ABERDEEN CITY PLANNING COMMISSION
April 18 , 2017
The City Planning Commission was called to order by Acting Chairman Dean Marske.
Members present at roll call were Lien, Woodward, Marske, and Jung via telephone.
Rivett and Cogley were absent. Also present were Brett Bill, Planning & Zoning
Director, Ken Hubbart, City Planner, Eric Miller, City Planner, and Paula Nelson,
Planning Commission Secretary.
Lien moved and Woodward seconded to approve the minutes of March 21, 2017, all
members voting aye, the motion carried.
There being no old business Chairman Marske began with new business as follows:
1) A preliminary and final plat described as “Homes Are Possible 2017-1
Subdivision in Aberdeen, South Dakota,” (a.k.a. 201 Third Ave NE) was
submitted by Homes Are Possible, Inc. Ken Hubbart stated that the petitioners
are submitting this preliminary and final plat in order to consolidate several
underlying parcels into one lot for the construction of infill housing. On April 14,
2016 the Aberdeen Board of Zoning Adjustment granted a variance to plat a lot
that does not meet the minimum lot width requirement and two setback variances
to permit the construction of a 24’ x 42’ single family home on an otherwise
undevelopable lot. Following discussion Woodward moved and Lien seconded to
approve, all members voting aye, the motion carried.
2) A preliminary and final plat described as “Homes Are Possible 2017-2
Subdivision in Aberdeen, South Dakota,” (a.k.a. 207 Seventh Ave SE) was
submitted by Homes Are Possible, Inc. Ken Hubbart stated that the petitioners
are requesting this preliminary and final plat in order to consolidate two
underlying parcels into one new lot for the construction of infill housing. Included
on this plat is an easement for an adjacent existing residence that encroaches
approximately 1.5’ onto the East side of this proposed lot. Following discussion
Lien moved and Woodward seconded to approve, all members voting aye, the
motion carried.
3) A preliminary and final plat described as “Sprinkel Addition to the City of
Aberdeen, South Dakota,” (a.k.a. 1205 Twenty-fourth Ave NE) was submitted by
Andrew Sprinkel. Ken Hubbart stated that the petitioners are submitting this plat
in order to combine two adjacent lots into one parcel for the purpose of
constructing an addition to an existing single family residence. Following
discussion Woodward moved and Lien seconded to approve, all members voting
aye, the motion carried.
4) A petition to rezone from (R-3) High Density Residential District to (C-1/R-4)
Neighborhood Commercial/Special Density Residential District for property
described as “Lot 1, North Main Fire Station Number 2 Subdivision,” (a.k.a. 604

Main St N) was submitted by David & Dustin Usselman. Ken Hubbart stated that
the applicant is requesting this petition to rezone in order to permit the use of this
property for commercial uses that may be permitted in the (C-1) Neighborhood
Commercial District in addition to the existing residential use. Following
discussion Lien moved and Woodward seconded to approve, all members voting
aye, the motion carried.
5) A change of use in a (C-1/R-4) Neighborhood Commercial/Special Density
Residential District for property described as “Lot 1, North Main Fire Station
Number 2 Subdivision,” (a.k.a. 604 Main St N) was submitted by Samantha
Snyder and Aberdeen Firehouse Lodge. Samantha Snyder was present to
represent the property. Ken Hubbart stated that the applicant is requesting to
permit the use of this property for a dog wash business. Any change of use or
new use of a property in this zoning district requires prior approval by the
Aberdeen Planning Commission. The (C-1) Neighborhood Commercial District
was established to provide for limited commercial uses conducive to a residential
setting to operate in typically residential areas throughout Aberdeen. This
proposed use is not a permitted use or special exception in the zoning district,
thus staff would typically recommend denial of this use. However, an appeal of
the ordinance was heard by the Aberdeen Board of Zoning Adjustment at its’
regularly scheduled meeting on April 13, 2017, at which time the board vote to
approve an appeal to permit this use at this specific location. Following
discussion Lien moved and Woodward seconded to approve, all members voting
aye, the motion carried.
There being no further business before the Commission, Lien moved and Woodward
seconded to adjourn the meeting, all members voting aye, the motion carried.
