ABERDEEN CITY PLANNING COMMISSION
December 21, 2021
The City Planning Commission was called to order by Chairman Dean Marske. Members
present at roll call were Marske, Schumacher, Woodward, and Cogley. Also present were Brett
Bill, Planning & Zoning Director, Ken Hubbart, City Planner, Eric Miller, City Planner, and
Amanda Kamphuis, Aberdeen City Planning Commission Secretary.
Cogley moved, and Woodward seconded, to approve the Aberdeen City Planning Commission
Minutes of November 16, 2021, all members voting aye, the motion carried.
OPEN FORUM – No one was present.
There being no old business, Chairman Marske began with new business as follows:
1) A Preliminary and Final Plat described as “W & A Hanson Addition to the City of
Aberdeen, in the NE¼ of Section 24-T123N-R64W of the 5th P.M., Brown County,
South Dakota.” (a.k.a. 929 Kline St. S) was submitted by Wayne and Amber Hanson.
Eric Miller stated the petitioners are requesting this Preliminary and Final Plat in order to
clarify a previously developed parcel’s legal description to allow for a residential addition
to be constructed. At their December 9, 2021 meeting, the Aberdeen Board of Zoning
Adjustment approved the petitioners request for a Lot Width Variance as this parcel is
less than the 50’ minimum width. Following discussion, Schumacher moved, and Cogley
seconded, to approve this request. Upon roll call, all members voting aye, the motion
carried.
2) A Preliminary and Final Plat described as “Wylie Park Estates Eighth Addition to the
City of Aberdeen, in the NE¼ of Section 11-T123N-R64W of the 5th P.M., Brown
County, South Dakota.” (a.k.a. 818 Willow Dr. and 1612, 1618, 1624, 1702, 1707, 1708,
and 1713 Birch Dr.) was submitted by Jeff and Diane Lee and Wypar, Inc. This item was
withdrawn by petitioners prior to meeting.
3) A Preliminary and Final Plat described as “Bettmann Addition to Wylie Park Estates in
the City of Aberdeen, in the NE¼ of Section 11-T123N-R64W of the 5th P.M., Brown
County, South Dakota.” (a.k.a. 802 Willow Dr. and 1713 Birch Dr.) was submitted by
Shane and Brenda Bettmann and Wypar, Inc. Eric Miller stated the petitioners are
requesting this Preliminary and Final Plat in order to combine unplatted land with a
previously platted and developed lot to allow for conveyance of the unplatted land.
Following discussion, Woodward moved, and Cogley seconded, to approve with the
stipulation that sidewalks are installed, where missing, along all platted rights-of-way, as
required by Aberdeen City Code Sec. 46-127. Upon roll call, all members voting aye, the
motion carried.
4) A Preliminary and Final Plat described as “Twentieth Addition of Highland North
Addition to Aberdeen, in the NE¼ of Section 12-T123N-R64W of the 5th P.M., Brown
County, South Dakota.” (a.k.a. 605, 609, 701, 715, 723, 809, 815, and 823 Fifteenth Ave.
NE) was submitted by Joshua Larson and Dakota Park West Condominium Assoc. Eric

Miller stated the petitioners are requesting this Preliminary and Final Plat in order to
subdivide existing platted lots to create separate parcels for each of the existing multi-
family residential uses and to allow for conveyance of a portion of the property. At their
March 11, 2021 meeting, the Aberdeen Board of Zoning Adjustment granted an appeal to
a plat Proposed Lot 2 with an accessory structure as the primary land use. That board
stipulated that the petitioner must obtain a building permit by March 11, 2022 for the
construction of a residence on this lot. Following discussion, Cogley moved, and
Woodward seconded, to approve with the stipulation that the petitioner obtain the
required permit to construct a residence on Proposed Lot 2 by March 11, 2022 as was
stipulated by the Aberdeen Board of Zoning Adjustment. All work on this residence
must be completed prior to expiration of the building permit. Upon roll call, all members
voting aye, the motion carried.
5) A new land use in a (C-1) Neighborhood Commercial Zoning District described as “Lot 7
& 8, Block 11, Sullivan & Easton Addition to the City of Aberdeen, in the SW¼ of
Section 12-T123N-R64W of the 5th P.M., Brown County, South Dakota.” (a.k.a. 909
Main St. N) was submitted by Ashley Bennett. Ashley Bennett was present to represent
the property. Eric Miller stated the petitioner is requesting permission to operate an
Aflac insurance sales office at this location; which, pending approval of this request,
would be rezoned to the Neighborhood Commercial District. New land uses within the
Neighborhood Commercial District require approval by the Aberdeen City Planning
Commission. The Neighborhood Commercial District allows for a limited number of
commercial uses which are conducive, and not detrimental, to a typical quiet residential
district; the proposed use does not seem contrary to this. The petitioner has submitted a
petition to rezone this property in conjunction with this requested change in land use.
Following discussion, Woodward moved, and Schumacher seconded, to approve with the
stipulation that the accompanying petition to rezone this property is also approved. Upon
roll call, all members voting aye, the motion carried.
6) A Rezone from (R-2/R-4) Medium Density Residential District/Special Density
Residential District to (C-1) Neighborhood Commercial District described as “Lot 7 & 8,
Block 11, Sullivan & Easton Addition to the City of Aberdeen, in the SW¼ of Section
12-T123N-R64W of the 5th P.M., Brown County, South Dakota.” (a.k.a. 909 Main St. N)
was submitted by Ashley Bennett. Ashley Bennett was present to represent the property.
Eric Miller stated the petitioner is requesting this petition to rezone in order to bring the
property into a district that would allow for their proposed use of an Aflac insurance
office. Following discussion, Schumacher moved, and Cogley seconded, to approve with
the stipulations that the petitioner works with City Staff to ensure that all applicable
Building Code requirements are met pertaining to the Americans with Disabilities Act
(ADA) and general life safety, and that the property should be rezoned back to the
Medium Density Residential District/Special Density Residential District once the
proposed commercial use is ceased or upon sale of property. Upon roll call, all members
voting aye, the motion carried.
7) A Preliminary and Final Plat described as “Lots 7B and 7C, Block 2, Dakota Estates
Third Subdivision to Aberdeen, in the SW¼ of Section 6-T123N-R63W of the 5th P.M.,
Brown County, South Dakota.” (a.k.a. 1022 Twenty-Seventh Ave. NE) was submitted by
Purple Cow Properties, LLC. Eric Miller stated the petitioner is requesting this

