ABERDEEN CITY PLANNING COMMISSION
December 19 , 2017
The City Planning Commission was called to order by Chairman Dean Marske.
Members present at roll call were Schumacher, Woodward, Mettler, Marske, Mitchell,
and Lien. Cogley was absent. Also present were Eric Miller, City Planner, Ken Hubbart,
City Planner, and Paula Nelson, Planning Commission Secretary.
Woodward moved and Lien seconded to approve the minutes of November 21, 2017, all
members voting aye, the motion carried.
There being no old business Chairman Marske began with new business as follows:
1) A preliminary and final plat described as “J & D Lee Addition to the City of
Aberdeen in the NE ¼ of Section 11, T123N-R64W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 818 Willow Dr & 1606 Birch Dr) was submitted by
Jeff & Diane Lee. Eric Miller stated that the petitioner is requesting this
preliminary and final plat in order to consolidate multiple underlying lots into one
parcel to allow for future development. Lot 16, Block 3, Wylie Park Estates 4th
Addition (vacated by this plat) and the east 33 feet of Birch Drive adjacent to the
west of Lot 16, Block 3, Wylie Park Estates 4th Addition were annexed to the City
of Aberdeen’s corporate limits effective December 14, 2017. Following
discussion Lien moved and Woodward seconded to approve, all members voting
aye, the motion carried.
2) A preliminary and final plat described as “VanWagner Addition to the City of
Aberdeen in the NE ¼ of Section 23, T123N-R64W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 817 S 10th St) was submitted by Carlon
VanWagner. Eric Miller stated that the petitioner is requesting this preliminary
and final plat in order to consolidate multiple underlying lots into one parcel to
allow for construction of an accessory structure. Following discussion Woodward
moved and Mettler seconded to approve, all members voting aye, the motion
carried.
3) A preliminary and final plat described as “Ellsbee First Addition to Aberdeen in
the SW ¼ of the NE ¼ of Section 11, T123N-R64W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 1614 Olive Dr) was submitted by Jean Hurlbert.
Eric Miller stated that the petitioner is requesting this preliminary and final plat in
order to create six separate lots for future construction and conveyance. On
December 14, 2017 the Aberdeen Board of Zoning Adjustment granted lot width
variances as each lot is less than the 60-foot minimum width for the medium
density residential zoning district and for a setback variance to allow for the
construction of twin-homes. Following discussion Woodward moved and Lien
seconded to approve with the stipulations that lot width and setback variances
are granted and that each lot has a separate water & sewer service. Upon roll
call, all members voting aye, the motion carried.

4) A preliminary and final plat described as “J & S Skorczewski Consolidation
Subdivision in Aberdeen in the NW 1/4 of Section 19, T123N-R63W of the 5th
P.M., Brown County, South Dakota,” (a.k.a. 1513 12th Ave SE) was submitted by
Joe & Sherry Skorczewski. Eric Miller stated that the petitioner is requesting this
preliminary and final plat in order to combine multiple underlying lots into one
parcel to allow for the construction of an accessory structure. Following
discussion Schumacher moved and Woodward seconded to approve, all
members voting aye, the motion carried.
5) A preliminary and final plat described as “Steven Lust Automotive Addition to the
City of Aberdeen in the SW ¼ of Section 14, T123N-R64W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 1208 & 1220 6th Ave SW) was submitted by
Steven Lust Automotive Company. Eric Miller stated that the petitioner is
requesting this preliminary and final plat in order to consolidate multiple
underlying lots into one parcel as was stipulated upon approval to permit the
open storage, parking or sale of vehicles by the Aberdeen Board of Zoning
Adjustment at their June 8, 2017 meeting. Following discussion Mitchell moved
and Lien seconded to approve, all members voting aye, the motion carried.
6) A preliminary and final plat described as “Centennial Commons Third Addition to
the City of Aberdeen in the NW ¼ SE ¼ of Section 17, T123N-R63W of the 5 th
P.M., Brown County, South Dakota,” (a.k.a. 115 Lafayette Street) was submitted
by Aberdeen Development Corporation. Eric Miller stated that the petitioner is
requesting this preliminary and final plat in order to create separate lots for future
commercial development and conveyance; and for the construction of a holding
pond. Following discussion Mettler moved and Woodward seconded to approve,
all members voting aye, the motion carried.
