BOROUGH OF AKRON REORGANIZATIONAL MEETING- JANUARY 3, 2022 Council Members present- Nathan Imhoff, Justin Gehman, Kleon Zimmerman, Paul Swangren, Jr., Randall Justice, Ryan Cochran, Bonnie Young. Others present- Mayor John McBeth, Susan Davidson, Borough Manager; Sean Molchany, Assistant Borough Manager; West Earl Police Chief Eric Higgins, William Young, Pamela Musser, George D. Wolf, John Taylor, Katrina Zimmerman. Opening- Mayor John McBeth Mayor McBeth asked for Council Roll Call Kleon Zimmerman-Present Paul Swangren, Jr.- Present Randall Justice-Present Ryan Cochran- Present Bonnie Young- Present Nathan Imhoff- Present Justin Gehman-Present Oaths of Office Mayor John McBeth administered the Oaths of Office to the newly elected Borough of Akron Council members. (in the following order) Randall Justice Kleon Zimmerman Ryan Cochran Bonnie Young Nominations Council President Justin Gehman made a motion to nominate Nathan Imhoff as the Borough of Akron Council President. Paul Swangren, Jr. seconded the motion. Motion carried. 1 Council Vice-President Paul Swangren, Jr. made a motion to nominate Justin Gehman as the Borough of Akron Council Vice President. Randall Justice seconded the motion. Motion carried. Mayor McBeth turned the meeting over the Nathan Imhoff, Council President. Visitors Police Chief Eric Higgins thanked Borough Council for being present at the West Earl Twp meeting on December 27, 2021 to see Detective Dawn Ray get sworn in as Sergeant of the West Earl Police Department. Appointments Chairman Protem Justin Gehman made a motion to appoint Paul Swangren, Jr. as the Borough of Council Protem. Kleon Zimmerman seconded the motion. Motion carried. Treasurer Paul Swangren, Jr. made a motion to appoint Pamela Musser as the Borough of Akron Treasurer. Randall Justice seconded the motion. Motion carried. Borough Secretary Bonnie Young made a motion to appoint Susan Davidson as the Borough of Akron Secretary. Ryan Cochran seconded the motion. Motion carried. Solicitor Paul Swangren, Jr. made a motion to appoint Nikolaus and Hohenadel as the Borough of Akron Solicitor. Randall Justice seconded the motion. Motion carried. Labor Attorney Paul Swangren, Jr. made a motion to appoint Eckert Seamans Cherin & Mellott LLC as the Borough of Akron Labor Attorney. Kleon Zimmerman seconded the motion. Motion carried. 2 Engineer Ryan Cochran made a motion to appoint Hanover Engineering Associates, Inc as the Borough of Akron Engineer. Kleon Zimmerman seconded the motion. Motion carried Depositories Kleon Zimmerman made a motion to appoint Ephrata National Bank, Fulton Bank, & PLGIT (PA Local Government Investment Trust) as the Borough of Akron Depositories. Randall Justice seconded the motion. Motion carried. Nathan Imhoff abstained from voting due to a conflict of interest. Vacancy Board Staff will advertise for this position. Zoning Officer Randall Justice made a motion to appoint Sean Molchany as the Borough of Akron Zoning Officer. Paul Swangren, Jr. seconded the motion. Motion carried. Building Code Official Justin Gehman made a motion to appoint Code Administrators, Inc. as the Borough of Akron Building Code Official. Randall Justice seconded the motion. Motion carried. Permit and Enforcement Officer Randall Justice made a motion to appoint Sean Molchany as the Borough of Akron Permit and Enforcement Officer. Paul Swangren, Jr. seconded the motion. Motion carried. Garage and Yard Sale Permit Officer Paul Swangren, Jr. made a motion to appoint Faye Martin as the Borough of Akron Garage and Yard Sale Permit Officer. Randall Justice seconded the motion. Motion carried. 3 Zoning Hearing Board Ryan Cochran made a motion to appoint Christine Burkholder to the Borough of Akron Zoning Hearing Board for a 3-year term (2022-2024). Randall Justice seconded the motion. Motion carried. Zoning Hearing Board Alternate Vacancy Staff will advertise for a Zoning Hearing Board Alternate. Auditor Kleon Zimmerman made a motion to appoint Herbein & Company as the Borough of Akron Auditors. Justin Gehman seconded the motion. Motion carried. Planning Commission Randall Justice made a motion to appoint Ryan Cochran and John Taylor to the Borough of Akron Planning Commission for a 4-year term (2022-2025). Paul Swangren, Jr. seconded the motion. Akron Authority Vacancy Staff will advertise for the Akron Authority Warwick to Ephrata Rail Trail Representatives (WERT) Randall Justice made a motion to appoint Susan Davidson and Sean Molchany as Borough of Akron Representatives for the Warwick to Ephrata Rail Trail (WERT). Ryan Cochran seconded the motion. Motion carried. John Taylor also serves as a Borough Representative for WERT. Treasurer’s Bond Kleon Zimmerman made a motion to approve the Borough of Akron Treasurer’s Bond in the amount of $1,000,000.00 (Selective Insurance). Paul Swangren, Jr. seconded the motion. Motion carried. Approval of 2022 Holidays for Employees Randall Justice made a motion to approve the 2022 Holidays for the Borough of Akron employees. Bonnie Young seconded the motion. Presidents Day- February 21, 2022 4 Memorial Day- May 30, 2022 Independence Day- July 3, 2022 (July 4th 2022 is a Saturday) Labor Day- September 5, 2022 Thanksgiving- November 24, 2022 Christmas- December 26, 2022 (Christmas is on a Sunday) New Years- January 2, 2023 (New Year’s is on a Sunday) 2 Floating Holidays Motion carried. Check signers will remain the same. Nathan Imhoff, Justin Gehman, Kleon Zimmerman, Ryan Cochran. Committee Assignments Nathan Imhoff mentioned that he would like to keep the committees and chairpersons the same and appoint the two new Council Members, Ryan Cochran as Administration and Finance Chairperson and Bonnie Young as Community Relations Chairperson. Ryan Cochran will also serve on the Community Relations Committee and Bonnie Young will also serve on the Parks and Property Committee. PSAB Boot Camp Paul Swangren, Jr., Kleon Zimmerman, Ryan Cochran and Bonnie Young will be attending the PA State Association of Borough’s Boot Camp Seminar on February 4 and 5, 2022.