Preliminary and Final Plat in order to create separate lots for the future construction of
two apartment buildings and two multi-unit garages. At their December 9, 2021 meeting,
the Aberdeen Board of Zoning Adjustment granted the petitioner’s request for a
Maximum Density Variance to allow for 100 living units rather than the allowed 42 on
Proposed Lot 7B and for 72 units rather than the allowed 41 on Proposed Lot 7C.
Following discussion, Cogley moved and Schumacher seconded, to approve with the
stipulations that the remainder of Twenty-Seventh Ave NE, east to Harrison St N., and
Harrison St N. going south to Twenty-Fourth Ave NE are built to City standards,
including sidewalks and any other required utilities. Upon roll call, all members voting
aye, the motion carried.
8) Permission to paint a new super graphic sign in a (C-3/R-4) Central Business
District/Special Density Residential District described as “Lot 1, Malchow’s First
Addition to the City of Aberdeen, in the SW¼ of Section 13-T123N-R64W of the 5th
P.M., Brown County, South Dakota.” (a.k.a. 506 Main St. S) was submitted by Aberdeen
Development Corporation and Aberdeen Area Arts Council. Eric Miller stated the
petitioners are requesting permission to have a mural painted by artist, Linda Roesch.
This mural will be painted off site on a 8’x24’ MDF sign board panel and will be
installed upon completion on the north side of the Malchow Plaza building facing the
open courtyard area. This mural is a one-point perspective piece that places the viewer
amongst a Main Street, street dance, in Aberdeen’s early years. It does not advertise the
business and its value is purely artistic in nature; therefore, it is classified as super
graphic and requires City Planning Commission and City Council approval. Following
discussion, Woodward moved, and Schumacher seconded, to approve with the
stipulations that a sign permit is obtained for the project and the super graphic sign is
maintained in accordance with City Ordinance. Upon roll call, all members voting aye,
the motion carried.
9) A Preliminary and Final Plat described as “Rolling Hills Village Eighteenth Addition to
the City of Aberdeen, in the NW¼ of Section 14-T123N-R64W of the 5th P.M., Brown
County, South Dakota.” (a.k.a. 505 Palmer Circle East and 1605 Stewart Drive) was
submitted by Rollings Hills Golf Club, LLC and Lynn and Peg Lander. Eric Miller
stated the petitioners are requesting this Preliminary and Final Plat in order to allow for
the conveyance of a small portion of land owned by Rolling Hills Golf Club, LLC to
Lynn and Peg Lander. Following discussion, Cogley moved, and Woodward seconded,
to approve this request. Upon roll call, all members voting aye, the motion carried.
There being no further business before the Commission, Schumacher moved, and Cogley
seconded, to adjourn the meeting, all members voting aye, the motion carried.

FORMAT GUIDELINES:
1) Open forum provides an opportunity for the public to address the Aberdeen City Planning Commission with questions, concerns or comments on items, which are not on the
agenda. Citizens are asked to sign up to speak prior to the open forum portion of the meeting. Open forum will be limited to 10 minutes (if no one is in attendance for the open
forum, the regular meeting may begin) unless a majority of the Aberdeen City Planning Commission agrees to extend the time period. The open forum may not be used to make
personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open forum will not be used as a time for problem solving or
reacting to the comments made, but, rather for hearing the citizen for informational purposes. The Aberdeen City Planning Commission may respond with request for city
management to follow up and report back on any issue raised during the public address time. A presentation may not exceed two minutes in duration.
2) ADA Compliance: The City of Aberdeen fully subscribes to the provisions of the American’s With Disabilities Act. If you desire to attend this public meeting and are need of
special accommodations, please notify the City Planning & Zoning Office at least 8 hours prior to the meeting so appropriate auxiliary aids and services can be made available.
The Aberdeen City Planning Commission meets monthly on the third Tuesday of each month.
3) A copy of the subject matter on the Aberdeen City Planning Commission meeting agenda is available for public distribution at the City Planning & Zoning Office and available
on the City’s website @ www.aberdeen.sd.us.