7) A preliminary and final plat described as “Cargill Family Addition to Aberdeen in
the SW ¼ of Section 19, T123N-R63W of the 5th P.M., Brown County, South
Dakota,” (a.k.a. 1707 Dakota St S) was submitted by Jeffrey Cargill. Eric Miller
stated that the petitioner is requesting this preliminary and final plat as was
stipulated by the City Planning Commission on September 19, 2017 when the
east 33’ x 121’ of Dakota Street South adjacent to the southwest portion of their
property was vacated. Following discussion Woodward moved and Lien
seconded to approve, all members voting aye, the motion carried.
8) A preliminary and final plat described as “Aberdeen Christian School-Avera
Addition to the City of Aberdeen in the NW ¼ of Section 11, T123N-R64W of the
5th P.M., Brown County, South Dakota,” (a.k.a. 1500, 1530, 1604, & 1620
Highway 281 North and 1419 & 1815 Willow Drive) was submitted by ACS
Foundation. Eric Miller stated that the petitioner is requesting this preliminary
and final plat to consolidate multiple underlying lots as was stipulated upon
issuance of the permit to construct their gymnasium addition. The north 470’ of
Proposed Lot 1 and all of Proposed Lot 2 were annexed into the City of
Aberdeen’s corporate limits effective November 30, 2017. Following discussion

Lien moved and Mettler seconded to approve with the stipulation that the
accompanying petition to rezone is approved. Upon roll call, all members voting
aye, the motion carried.
9) A petition to rezone from (R-2/R-4) Medium Density Residential District/Special
Density District to (R-2) Medium Density Residential District for property
described as “Proposed Lots 1&2, Aberdeen Christian School-Avera Addition to
the City of Aberdeen in the NW ¼ of Section 11, T123N-R64W of the 5th P.M.,
Brown County, South Dakota,” (a.k.a. 1500, 1530, 1604, & 1620 Highway 281
North and 1419 & 1815 Willow Drive) was submitted by ACS Foundation & Avera
St. Luke’s Hospital. Eric Miller stated that the petitioner is requesting this petition
to rezone in order to eliminate the split zoning on Proposed Lot 1 that occurred as
a result of replatting the property. Following discussion Woodward moved and
Mitchell seconded to approve, all members voting aye, the motion carried.
10) A petition to rezone from (R-2) Medium Density Residential District, (R-2/R-4)
Medium Density Residential/Special Density Residential District & (C-1/R-4)
Neighborhood Commercial/Special Density Residential District to (M) Municipal,
County, and State Use District for property described as “Bike Trail Lot 1 of
Dakota Midland Hospital Outlot 1, and Bike Trail Lot 1 of Lot C, Block 12, Wylie
Park Estates 5th Addition, and Bike Trail Lots 1 & 2 of Lot B, Block 12, Wylie Park
Estates 5th Addition in the NW ¼ of Section 11, T123N-R64W of the 5th P.M.,
Brown County, South Dakota,” (a.k.a. Public bike trail adjacent to the east of
Aberdeen Christian School and adjacent to the north of Aberdeen Health &
Rehab) was submitted by the City of Aberdeen. Eric Miller stated that the
petitioner is requesting this petition to rezone in order to bring four separate
parcels within multiple zoning districts into one zoning district that is congruent
with their use. Bike Trail Lot 1 of Lot C, Block 12 and Bike Trail Lots 1 & 2 of Lot
B, Block 12 were annexed to the City of Aberdeen’s corporate limits effective
November 30, 2017. Natasha Wells of 1034 Willow Drive was present & asked
for clarification of what this rezoning would actually change in relation to the
existing bike path/neighborhood. Following discussion Woodward moved and
Mettler seconded to approve, all members voting aye, the motion carried.
There being no further business before the Commission, Woodward moved and Lien
seconded to adjourn the meeting, all members voting aye, the motion carried.
