Main Railroad Yard Subdivision in Aberdeen, South Dakota,” (a.k.a. 15 and 117 First Avenue NW) was submitted by Chow Main Properties II, Inc. Ken Hubbart stated that the petitioner is requesting this preliminary and final plat in order to reconfigure property lines on one underlying parcel to create two new lots to facilitate the conveyance of one lot to another party. The two lots do not comply with minimum lot dimensions, thus a variance request was submitted and has been approved by the Aberdeen Board of Zoning Adjustment at their regularly scheduled meeting on October 13, 2016. Following discussion Cogley moved and Woodward seconded to approve, all members voting aye, the motion carried. 2) A preliminary and final plat described as “Plat of Jon Peterson Addition to the City of Aberdeen, South Dakota,” (a.k.a. 314 Fifth Avenue NE) was submitted by Jon Peterson. Ken Hubbart stated that the petitioner is requesting this preliminary and final plat in order to consolidate portions of two underlying lots into one legal parcel for the purpose of constructing a residential addition. The property was granted a lot size variance and setback variances by the Aberdeen Board of Zoning Adjustment in April of 2015. Following discussion Cogley moved and Woodward seconded to approve, all members voting aye, the motion carried. 3) A preliminary and final plat described as “Plat of HHS Properties Third Subdivision to Aberdeen, South Dakota,” (a.k.a. 1907, 1911, 1917 & 1921 Lawson Street S, 1603, 1607, 1611, 1701, 1705, 1711, 1715 & 1723 Twentieth Ave SE & 1908, 1914, 1920 & 1924 Miller Lane) was submitted by Ellsbee Properties, LLC. Ken Hubbart stated that the petitioner is requesting this preliminary and final plat in order to create 16 lots to facilitate the construction of 15 twin homes and a shared park area. Several of the twin home lots do not comply with minimum lot dimension requirements, thus a variance request was submitted and has been approved by the Aberdeen Board of Zoning Adjustment at their regularly scheduled meeting on October 13, 2016. Following discussion Woodward moved and Cogley seconded to approve, all members voting aye, the motion carried. 4) A petition to rezone from (C-2 & R-3) Highway Commercial & High Density Residential District to (C-2) Highway Commercial District described as “Lots 1 & 1 Aberdeen City Planning Commission October 18, 2016 2, Baggett’s First Addition,” (a.k.a. 618 Penn St S & 720 Sixth Ave SE) was submitted by Kenneth J. Cartney. Ken Hubbart stated the applicant is requesting this petition to rezone in order to bring the zoning designation into compliance with the current use of the property as Cartney Bearing. Following discussion Cogley moved and Marske seconded to approve, all members voting aye, the motion carried. 5) A preliminary and final plat described as “Plat of Eleventh Addition to Ashwood Heights Subdivision to the City of Aberdeen, South Dakota,” (a.k.a. 2819 & 2903 Oakwood Lane) was submitted by Bob McLaughlin. Ken Hubbart stated that the petitioner is requesting this preliminary and final plat in order to reconfigure two existing lots to facilitate the construction of twin homes. The two lots will have frontages that do not comply with minimum lot width requirements for the zoning district and require setback variances to construct the twin homes, thus a variance request was submitted and has been approved by the Aberdeen Board of Zoning Adjustment at their regularly scheduled meeting on October 13, 2016. Following discussion Woodward moved and Marske seconded to approve, all members voting aye, the motion carried. 6) Tax Increment Finance District No. 25 Project Plan Amendment for property described as “Meadowlark Acres Addition to the City of Aberdeen, NW ¼ of Section 22, T123N-R63W,” (a.k.a. 800 & 900 blocks of Ibis St S, Willet St S and Dunlin St S and the 5000-5300 blocks of Kingfisher Ave SE) was submitted by Schumaker Development, Inc. Kelsey Stock and Holly Behrens were present to represent the property. Ken Hubbart stated that the petitioner is requesting this Tax Increment Finance District (TIF) Amendment to adjust for the change in the sources of financing and to add certain project costs necessary for the construction of asphalt road, curb and gutter, underground utilities and a pretention pond located within the district. The original TIF created a new residential subdivision known as Meadowlark Acres by creating 48 new residential lots. The submitted TIF #25 Project Plan Amendment has been reviewed by city staff and has been found to meet all requirements set forth in City Ordinance and South Dakota Codified Law. Following discussion Woodward moved and Marske seconded to approve, all members voting aye, the motion carried. There being no further business before the Commission, Cogley moved and Woodward seconded to adjourn the meeting, all members voting aye, the motion carried.
