ABERDEEN CITY PLANNING COMMISSION
November 21, 2023
The City Planning Commission was called to order by Acting Chairman Ward Schumacher. Members present at roll
call were Woodward, Rux, Schumacher, and Lien. Also present were Eric Miller, City Planner, Ken Hubbart,
Community Development Director, Paula Nelson, Code Enforcement Officer, Robin Bobzien, City Manager, Ron
Wager, City Attorney, Stuart Nelson, City Engineer/Public Works Director, Destin Spellman, Assistant City
Engineer, Jordan McQuillen, City Finance Officer and Emily Ellingson, Planning Commission Secretary.
Schumacher moved, and Cogley seconded, to approve the Aberdeen City Planning Commission Minutes of October
17, 2023, all members voting aye, the motion carried.
OPEN FORUM – No one was present.
Acting Chairman Schumacher began with old business as follows:
OLD BUSINESS
1) Tax Increment Finance District No. 41 Project Plan. Rod Tobin was present to represent the property. Eric
Miller stated that the petitioner is requesting this Tax Increment Finance District (TIF) with the intention of
creating a new residential subdivision. The purpose of the TIF request is to fund the necessary installation of
infrastructure (water, sewer, curb, gutter, and streets) for this subdivision along with
professional/engineering, and financing costs necessary for development. These improvements will serve 19
twin-homes with 39 rental units and 51 single-family residential lots. Every lot in the new development will
have the necessary curb, gutter, and streets along with access to city water and sewer. The developer has
designed and plans to construct a second phase of affordable housing directly west of this development. This
second phase will designate land for a park as well as a daycare facility. The TIF No. 41 Project Plan appears
to satisfy the requirements set forth by South Dakota Codified Law. Following discussion, Rux moved, and
Woodward seconded, to approve this request. Upon roll call, all members voting aye, the motion carried.
NEW BUSINESS
1) Petition to Vacate Public R.O.W. described as “The entire 7’ wide public alley right-of-way located between
the north 112.5’ of Lot 1, First Overpass Subdivision and Lots 10-12, Block 38, Bennett & Thomas Addition
to North Aberdeen, in the NW¼ of Section 13-T123N-R64W of the 5th P.M., Brown County, South Dakota,”
(a.k.a. 124 First Avenue NW & 115 Second Avenue NW – One block south of Eddie’s Northside Sinclair).
Eric Miller stated the petitioner is submitting this petition to vacate unused public alley right-of-way with the
intention of combining it with their adjacent property to allow for future conveyance and commercial
development. The petitioner submitted a replat of this property in conjunction with this petition to vacate
public alley. Following discussion, Rux moved, and Lien seconded, to approve this request. Upon roll call,
all members voting aye, the motion carried.
2) Preliminary and Final Plat described as “Third Overpass Subdivision to the City of Aberdeen, in the NW¼ of
Section 13-T123N-R64W of the 5th P.M., Brown County, South Dakota.” (a.k.a. 114 & 124 First Avenue
NW & 115 Second Avenue NW – One block south of Eddie’s Northside Sinclair). Eric Miller stated the
petitioner is submitting this Preliminary and Final Plat in order to combine multiple underlying lots and
vacated right-of-way into one parcel to allow for future conveyance and commercial development. The
petitioner also submitted a petition to rezone this property in conjunction with this plat. Following
discussion, Lien moved, and Woodward seconded, to approve this request. Upon roll call, all members
voting aye, the motion carried.

3) Petition to Rezone from (C-2) Highway Commercial District & (I-2) Unrestricted Industrial District to (C-2)
Highway Commercial District described as “Proposed Lot 1, Third Overpass Subdivision to the City of
Aberdeen, in the NW¼ of Section 13-T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a.
114 & 124 First Avenue NW & 115 Second Avenue NW – One block south of Eddie’s Northside Sinclair).
Eric Miller stated the petitioner is requesting this petition to rezone in order to eliminate the split-zoning that
was created by a replat of the property into one lot. Following discussion, Woodward moved, and Rux
seconded, to approve this request. Upon roll call, all members voting aye, the motion carried.
