Aberdeen City Planning Commission September 17, 2019 MINUTES ABERDEEN CITY PLANNING COMMISSION September 17, 2019 The City Planning Commission was called to order by Chairman Dean Marske. Members present at roll call were Mettler, Woodward, Cogley, Lien, Schumacher, and Marske. Absent was Mitchell. Also present were Brett Bill, Planning & Zoning Director, Eric Miller, City Planner, and Ken Hubbart, City Planner. Schumacher moved and Lien seconded to approve the Aberdeen City minutes of August 20, 2019, all members voting aye, the motion carried. OPEN FORUM – No one was present. There being no old business Chairman Marske began with new business as follows: 1) A petition to rezone from (I-2) Unrestricted Industrial District to (C-2) Highway Commercial District for property described as “Lot 1, Steele-Teigen Addition to Aberdeen, in the NW ¼ of Section 16, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 4015 Steele Ave SE) was submitted by Erickson Teigen Property, LLC. Mark Erickson and Kris Teigen were present to represent the property. Eric Miller stated that the petitioner is requesting this petition to rezone in order to bring the property into a zoning district that has less restrictive sign setback requirements. The new sign on this property was installed closer to the property line than the required 20’ setback in the Unrestricted Industrial District. Rezoning this property to the (C-2) Highway Commercial District would bring the petitioners sign in to conformance with the 10’ setback requirements in that zoning district. Following discussion Lien moved and Woodward seconded to approve with the stipulation that the petitioners have sidewalks installed along Steele Avenue SE in accordance with Section 46-127 of the Aberdeen City Code. Upon roll call, all members voting aye, the motion carried. 2) A preliminary and final plat described as “Grismer First Addition to the City of Aberdeen, in the NE ¼ of Section 13, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 310 Kline St N) was submitted by James Grismer. Eric Miller stated that the petitioner is requesting this preliminary and final plat in order to combine multiple underlying lots into one legal parcel to allow for construction of a detached garage. Following discussion Cogley moved and Schumacher seconded to approve, all members voting aye, the motion carried. 3) A petition to vacate public right-of-way described as “Arch Street S Public ROW between 15th Ave SE and 17th Ave SE, adjacent to Lots 1-7, Block 2, Lots 1-4, Block 3, Lots 8-14, Block 1 and Lots 9-12, Block 4, Melgaard Addition to Aberdeen, 16th Ave SE Public ROW between State Street S and Hoff’s Outlot 1 to Block 2 and Outlot 1 to Block 3, Melgaard Park Addition to Aberdeen, adjacent to Lots 7-9, Block 2, Lots 7-8, Block 1 and Lots 1 and 12-15, Block 3 {00056254.DOC / 1} 1 Aberdeen City Planning Commission September 17, 2019 and Lots 1 & 12, Block 4, Melgaard Park Addition to Aberdeen, and all Public Alley ROW adjacent to Lots 1-14, Block 1, Lots 1-9, Block 2, Lots 1-15, Block 3 and Lots 1-12, Block 4, Melgaard Park Addition to Aberdeen,” (a.k.a. 423 17th Ave SE – School for the Visually Impaired) was submitted by Northern State University. Eric Miller stated that the petitioner is submitting this petition to vacate multiple undeveloped public street and alley right-of-way in order to allow for the replatting of this property in preparation for the construction of their new football stadium. The petitioners are having a plat prepared to consolidate the underlying lots with these sections of public right-of-way and will be submitting that along with a petition to rezone this parcel to the Municipal, State, & County Use District. Following discussion Cogley moved and Schumacher seconded to approve with the stipulations that the vacated right-of-way is incorporated to the adjacent lots in future replatting of the property and that access easements are maintained for any current or future utilities. Upon roll call, all members voting aye, the motion carried. Chairman Marske continued with other business as follows: 1) Brett Bill stated that future Planning Commission meetings will start @ 6:00 p.m. starting with the November, 2019 meeting. There being no further business before the Commission, Woodward moved and Schumacher seconded to adjourn the meeting, all members voting aye, the motion carried. Citizens are asked to sign up to speak prior to the open forum portion of the meeting.
