ABERDEEN CITY PLANNING COMMISSION
October 15 , 2019
The City Planning Commission was called to order by Chairman Dean Marske.
Members present at roll call were Mitchell, Mettler, Woodward, Lien, Schumacher, and
Marske. Absent was Cogley. Also present was Brett Bill, Planning & Zoning Director.
Woodward moved and Schumacher seconded to approve the Aberdeen City minutes of
September 17, 2019, all members voting aye, the motion carried.
OPEN FORUM – No one was present.
There being no old business Chairman Marske began with new business as follows:
1) A petition to rezone from (C-1/R-4) Neighborhood Commercial/Special Density
Residential District to (R-2) Medium Density Residential District for property
described as “Lot 1, Block 37, Thomas Addition to Aberdeen, in the NW ¼ of
Section 24, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a.
1202 Lincoln St S) was submitted by Joyce Moore. Brett Bill stated that the
petitioner is requesting this petition to rezone in order to bring the property into a
zoning district that is consistent with its use as a single-family residence and to
more easily allow for future residential development. Following discussion
Woodward moved and Lien seconded to approve, all members voting aye, the
motion carried.
2) A preliminary and final plat described as “Wagner Holdings Third Addition to the
City of Aberdeen, in the West ½ of Section 17, T123N-R63W of the 5th P.M.,
Brown County, South Dakota,” (a.k.a. 210 & 402 North Roosevelt St) was
submitted by RDA, LLC & Mary A. Cutler. Brett Bill stated that the petitioners are
requesting this preliminary and final plat in order to subdivide a previously platted
lot into three lots to allow for future conveyance and development. This is an
amended version of the plat that was approved at the July 16, 2019 Aberdeen City
Planning Commission meeting. This version dedicates a full 80’ right-of-way and
contains three lots versus the previous versions two lots. The future owners of
Proposed Lot 2 have plans to construct and open a private/social recreational and
entertainment facility and will need to obtain a Special Exception for that use or
they will need to rezone the parcel to a zoning district that allows for that type of
land use. Following discussion Lien moved and Mitchell seconded to approve
with the stipulations that the petitioners have sidewalk installed, where missing,
along all platted right-of-way within five years of the plat filing date and Proposed
Lot 2 is either rezoned or a Special Exception is obtained when the sale of the
property is completed. Upon roll call, all members voting aye, the motion carried.
3) A preliminary and final plat described as “Ken’s Supermarket First Addition to the
City of Aberdeen, in the SE ¼ of Section 18, T123N-R63W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 2001 & 2105 Sixth Ave SE) was submitted by

Ken’s Supermarkets, Inc. Brett Bill stated that the petitioners are requesting this
preliminary and final plat in order to create lots separating the portion of the
building that is used by Ken’s grocery and convenience store from the other
tenants within this structure. This will allow for the future conveyance of the
portion of the structure located on Proposed Lot 3. Proposed Lot 1 is now a
smaller parcel to be more suitable for the structure and use at that location. At
their October 3, 2019 meeting, the Aberdeen Board of Zoning Adjustment granted
a variance to the petitioners to allow the existing structure to be split into two
separate structures with a shared wall. Additionally, they were granted an appeal
to allow the three existing freestanding signs on Proposed Lot 3 to remain rather
than the permitted one. Following discussion Mettler moved and Lien seconded to
approve, all members voting aye, the motion carried.
4) A preliminary and final plat described as “ADC 2019-1 First Subdivision to the City
of Aberdeen, in the NE ¼ of Section 16, T123N-R63W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 4720 Maloney Ave NE) was submitted by
Aberdeen Development Corporation. Brett Bill stated that the petitioners are
requesting this preliminary and final plat in order to subdivide a larger parcel into
three smaller lots for future conveyance. Proposed Lot 2 will be conveyed to the
City of Aberdeen and will be utilized for surface drainage to connect into a City
owned holding pond. Following discussion Schumacher moved and Mitchell
seconded to approve, all members voting aye, the motion carried.
5) A preliminary and final plat described as “Mardian Fifth Subdivision to the City of
Aberdeen, in the SW ¼ of Section 13, T123N-R64W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 116 Fourth St S) was submitted by CWD Real
Estate, LLC. Brett Bill stated that the petitioner is requesting this preliminary and
final plat in order to create a new smaller lot for conveyance and the future
construction of a shop. At their June 13, 2019 meeting, the Aberdeen Board of
Zoning Adjustment approved the petitioner’s request to plat a 50’ x 122’ lot rather
than the required minimum size of 100’ x 150’. Following discussion Lien moved
and Woodward seconded to approve with the stipulation that the petitioner has
sidewalk installed, where missing, along all platted rights-of-way within five years
of the plat filing date.
6) A petition to vacate public right-of-way for property described as “The entire 16’
wide public alley right-of-way within Sacred Heart First Subdivision, commencing
at the south side of Second Ave SE and continuing south 150’ to a point of
termination,” (a.k.a. 203 & 207 Kline St S and 409 Third Ave SE) was submitted by
Sacred Heart Church. Brett Bill stated that the petitioner is submitted this petition
to vacate a portion of unused public right-of-way with the intention of combining
the right-of-way with their adjacent property to be used as a parking lot. Following
discussion Mitchell moved and Schumacher seconded to approve with the
stipulations that the petitioners submit a plat that incorporates the vacated right-of-
way with adjacent properties and an access easement is maintained for any
possible utilities. Upon roll call, all members voting aye, the motion carried.

7) A preliminary and final plat described as “Plat of Lot 1, Forsting Second Addition
to the City of Aberdeen, in the NE ¼ of Section 13, T123N-R64W of the 5th P.M.,
Brown County, South Dakota,” (a.k.a. 623 Penn St N) was submitted by Houston
J. Forsting. Brett Bill stated that the petitioner is requesting this preliminary and
final plat in order to combine three underlying lots into one new lot to facilitate the
construction of a new accessory structure. Following discussion Lien moved and
Woodward seconded to approve, all members voting aye, the motion carried.
Chairman Marske continued with other business as follows:
1) Brett Bill reminded the members that next month’s meeting on November 19,
2019 will begin at 6:00 p.m.
There being no further business before the Commission, Schumacher moved and
Mettler seconded to adjourn the meeting, all members voting aye, the motion carried.

FORMAT GUIDELINES:
1) Open forum provides an opportunity for the public to address the Aberdeen City Planning Commission with questions,
concerns or comments on items, which are not on the agenda. Citizens are asked to sign up to speak prior to the open
forum portion of the meeting. Open forum will be limited to 10 minutes (if no one is in attendance for the open forum, the
regular meeting may begin) unless a majority of the Aberdeen City Planning Commission agrees to extend the time period.
The open forum may not be used to make personal attacks, to air personality grievances, to make political endorsements,
or for political campaign purposes. Open forum will not be used as a time for problem solving or reacting to the comments
made, but, rather for hearing the citizen for informational purposes. The Aberdeen City Planning Commission may respond
with request for city management to follow up and report back on any issue raised during the public address time. A
presentation may not exceed two minutes in duration.
2) ADA Compliance: The City of Aberdeen fully subscribes to the provisions of the American ’s With Disabilities Act. If you
desire to attend this public meeting and are need of special accommodations, please notify the City Planning & Zoning
Office at least 8 hours prior to the meeting so appropriate auxiliary aids and services can be made available. The
Aberdeen City Planning Commission meets monthly on the third Tuesday of each month at 7:00 p.m.
3) A copy of the subject matter on the Aberdeen City Planning Commission meeting agenda is available for public distribution
at the City Planning & Zoning Office and available on the City ’s website @ www.aberdeen.sd.us .
