November 23, 2021 – ZOOM VIDEO MEETING
Committee of the Whole
Council President Shaw called the Committee of the Whole Zoom video meeting to order at 7:15
pm.
Roll Call: Andrews, Ellis, Francy, Gordon, Kachman, Maki, Meskis, Richrod, Ross, Shaw, Shortt &
Mayor Schave.

Council Meeting
Mayor Schave called to order the Zoom video City Council meeting at 7:44 pm.
Roll call: Andrews, Ellis, Francy, Gordon, Kachman, Maki, Meskis, Richrod, Ross, Shaw & Shortt.
Public comment and Public Hearing Comment periods are included during the zoom video meetings.
The public was notified that if they wish to speak during the meeting, an email be sent to the City
Clerk, and indicate if they would like to speak or have the Clerk read the comment. If they desire to
comment live they will be called on during the meeting and allowed to speak for (3) minutes. Written
public comments are also encouraged via regular mail or email. No public comments were received
by the City Clerk.
Motion by Shaw, Meskis to approve the minutes of the previous meeting. Carried by voice vote.
Motion by Kachman, Shortt to excuse councilmember Taylor. Motion to adopt. Discussion. Motion by
Meskis, Andrews to table the motion to next meeting. The ayes carried. This motion has been tabled
until the next meeting.
Motion by Ross, Gordon to add 1 Report under Public Safety. Discussion. Carried by voice vote.
Motion by Kachman, Maki recommending approval and payment of accounts payable in the total
amount of $655,488.30 and payroll in the total amount of $90,548.63, check numbers 25323-25328 &
75322-75456. Roll call: all yeas. Carried.
Second reading and public hearing of Bill No. 21-10 an Ordinance providing for the levy in 2021 upon
all taxable property within the City of Aberdeen for 2022 for all municipal purposes authorized by law
and fixing the amount thereof pursuant to RCW 84.55.120. Public hearing opened. Kachman, Ross.
Carried by voice vote. Hearing held; no testimony taken. Hearing closed. Kachman, Ross. Carried by
voice vote. Motion by Kachman, Ross to suspend the rules, consider the second reading the third and
place the bill in final passage. Discussion. Carried by voice vote. Motion by Kachman, Ellis to approve
the third reading and final passage. Roll call: all yeas. Carried. This will be Ordinance No. 6676.
Second reading and public hearing of Bill No. 21-11 an Ordinance adopting the 2022 annual budget
for the City of Aberdeen, Grays Harbor County, State of Washington. Public Hearing. Kachman, Ross.
Carried by voice vote. Hearing held; no testimony taken. Hearing closed. Kachman, Ross. Carried by
voice vote. Motion by Kachman, Ross to approve the second reading. Discussion. Motion by Meskis,
Andrews to amend the budget to add the museum registrar back into account 125 and putting the City
Administrator position back on the budget. Discussion. Motion by Francy, Meskis to amend the
amendment that the items be separated. Carried by voice vote. Motion by Shaw, to amend the
amendment to add a museum registrar back into the second reading of the proposed budget. Roll call:
7 nays; 4 yeas (Andrews, Francy, Maki & Meskis). Motion failed. Motion by Ellis, Shaw to request
detailed information on what it would cost to hire a City Administrator to the 2022 budget. Roll call: all
yeas. Carried by voice vote. Motion by Kachman, Ellis to accept the second reading as amended.
Carried by voice vote. Third reading and adoption to be held at the December 08, 2021 regular council
meeting.
First reading of Bill No. 21-12 an Ordinance adopting a supplemental budget to change the 2021
appropriations and expenditures as specified herein. Motion by Kachman, Ross to adopt the first
reading. Carried by voice vote. Second reading and public hearing to be held on December 08, 2021.
Report from Public Works and the Public Works Director recommending that the City Council shall
authorize the Mayor to amend the agreement with HDR Engineering for professional services related
to the Fry Creek Pump Station. Motion to adopt. Meskis, Ellis. Carried by voice vote.
Report from Public Works and the Public Works Director recommending that the City Council shall
pass a resolution setting the date for a public hearing for Ecology funding for the WWTP Influent
Screening and Conveyance Project. Motion to adopt. Meskis, Gordon. Discussion. Carried by voice
vote.
Resolution 2021-24 setting the date for a public hearing on the proposed application to the Washington
State Department of Ecology for construction funding for the WWTP Influent Screening and
Conveyance Improvements Project. Motion to adopt. Meskis, Gordon. Carried by voice vote.
Third reading and adoption of Bill 21-09 an Ordinance vacating portions of the unopened street right-
of-ways in the Broadway addition to Cosmopolis, consisting of the Polk Street half abutting lots 1-6 of
block 5, the Polk Street half abutting lots 1-3 of block 8, the Lee Street half abutting block 5, the Lee
Street half abutting block 6, the Lee Street half abutting block 7, the Lee Street half abutting lot 1 of
block 8, and the full alley within block 7. Motion by Meskis, Ellis to adopt the third reading. Carried by
voice vote. Roll call: all yeas. This will be Ordinance No. 6677.
Motion by Andrew, Richrod to amend the original RFA start date from July 1, 2022 to January 1, 2023.
Carried by voice vote.
Joint Resolution 2021-25 of the City Council of the City of Hoquiam and the City Council of the City of
Aberdeen, providing for the submission to qualified electors of Hoquiam and Aberdeen, at the special
election to be held on February 8, 2022 of a proposition that, pursuant to Chapter 52.26 of the Revised
Code of Washington, approves a plan to form a regional fire protection service authority within the
boundaries of Hoquiam and Aberdeen, effective January 1, 2023, and providing for other matters
properly related thereto. Motion to adopt. Andrews, Richrod. Discussion. Carried by voice vote.
Motion by Shaw, Meskis to confirm the appointment of Linda Orgel to Library Advisory Board.
Discussion. Carried by voice vote.
