Aberdeen City Planning Commission October 20, 2020 MINUTES ABERDEEN CITY PLANNING COMMISSION October 20 , 2020 The City Planning Commission was called to order by Chairman Dean Marske. Members present at roll call were Lien, Woodward, Mettler, and Marske. Absent were Cogley, Schumacher, and Mitchell. Also present were Brett Bill, Planning & Zoning Director, and Eric Miller, City Planner. Woodward moved and Lien seconded to approve the Aberdeen City minutes of September 15, 2020, all members voting aye, the motion carried. OPEN FORUM – No one was present. There being no old business Chairman Marske began with new business as follows: 1) Permission to paint a new super graphic sign in a Central Business/Special Density Residential District for property described as “Lot 1, Malchow’s First Addition to the City of Aberdeen in the SW ¼ of Section 13, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 506 Main St S) was submitted by Aberdeen Development Corporation & Colorful Creations/Carly Pochop. Eric Miller stated that the petitioners are resubmitting their request to have a super graphic sign painted by artist Kelsey Montague at a different location than was approved at the September 15, 2020 City Planning Commission meeting. The new location is on the north side of the Malchow Plaza building facing the open courtyard area. This mural does not advertise the business and its value is purely artistic in nature; therefore, it is classified as a super graphic and requires City Planning Commission approval. This project was approved by the Aberdeen City Council at their September 28th meeting. Following discussion Mettler moved and Woodward seconded to approve with the stipulations that a sign permit is obtained for the project and the super graphic sign is maintained in accordance with City Ordinance. 2) A preliminary and final plat described as “Holmes’ Replat of Lots 3 & 4, Block 27, Hagerty & Lloyd’s Addition to Aberdeen, in the NE ¼ of Section 13-T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 417 Penn St N) was submitted by Christopher Holmes. Eric Miller stated that the petitioner is requesting this preliminary and final plat in order to combine two underlying lots into one to allow for future construction of a detached garage. At their September 15, 2020 meeting, the Aberdeen Board of Zoning Adjustment approved the petitioner’s request to construct a 768 square foot garage rather than the maximum allowable size of 600 square feet with the stipulation that the property is replatted into one lot. Following discussion Woodward moved and Mettler seconded to approve, all members voting aye, the motion carried. There being no further business before the Commission, Mettler moved and Lien seconded to adjourn the meeting, all members voting aye, the motion carried. Adjournment FORMAT GUIDELINES: 1) Open forum provides an opportunity for the public to address the Aberdeen City Planning Commission with questions, concerns or comments on items, which are not on the agenda. Citizens are asked to sign up to speak prior to the open forum portion of the meeting. Open forum will be limited to 10 minutes (if no one is in attendance for the open forum, the regular meeting may begin) unless a majority of the Aberdeen City Planning Commission agrees to extend the time period. The open forum may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open forum will not be used as a time for problem solving or reacting to the comments made, but, rather for hearing the citizen for informational purposes. The Aberdeen City Planning Commission may respond with request for city management to follow up and report back on any issue raised during the public address time. A presentation may not exceed two minutes in duration. 2) ADA Compliance: The City of Aberdeen fully subscribes to the provisions of the American ’s With Disabilities Act.
