City Council Meeting City of Aberdeen Minutes Washington Aberdeen City Hall • Council Chambers Since 1884 200 E. Market Street Aberdeen, WA 98520 Aberdeenwa.gov Meeting Date: November 26, 2024 Location: The physical location of the Council Meeting was at the Grays Harbor College, 1620 Edward P. Smith Dr. 3000 Building, Aberdeen, Washington. The meeting was conducted as a hybrid meeting with in- person and virtual participation options. COUNCIL MEETING Call to Order: The regular meeting of the Aberdeen City Council was called to order at 6:30 P.M. by Mayor Orr Roll Call: Ellis (via teams), Francy, Gakin, Hodgkin (via teams), Lawrence, Maki (via teams), Morrison, Pieraccini (via teams), Prato, Sidor, Swor, Taylor and Mayor Orr. Flag Salute Approval of the Agenda Motion by Council President Swor, seconded by Councilmember Sidor to approve the agenda. Carried by voice vote. Presentations  AFD Peer Support and Comfort Canine Program Public Comments Public Comment Period opened. No comments taken Consent Agenda Motion by Council President Swor, seconded by Councilmember Sidor to approve the Consent Agenda. Discussion. Carried by voice vote. Mayors Report – Mayor Orr gave report Council Reports – Councilmembers Lawrence, Francy, Ellis and Council President Swor gave report Staff Reports – City Administrator Clemens and Director Barnum gave report Requests for Council Action Finance: Chair Sidor Request from Finance recommending that the City Council approve the creation of the utility rate advisory committee. Motion by Councilmember Sidor, seconded by Councilmember Ellis to approve the request. Discussion. Carried by voice vote. Motion by Councilmember Sidor, seconded by Councilmember Francy to request Staff put together an analysis to provide to Council an estimate of what a low income and low income senior utility rate could look like and how it will affect other rates. Discussion. Motion by Councilmember Ellis, seconded by Council President Swor to amend the motion to include other progressive kinds of rates and measures the City can take to make rates more equitable to all utility users. Discussion. Carried by voice vote. Third Reading and Final Passage of Bill 24-08, an Ordinance amending sections of AMC 3.76 to increase the tax on cable television services by 1.5% and utility tax by 5%, effective January 1, 2025. Motion by Councilmember Sidor, seconded by Councilmember Pieraccini to approve the third reading. Carried by roll call vote. 7/5 (Gakin, Hodgkin, Lawrence, Morrison, Taylor) ORDINANCE 6716 Third Reading and Final Passage of Bill 24-09, an Ordinance adopting a supplemental budget to change the 2024 appropriations and expenditures as specified. Motion by Councilmember Sidor, seconded by Councilmember Pieraccini to approve the Third reading. Carried by roll call vote. All ayes ORDINANCE 6717 Third Reading and Final Passage of Bill 24-10, an Ordinance providing for the 2025 levy upon all taxable property within the City of Aberdeen. Motion by Councilmember Sidor, seconded by Council President Swor to approve the Third reading. Carried by roll call vote. 10/2 (Morrison, Taylor) ORDINANCE 6718 Third Reading and Final Passage of Bill 24-11, an Ordinance adopting the Preliminary 2025 Budget. Motion by Councilmember Sidor, seconded by Council President Swor to approve the third reading. Carried by roll call vote 10/2 (Morrison, Taylor) ORCINANCE 6719 Public Safety: Vice Chair Morrison Request from Public Safety recommending the City Council approve the Fire Chief to sign the Forestland Response Agreement, Amendment No. 2 between the Aberdeen Fire Department and the Washington State Department of Natural Resources. Motion by Councilmember Morrison, seconded by Councilmember Francy to approve the request. Discussion. Carried by voice vote. Request from Public Safety recommending the City Council authorize the Mayor to execute the MOU between the City of Aberdeen and Hearts 4 Heros for the Fire Department’s Canine Support Animal Program. Motion by Councilmember Morrison, seconded by Councilmember Francy to approve the request. Discussion. Carried by voice vote. Public Works: Chair Lawrence This is the date set for the Public Hearing on Bill 24-13. Motion by Councilember Lawrence, seconded by Councilmember Francy to open the public hearing. Carried by voice vote. No testimony taken. Motion by Councilmember Lawrence, seconded by Councilmember Francy to close the public hearing. Carried by voice vote. Request from Public Works recommending the City Council authorize the Mayor to execute an interlocal agreement between the City of Aberdeen and the State of Washington for Public works Emergency Response Assistance. Motion by Councilmember Lawrence, seconded by Councilmember Gakin to approve the request. Carried by voice vote. Page 2 of 3 – Aberdeen City Council Meeting Minutes – November 26, 2024 Request from Public Works recommending the City Council authorize the Mayor to execute the Contract Usage Agreement, allowing the City to utilize any of the statewide contracts, cooperative purchasing agreements, or legislatively directed contracts for procurement of goods or services. Motion by Councilmember Lawrence, seconded by Councilmember Gakin to approve the request. Discussion. Carried by voice vote. A Resolution continuing the City of Aberdeen’s support for a Basin-wide solution to flooding and aquatic species restoration. Motion by Councilmember Lawrence, seconded by Councilmember Francy to approve the Resolution. Carried by voice vote. RESOLUTION 2024-26 Second reading of Bill 24-13, an Ordinance amending AMC Chapter 15.40 related to maintenance of Vacant Commercial Buildings in the Downtown Business District. Motion by Councilmember Lawrence, seconded by Councilmember Gakin to approve the Second reading. Carried by voice vote. Motion by Councilmember Lawrence, seconded by Councilmember Francy to accept the second reading as the third and move into final passage. Carried by roll call vote. All ayes. ORDINANCE 6720 First reading of Bill 24-14, an Ordinance repealing Ordinance 6191 and Aberdeen Municipal code 13.56.515 relating to Fluoride. Motion by Councilmember Lawrence, seconded by Councilmember Gakin to approve the first reading. Discussion. Carried by roll call vote. 7/5 (Ellis, Maki, Prato, Sidor, Swor) Special Committee Items: Council President Swor Discussion requesting Council pick a date for a Strategic Planning Workshop in 2025. Discussed creating a doodle poll offering options for two 4 -hour days and request check to see if could hold it at the College. Motion by Council President Swor, seconded by Councilmember Francy to appoint the listed people to the Good Neighbors Revolving Loan Fund Committee (Stephanie Bennett, Tony Enzler, Stan Sidor, Wil Russoul, Rich Hartman). Discussion. Carried by voice vote. Public Comments Public Comment Period opened.
