Kleon Zimmerman seconded the motion. There is a 26 typo on page 9 of the minutes (3rd paragraph) It should state I & I not I &&. 27 Motion carried. 28 29 Visitors 30 Jaclyn Hurst of 699 Broad Street, Akron PA was at the meeting about neighbors 31 complaining about her trailer parked on the street. Hurst distributed copies of 32 the pictures of trailers around Akron Borough parked on the borough streets. 33 Jacyln Hurst mentioned that she just wants to be treated fairly and left alone. 34 Hurst also mentioned that her neighbor has feral cats. 1  1 2 Police Report 3 The June 2022 West Earl Police Report was distributed to Council members and 4 Mayor McBeth. 5 6 Susan Davidson, Borough Manager mentioned the National Night Out will take 7 place on Tuesday, August 2, 2022 from 5pm to 8 pm at the Broad Street Park. 8 9 Mayor Report- Mayor John McBeth 10 Nothing to report 11 12 Borough Manager’s Report 13 Nothing to report at this time 14 15 Finance Report- Ryan Cochran 16 Nothing to report 17 18 Parks & Property Report- Randall Justice 19 Randall Justice will contact Bonnie Young this Friday to arrange a meeting about 20 the park house in regards to improvements. 21 22 Randall Justice received an updated quote from Eby Exteriors for the proposed 23 pavilion at Colonial Park and distributed to Council and staff. The total job cost is 24 not to exceed $28,046.00. There is other consideration from the lumber provider 25 and all work is through Eby Exteriors. Eby Exteriors is able to make Co-Stars 26 available through Ames Construction. Sean Molchany mentioned that the Co- 27 Stars number should be on the quote. It was also mentioned to check with the 28 Borough Solicitor in regard to the monetary donation from Rosenberger as to 29 whose money it is and if we don’t do the project there is not an issue of returning 30 the money. Staff will check with Solicitor. 31 32 Sean Molchany mentioned that the proposal does not include stormwater or 33 engineering. Randall mentioned that the engineering was spelled out on previous 34 drawings. Sean also mentioned to consider electric for the pavilion. Randall will 2  1 reach out to Rosenberger to see if they are willing to give additional support for 2 the pavilion project. 3 4 Susan Davidson mentioned that we do not have any quotes form the Akron Lions 5 Club and will continue to reach out to them and get a number for the 2023 6 budget. 7 8 Susan Davidson mentioned there has been graffiti found at both the Roland Park 9 and Broad Street Park and all incidents have been reported immediately to the 10 West Earl Police Department. 11 12 Personnel Report- Paul Swangren, Jr. (not present) 13 Susan Davidson mentioned that a minute taker has been hired and will begin 14 work at the next Council meeting on Monday August 8, 2022. 15 16 Streets Report- Justin Gehman 17 Nothing to report 18 19 Public Utilities Report- Kleon Zimmerman 20 Kleon Zimmerman mentioned to Council that C.S. Davidson, the Borough Engineer 21 submitted a preliminary cost estimate for the S. Ninth Street Inlet repair in the 22 amount of $19,915.50. Kleon stated that this will be a 2021 budget item. 23 24 Kleon Zimmerman mentioned to Council that the bids for the sanitary sewer 25 project came in really high. Council might want to consider rejecting the bids and 26 re-advertising the bids for a January/February 2023 construction. 27 28 Tom Murray, Jr. Akron Borough Public Works Supervisor and water operator 29 submitted a letter and a fact sheet to Council in regard to the EPA testing for PFAS 30 chemicals. This testing will take place beginning in April 2023. As more 31 information about standards becomes available this information will be passed 32 along to Council and residents. Staff will respond to Tom Burnett of Fulton Street, 33 Akron with this fact sheet. 34 35 Community Relations Report- Bonnie Young 3  1 Bonnie Young mentioned that in the July 11, 2022 minutes it gives the next 2 concert date of August 28, 2022 and it should be August 21, 2022. August 28, 3 2022 is the rain date. 4 5 Bonnie also mentioned that she submitted an article to the newspaper about the 6 National Night Out on August 2, 2022 at the Broad Street park. Dick Wanner will 7 be available to take pictures at the event. 8 9 New Business 10 Kleon Zimmerman made a motion to approve the Escrow release for the 3190 11 Rothsville Road Stormwater Improvements in the amount of $12,592.39. Financial 12 security will no longer be retained for this project. Ryan Cochran seconded the 13 motion. Motion carried. Final C/O was issued. 14 15 Ryan Cochran made a motion to reject all bids for the 2022 Sanitary Sewer 16 Replacement Project at New and Tenth Streets and authorize Borough staff to 17 coordinate the advertisement to rebid the project. Randall Justice seconded the 18 motion. Motion carried. 19 20 Correspondence 21 Akron Mennonite Church Nature Preserve Invitation to Council and Mayor is on 22 Sunday, July 31, 2022 at 3:00 p.m. at the Akron Mennonite Church. Bonnie Young 23 mentioned she would like to attend this event. 24 25 The Ephrata Area School District School Resource Office Quarterly report was 26 distributed to Council and Mayor. 27 28 The Ephrata Public Library sent a thank you letter to Council and Mayor for the 29 2022 donation and sent their quarterly report to Council and Mayor. 30 31 The Historical Society of the Cocalico Valley sent a thank you letter to Council and 32 Mayor for the 2022 donation. 33 34 Mayor McBeth mentioned an Ice Cream Social at the Cloister on August 7, 2022 35 from 1 pm to 4 pm. 4  1 Ryan Cochran mentioned we should submit Akron Borough as a sponsor for the 2 Historical Society of the Cocalico Valley and can this be amount be deducted from 3 our annual donation. Staff will check with Historical Society. 4 5 Randall Justice made a motion to adjourn the meeting. Justin Gehman seconded 6 the motion.
