ABERDEEN CITY PLANNING COMMISSION
November 16, 2021
The City Planning Commission was called to order by Chairman Dean Marske. Members
present at roll call were Marske, Schumacher, Mitchell, Woodward, and Cogley. Also present
were Brett Bill, Planning & Zoning Director, Ken Hubbart, City Planner, Eric Miller, City
Planner, and Amanda Kamphuis, Aberdeen City Planning Commission Secretary.
Cogley moved, and Schumacher seconded, to approve the Aberdeen City Planning Commission
Minutes of October 19, 2021, all members voting aye, the motion carried.
OPEN FORUM – No one was present.
There being no old business, Chairman Marske began with new business as follows:
1) A Preliminary and Final Plat described as “R. Swenson Second Subdivision to the City of
Aberdeen, in the NW¼ of Sec.18-T123N-R63W of the 5th P.M., Brown County, South
Dakota.” (a.k.a. 921 First Avenue NE and 113 Jackson Street N) was submitted by Reed
Swenson. Eric Miller stated the petitioner is requesting this Preliminary and Final Plat in
order to adjust the shared lot line creating ample room for construction of a detached garage
on “Proposed Lot 2A.” A lot depth variance was granted for “Proposed Lot 1A” by the
Aberdeen Board of Zoning Adjustment at their August 9, 2012 meeting. Following
discussion, Woodward moved, and Cogley seconded, to approve with the stipulation that
sidewalks are installed, where missing along all platted rights of way, as required by
Aberdeen City Code Sec. 46-127. Upon roll call, all members voting aye, the motion carried.
2) A Preliminary and Final Plat described as “Refuge Retreats Second Addition to the City of
Aberdeen, A Re-Plat of Lot 3 and 4, Block 4, Refuge Retreats Addition in the NE¼ of
Sec.18-T123N-R63W of the 5th P.M., Brown County, South Dakota.” (a.k.a. 517 Lancelot
Drive N and 611 Lancelot Drive N) was submitted by The Refuge Retreats, LLC. Cory Huff
and Greg Zens of Huff Construction were present to represent the property. Eric Miller
stated the petitioner is requesting this Preliminary and Final Plat in order to adjust the shared
lot line to allow for enough room to meet minimum setbacks to construct a row of
townhomes. Following discussion, Schumacher moved, and Mitchell seconded, to approve.
Upon roll call, all members voting aye, the motion carried.
3) A Preliminary and Final Plat described as “Cardinal Industries First Addition to the City of
Aberdeen, in the NE¼ of Sec.17-T123N-R63W of the 5th P.M., Brown County, South
Dakota.” (a.k.a. 724 Commerce Street N and 2910 Eighth Avenue NE) was submitted by
Cardinal Industries, Inc. Eric Miller stated the petitioner is requesting this Preliminary and
Final Plat in order to subdivide two existing lots into three to allow for future conveyance and
commercial/industrial development. Following discussion, Cogley moved, and Woodward
seconded, to approve with the stipulation that sidewalks are installed, where missing along all
platted rights of way, as required by Aberdeen City Code Sec. 46-127. Upon roll call, all
members voting aye, the motion carried.

4) A Preliminary and Final Plat described as “Salas First Addition to the City of Aberdeen, in
the NE¼ of Sec. 23-T123N-R64W of the 5th P.M., Brown County, South Dakota.” (a.k.a.
1111 Sixth Avenue SW and 1117 Sixth Avenue SW) was submitted by Jose Enrique Salas.
Eric Miller stated the petitioner is requesting this Preliminary and Final Plat in order to
combine multiple underlying lots into one legal parcel to allow for expansion of their existing
market/restaurant. The petitioner was granted a setback variance for this project by the
Aberdeen Board of Zoning Adjustment at their November 10, 2021 meeting. Following
discussion, Woodward moved, and Schumacher seconded, to approve with the stipulation
that sidewalks are installed, where missing along all platted rights of way, as required by
Aberdeen City Code Sec. 46-127. Upon roll call, all members voting aye, the motion carried.
5) A Permission to Add a Shed in a (C-1) Neighborhood Commercial District described as “Lot
1, Manor Care First Subdivision in Aberdeen, in the SW¼ of Sec.12-T123N-R64W of the 5th
P.M., Brown County, South Dakota.” (a.k.a. 400 Eighth Avenue NW) was submitted by
Prairie Heights Healthcare. Eric Miller stated the petitioner is requesting permission to add
an 8’x10’ storage shed to this property, which is located in a (C-1) Neighborhood
Commercial District. This shed will be used to store COVID-19 related materials for use at
this facility. The placement of the shed meets all applicable zoning requirements. A permit
was issued for this work November 1, 2021. Following discussion, Schumacher moved, and
Mitchell seconded, to approve. Upon roll call, all members voting aye, the motion carried.
There being no further business before the Commission, Mitchell moved, and Cogley seconded,
to adjourn the meeting, all members voting aye, the motion carried.

FORMAT GUIDELINES:

1) Open forum provides an opportunity for the public to address the Aberdeen City Planning Commission with questions, concerns or comments on items, which are not on the
agenda. Citizens are asked to sign up to speak prior to the open forum portion of the meeting. Open forum will be limited to 10 minutes (if no one is in attendance for the open
forum, the regular meeting may begin) unless a majority of the Aberdeen City Planning Commission agrees to extend the time period. The open forum may not be used to make
personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open forum will not be used as a time for problem solving or
reacting to the comments made, but, rather for hearing the citizen for informational purposes. The Aberdeen City Planning Commission may respond with request for city
management to follow up and report back on any issue raised during the public address time. A presentation may not exceed two minutes in duration.
2) ADA Compliance: The City of Aberdeen fully subscribes to the provisions of the American’s With Disabilities Act. If you desire to attend this public meeting and are need of
special accommodations, please notify the City Planning & Zoning Office at least 8 hours prior to the meeting so appropriate auxiliary aids and services can be made available.
The Aberdeen City Planning Commission meets monthly on the third Tuesday of each month.
3) A copy of the subject matter on the Aberdeen City Planning Commission meeting agenda is available for public distribution at the City Planning & Zoning Office and available
on the City’s website @ www.aberdeen.sd.us.
