MAYOR: Pete Schave THE MEMBERS OF YOUR COMMITTEE ON: Public Works TO WHOM IT WAS REFERRED: North Shore Levee Administrative Offer Summaries REPORTS AS FOLLOWS: The City’s consultants for the North Shore Levee project are in discussions with property owners to acquire construction and permanent easements for the project. The City’s consultants have prepared administrative offer summaries for properties located near the project’s east terminus along the Wishkah River. The administrative offer summaries must be signed by the City for procurement of the easements to continue. The expenses related to the acquisition of these easements is funded through the project’s existing obligated funding. The City budgeted $200,000 to address this issue in the 2020 City Budget. Public Works Department negotiated a scope and fee to perform initial analysis to mitigate siltation through its on-call services agreement with HDR, Inc. for a fee of $71,048. MAYOR: Pete Schave THE MEMBERS OF YOUR COMMITTEE ON: Public Works TO WHOM IT WAS REFERRED: Water Treatment Plant Hypochlorination System Project Construction REPORTS AS FOLLOWS: Design and permitting work is nearly complete for the construction of a new on-site hypochlorite generation and disinfection system at the Water Treatment Plant to replace the existing chlorine gas disinfection system. This work was planned for construction in 2021 but the bid package for construction will be ready to advertise in September 2020. Work to replace covers and liners at the Fairview Reservoirs was budgeted for 2020 but financing for that work is not forecasted to be ready in time for the project to proceed to bid this year. To take advantage of a favorable bidding environment, the Public Works Department proposes to utilize funds budgeted for the reservoir project instead for the disinfection system project. IT IS RECOMMENDED: The Public Works Department shall be authorized to proceed with advertising and award for the construction of the Water Treatment Plant Hypochlorination System project (project no. The repair includes remounting the existing patient care module on a 2021 Ford E450 chassis. The 2009 Braun Ford E450 chassis was declared a total loss after a motor vehicle accident on June 18, 2020. Report As Follows: Braun NW Inc. has provided specifications to remount the existing 2009 patient care module on a 2021 Ford E450 chassis. The specifications have been reviewed and accepted by WCIA and fire department staff. The total cost of the remount including tax is $119,611.59. WCIA will pay $102,647.44 of the remount cost with the remaining $16,964.14 owed by the city. The fire department is also requesting to install a Stryker Power Load Gurney System and replace the existing 2007 gurney as part of this project. The cost of the Power Load System and gurney is $39,611.69 plus tax. The funds will be allocated from the fire department’s ERR fund. The City of Aberdeen Purchasing Policy allows for sole source purchases under RCW 39.04.280 for equipment that is already in use. The fire department utilizes Stryker gurneys on all ambulances which provides interoperability between ambulances. The Stryker Power Load system is specific to Stryker gurneys and is being installed on all ambulances as an engineering solution to reduce back injuries.
