MINUTES
ABERDEEN CITY PLANNING COMMISSION
May 16, 2017
The City Planning Commission was called to order by Acting Chairman Dean Marske. Members
present at roll call were Woodward, Lien, Marske, and Cogley. Rivett and Jung were absent.
Also present were Brett Bill, Planning & Zoning Director, Ken Hubbart, City Planner, and Eric
Miller, City Planner.
Cogley moved and Woodward seconded to approve the minutes of April 18, 2017, all members
voting aye, the motion carried.
There being no old business Chairman Marske began with new business as follows:
1) A preliminary and final plat described as “Centennial Commons Addition to the City of
Aberdeen, in the NW ¼ SE ¼ of Section 17, T123N-R63W of the 5th P.M., Brown County,
South Dakota,” (a.k.a. 3324 Milwaukee Ave NE) was submitted by Aberdeen Development
Corporation. Ken Hubbart stated that the petitioners are submitting this preliminary and
final plat in order to create three lots for commercial development in addition to platting a
parcel of land containing a private storm water retention pond. The newly platted Public
ROW’s included in this plat will comply with all subdivision requirements. Following
discussion Woodward moved and Lien seconded with the stipulation that a developer’s
agreement is approved by the City Council in conjunction with this plat. Upon roll call, all
members voting aye, the motion carried.
2) Change of use in a Neighborhood Commercial District/Special Density Residential District
(C-1/R-4) for property described as “Lot 6, Block 15, Sullivan & Easton Addition”, (801 First
St N) was submitted by Samantha Snyder and S & J Enterprises, LLC. Samantha Snyder
and Craig Mickelson were present to represent the property. Ken Hubbart stated that the
applicant is requesting to permit the use of this property for a dog wash business, in
addition to a single family residence. Any change of use or new use of a property in this
zoning district requires prior approval by the Aberdeen Planning Commission. The
Neighborhood Commercial District was established to provide for limited commercial uses
conducive to a residential setting to operate in typically residential areas throughout
Aberdeen. This proposed use is not a permitted use or special exception in the zoning
district, therefore, an appeal of the ordinance was heard by the Aberdeen Board of Zoning
Adjustment at its’ regularly scheduled meeting on May 11, 2017, at which time the board
voted to approve an appeal to permit this use at this specific location. Following discussion
Lien moved and Woodward seconded to approve with the stipulation that the property must
be rezoned to (C-1/R-4) Neighborhood Commercial/Special Density Residential District at
next months’ Planning Commission meeting in order to utilize the property as a residence
in addition to the business. Upon roll call, all members voting aye, the motion carried.
There being no further business before the Commission, Cogley moved and Woodward
seconded to adjourn the meeting, all members voting aye, the motion carried.
