gardening program in order to carry out the intent and purpose of programs under
the Consolidated Plan for the year 2026; authorizing payment therefor; and

Development, or his designee, to enter into a contract or contracts with ABJ
Apartments, LLC for the renovation and adaptive reuse of property located at 44
E. Exchange Street into 120 apartments affordable for residents across income
