ABERDEEN CITY PLANNING COMMISSION
November 19, 2019
The City Planning Commission was called to order by Acting Chairman Ward
Schumacher. Members present at roll call were Lien, Mettler, Woodward, &
Schumacher. Absent were Cogley, Mitchell, & Marske. Also present were Brett Bill,
Planning & Zoning Director, Eric Miller, City Planner, Ken Hubbart, City Planner, and
Paula Nelson, Planning Commission Secretary.
Lien moved and Woodward seconded to approve the Aberdeen City minutes of October
15, 2019, all members voting aye, the motion carried.
OPEN FORUM – No one was present.
There being no old business Acting Chairman Schumacher began with new business as
follows:
1) A petition to vacate public right-of-way described as “The entire 12.5’ wide alley
right-of-way located between Lot 1, Avera St. Luke’s Subdivision and Lot 3,
Hagerty’s Resubdivision, commencing at State Street South and continuing east
50’ to a point of termination, and the 33’ wide Second Ave SE right-of-way
adjacent to the same lots, commencing at State Street South and continuing
east 50’ to a point of termination,” (a.k.a. 215 State St S & 601 Second Ave SE)
was submitted by Avera St. Luke’s Hospital. Eric Miller stated that the petitioner
is submitting this petition to vacate a portion of unused public right-of-way with
the intention of combining the right-of-way with their adjacent property to be
utilized for additional parking. Following discussion Woodward moved and Lien
seconded to approve with the stipulations that the petitioners submit a plat that
incorporates the vacated right-of-way with adjacent properties and an access
easement is maintained for any possible utilities. Upon roll call, all members
voting aye, the motion carried.
2) A petition to rezone from (R-3) High Density Residential District to (R-3/HC) High
Density Residential/Health Care District described as “Lot 3, Hagerty’s
Resubdivision in Aberdeen, in the SE ¼ of Section 13, T123N-R64W of the 5th
P.M., Brown County, South Dakota,” (a.k.a. 601 Second Ave SE) was submitted
by Avera St. Luke’s Hospital. Eric Miller stated that the petitioner is requesting
this petition to rezone in order to avoid split zoning that would occur when the
petitioners combine this lot with vacated right-of-way and an adjacent lot.
Following discussion Woodward moved and Mettler seconded to approve, all
members voting aye, the motion carried.
3) Permission to install one egress window and install basement wall anchors on a
home located in a (C-1/R-4) Neighborhood Commercial/Special Density
Residential District at 1207 Main St S was submitted by Matthew Klundt. Eric
Miller stated that the petitioner is requesting permission to install an egress

window and five wall anchors in his house, which is located in a (C-1/R-4)
Neighborhood Commercial/Special Density Residential District. A petition to
rezone this property to (R-2) Medium Density Residential District was submitted
and a building permit was issued for this work on September 26, 2019.
Following discussion Lien moved and Woodward seconded to approve, all
members voting aye, the motion carried.
4) A preliminary and final plat described as “Spaulding’s Seventh Addition to the
City of Aberdeen, in the SE ¼ of Section 12, T123N-R64W of the 5th P.M.,
Brown County, South Dakota,” (a.k.a. 1405 and 1411 Kline St N) was submitted
by Ann Paradise & Marlys Schmitz. Eric Miller stated that the petitioners are
requesting this preliminary and final plat in order to adjust their shared lot line to
the south. As the property is currently configured, the petitioners shared lot line
runs through accessory structures located on Proposed Lot 1. Shifting the
shared lot line will make the existing structures on both properties more
conforming with the required setbacks. On November 14, 2019, the Aberdeen
Board of Zoning Adjustment approved the petitioner’s variance request to rectify
the remaining non-conformities on Proposed Lot 2. Following discussion Lien
moved and Woodward seconded to approve with the stipulation that the
petitioners have sidewalk installed, where missing, along all platted rights-of-way
within five years of the plat filing date. Upon roll call, all members voting aye,
the motion carried.
5) Preliminary and final plat described as “M & M Second Subdivision to the City of
Aberdeen, in the NW ¼ of Section 24, T123N-R64W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. A portion of vacated First St S between 11th Ave
SW and 12th Ave SW) was submitted by City of Aberdeen. Eric Miller stated
that the petitioner is requesting this preliminary and final plat in order to combine
the remainders of two underlying lots with a portion of previously vacated right-
of-way into one legal parcel to facilitate the conveyance of this property.
Following discussion Woodward moved and Mettler seconded to approve with
the stipulation that the future owner of this lot must submit a plat to combine it
with their adjacent property. Upon roll call, all members voting aye, the motion
carried.
There being no further business before the Commission, Woodward moved and Lien
seconded to adjourn the meeting, all members voting aye, the motion carried.

FORMAT GUIDELINES:
1) Open forum provides an opportunity for the public to address the Aberdeen City Planning Commission with questions,
concerns or comments on items, which are not on the agenda. Citizens are asked to sign up to speak prior to the open
forum portion of the meeting. Open forum will be limited to 10 minutes (if no one is in attendance for the open forum, the
regular meeting may begin) unless a majority of the Aberdeen City Planning Commission agrees to extend the time period.
The open forum may not be used to make personal attacks, to air personality grievances, to make political endorsements,
or for political campaign purposes. Open forum will not be used as a time for problem solving or reacting to the comments
made, but, rather for hearing the citizen for informational purposes. The Aberdeen City Planning Commission may respond
with request for city management to follow up and report back on any issue raised during the public address time. A
presentation may not exceed two minutes in duration.
2) ADA Compliance: The City of Aberdeen fully subscribes to the provisions of the American ’s With Disabilities Act. If you
desire to attend this public meeting and are need of special accommodations, please notify the City Planning & Zoning
Office at least 8 hours prior to the meeting so appropriate auxiliary aids and services can be made available. The
Aberdeen City Planning Commission meets monthly on the third Tuesday of each month at 7:00 p.m.
3) A copy of the subject matter on the Aberdeen City Planning Commission meeting agenda is available for public distribution
at the City Planning & Zoning Office and available on the City ’s website @ www.aberdeen.sd.us .
