Aberdeen City Planning Commission January 17, 2017 MINUTES ABERDEEN CITY PLANNING COMMISSION January 17 , 2017 The City Planning Commission was called to order by Chairman Mike Jung. Members present at roll call were Woodward, Cogley, Jung, Lien, and Marske. Rivett was absent. Also present were Brett Bill, Planning & Zoning Director and Ken Hubbart, City Planner. Woodward moved and Cogley seconded to approve the minutes of December 20, 2016, all members voting aye, the motion carried. There being no old business Chairman Jung began with new business as follows: 1) A petition to rezone from (C-2) Highway Commercial District to (R-3) High Density Residential District for property described as Lot 4, Rehfeld’s Replat of Lot A, Block 1, Pleasant Hill Addition,” (a.k.a. 613 Eleventh St S) was submitted by Lynn Holzkamm. Ken Hubbart stated that the applicant is requesting this petition to rezone in order to bring the zoning designation into compliance with the existing use of the property as a single family residence. Following discussion Cogley moved and Lien seconded to approve, all members voting aye, the motion carried. 2) A petition to vacate public right-of-way described as “The entire 16’ wide public alley right-of-way commencing at the South side of Twelfth Avenue SE and continuing South 225’ to point of termination, located between and adjacent to Lot R11 & R12, to Northern State College and Lot 1, Wesley Replat,” (a.k.a. 1209 Lincoln St S) was submitted by Northern State University. Ken Hubbart stated that the petitioner is requesting this petition to vacate a currently unused Public Alley ROW in order to combine it with adjacent property for the purpose of creating one developable lot. Following discussion Marske moved and Lien seconded to approve with the stipulations that easements are provided for any existing utilities and a plat is filed combining the vacated ROW with the adjacent property. Upon roll call, all members voting aye, the motion carried. 3) A preliminary and final plat described as “Plat of Lot 1, NSU Suites Addition to Aberdeen, SD,” (a.k.a. 1209 Lincoln St S) was submitted by NSU and SD Board of Regents. Ken Hubbart stated that the petitioner is requesting this preliminary and final plat in order to combine several underlying parcels into one lot to facilitate the construction of a student housing complex at Northern State University. Following discussion Cogley moved and Marske seconded to approve, all members voting aye, the motion carried. There being no further business before the Commission, Lien moved and Cogley seconded to adjourn the meeting, all members voting aye, the motion carried.