4) Preliminary and Final Plat described as “Pine Haven Estates Fourth Subdivision to the City of Aberdeen, in
the S½ of Section 7-T123N-R63W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 1320, 1403, 1409,
1415, 1420, 1421, 1426, & 1427 Kettering Drive, 1202, 1206, 1210, 1214, 1218, 1302, 1316, 1325, 1404,
1416, 1419, 1420, 1425, & 1428 Lancelot Drive North, and 1601, 1602, 1607, 1608, 1611, 1612, 1617,
1618, 1704 Twelfth Avenue NE). Eric Miller stated the petitioners are requesting this Preliminary and Final
Plat in order to create a new, unified, legal description for all 31 lots in this new residential subdivision.
Following discussion, Rux moved, and Lien seconded, to approve this request. Upon roll call, all members
voting aye, the motion carried.
5) Tax Increment Finance District No. 42 Proposal. Lonnie Anderson was present to represent the property.
Eric Miller stated the petitioner is requesting this Tax Increment Finance District (TIF) with the intention of
creating a new residential subdivision. The original project plan (TIF 36) was approved by the Aberdeen City
Planning Commission at their January 17, 2023, meeting. The scope of the plan remains largely unchanged;
however, since the original submission, the projected project costs have increased, and the petitioner has
been awarded a Housing Infrastructure Financing Program (HIFP) grant. These substantive changes required
this project plan to be resubmitted. The purpose of this TIF request is to fund the necessary installation of
infrastructure (water, sewer, curb, gutter, and streets) along with a large detention pond for a new residential
subdivision. These improvements will serve 30 single-family residential lots. Every lot in the new
development will have the necessary curb, gutter, and streets along with access to city water and sewer. The
City Finance Officer has reviewed the TIF project plan and has given it his tentative approval. The TIF No.
42 Project Plan appears to satisfy the requirements set forth by South Dakota Codified Law. Following
discussion, Rux moved, and Woodward seconded, to approve this request. Upon roll call, all members voting
aye, the motion carried.
6) Preliminary and Final Plat described as “Wylie Park Estates Eighth Addition to the City of Aberdeen, in the
NE¼ of Section 11-T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 502, 518, 526, 602,
610, 618, 626, 634, 702, 710, 718, & 726 Williow Drive – Directly west of Presentation Heights). Eric
Miller stated the petitioners are requesting this Preliminary and Final Plat in order to facilitate the
conveyance of a previously unplatted parcel and to combine that parcel with platted lots that are directly
adjacent to the south. Following discussion, Lien moved, and Woodward seconded, to approve this request.
Upon roll call, all members voting aye, the motion carried.
7) Preliminary and Final Plat described as “Plaza Rentals Second Addition to the City of Aberdeen, in the NE¼
of Section 19-T123N-R63W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 1812 Sixth Avenue SE &
614 Rock Street South – Directly west of Wendy’s Restaurant). Eric Miller stated the petitioners are
requesting this Preliminary and Final Plat in order to combine multiple lots into one legal parcel to allow for
the remodeling of the two structures on the lot for commercial uses. Following discussion, Rux moved, and
Lien seconded, to approve this request. Upon roll call, all members voting aye, the motion carried.

8) Ordinance amending Chapter 1 – General Provisions of the Aberdeen City Code regarding Planning and
Zoning and Community Development. Eric Miller stated this ordinance is requested in order to amend the
Aberdeen City Code regarding the terms “Planning and Zoning” and “Community Development”. The term
“Community Development” recently has become the preferred name and is more accurately descriptive than
“Planning and Zoning” for what that department’s role is. The function of this ordinance amendment is to
make “Planning and Zoning”, “Planning”, and “Zoning” synonymous with “Community Development”
wherever those phrases appear in Aberdeen City Code unless such term is specifically required by South
Dakota Law, such as references to the “Planning and Zoning Commission”. Following discussion, Rux
moved, and Woodward seconded, to approve this request. Upon roll call, all members voting aye, the motion
carried.
OTHER BUSINESS:
Ken Hubbart introduced Paula Nelson as the City’s newest Planner.
Stuart Nelson introduced Destin Spellman as the City’s newest Assistant City Engineer.
There being no further business before the Commission, Woodward moved, and Lien seconded, to adjourn the
meeting, all members voting aye, the motion carried.
