Meeting Date: September 11, 2024
Location: The physical location of the Council Meeting was at the Grays Harbor College, 1620 Edward P.
Smith Dr. 3000 Building, Aberdeen, Washington. The meeting was conducted as a hybrid meeting with in-
person and virtual participation options.
COUNCIL MEETING
Call to Order:
The regular meeting of the Aberdeen City Council was called to order at 6:30 P.M. by Mayor Orr
Roll Call:
Ellis, Gakin, Hodgkin, Lawrence, Makie, Morrison, Pieraccini, Prato, Sidor, Swor, Taylor and Mayor
Orr.

Approval of the Agenda
Motion by Council President Swor, seconded by Councilmember Pieraccini to approve the agenda.
Discussion. Carried by voice vote.
Presentation
The five candidates for the open Ward 5 Council seat; Elizabeth Schave, Mya Hernandez, Alan
Richrod, Joshua Francy, and Michelle Nipper, addressed the City Council members and had an open
question and answer session.
Motion at 7:14pm by Council President Swor, seconded by Councilmember Pieraccini to recess
into executive session for up to 20 minutes in accordance with RCW 42.30.110 (1) (h) to evaluate
the qualifications of a candidate for appointment to elective office. Carried by voice vote.
Motion at 7:32pm by Council President Swor, seconded by Councilmember Pieraccini to
reconvene. Carried by voice vote.
Roll call vote taken to fill vacant position. 5 votes Francy, 5 votes Nipper, 1 vote Richrod.
Second roll call vote taken between Francy and Nipper. Francy wins the vacant seat 6/5.
Public Comments
Public Comment Period opened. One comment taken
Consent Agenda
Motion by Council President Swor, seconded by Councilmember Ellis to approve the Consent
Agenda. Discussion. Carried by voice vote.

Grays Harbor County Health – Fluoride
Mayors Report – Mayor Orr gave report

Staff Reports – City Administrator Clemens gave report.
Requests for Council Action
Public Safety:
Request from Public Safety recommending that the City Council authorize the Mayor to sign the
2025 agreement for Emergency Medical Services between the City of Aberdeen and Grays
Harbor Fire District 10. Motion by Councilmember Hodgkin, seconded by Councilmember
Morrison to approve the request. Carried by voice vote.
Request from Public Safety recommending that the City Council authorize the Mayor to sign an
interlocal agreement between the City of Aberdeen and the Quinault Indian Nation for the
provision of Fire Marshal services. Motion by Councilmember Hodgkin, seconded by
Councilmember Morrison to approve the request. Carried by voice vote.
Request from Public Safety recommending that the City Council authorize the Mayor to sign the
Amendment to the 2023-2024 EMS Agreement between the City of Aberdeen and City of
Cosmopolis. Motion by Councilmember Hodgkin, seconded by Councilmember Morrison to
approve the request. Carried by voice vote.
Request from Public Safety recommending that the City Council authorize the surplus of Vehicle
#150, a 2002 Ford Ambulance, and the proceeds from the sale be deposited in the EMS
Equipment rental reserve fund. Motion by Councilmember Hodgkin, seconded by
Councilmember Morrison to approve the request. Discussion. Carried by voice vote.
Public Works:
This is the date set for the first Public Hearing on the removal of Fluoride from the City water.
Motion to open the Public Hearing by Councilmember Lawrence, seconded by
Councilmember Gakin. Carried by voice vote. Testimony taken. Motion to close the Public
Hearing by Councilmember Ellis, seconded by Council President Swor. Carried by voice vote.
Request from Public Works recommending that the City Council authorize the surplus of the 13
pieces of equipment listed on the report through GovDeals, and the proceeds be deposited into
the corresponding ERR fund for the selling Department. Motion by Councilmember Lawrence,
seconded by Councilmember Gakin to approve the request. Carried by voice vote.
Request from Public works recommending that the City Council authorize the Public Works
Director to execute the Road AI Proposal as presented. Motion by Councilmember Lawrence,
seconded by Councilmember Gakin to approve the request. Discussion. Carried by voice vote.
A Resolution setting the date for second Public Hearing for the consideration of removing
Fluoride from the City water. Motion by Councilmember Lawrence, seconded by
Councilmember Gakin to adopt the Resolution. Discussion. Requested roll call vote. Motion
passes. 10/1 (Sidor)
RESOLUTION 2024-16
Third reading and final passage of Bill 24-05, an Ordinance amending the official zoning map of
the City of Aberdeen. Motion by Councilmember Lawrence, seconded by Councilmember
Gakin to approve the third Reading and move to final passage. Discussion. Roll Call vote.
Motion passes.

Special Committee Items:
Request recommending that the City Council authorize the deaccession of the listed items from
the Museum Collection. Motion by Council President Swor, seconded by Councilmember
Pieraccini to approve the request. Carried by voice vote.
Request recommending that the City Council authorize the Mayor to sign the agreement with
Harbor Architects, LLC to provide construction cost estimates and architecture and engineering
for 118. W Wishkah Street. Motion by Council President Swor, seconded by Councilmember
Pieraccini to approve the request. Carried by voice vote.
Request recommending that the City Council adopt the creation of Student Council
Representative. Motion by Council President Swor, seconded by Councilmember Pieraccini to
approve the request. Discussion. Carried by voice vote.
A Resolution authorizing a hiring freeze until the financial position of the City has improved.
Motion by Council President Swor, seconded by Councilmember Pieraccini to approve the
request. Discussion. Carried by voice vote. 10/1 (Morrison)
