24 2023 Proposed Budget
25 Council and Staff reviewed the proposed 2023 Water Fund. The proposed fund does not reflect any
26 water rate increase. The revenues reflect a portion of the tower lease rental. Any remaining meter
27 purchases will come out of the sewer fund.

29 Council and Staff reviewed the proposed 2023 Sewer Fund. The proposed fund does not reflect any
30 sewer rate increase.

32 Highway Aid Fund includes the estimated PennDot allocation for street projects. The proposed 2023
33 street project is paving Manor Ridge and Edgehill Drives.

35 Council and staff reviewed the proposed General Fund. The proposed fund does not reflect any tax
36 increases. Council discussed removing the Ephrata Public Library donation for next year because of
37 borough expenses and projects at this time and discuss the library at the November 14, 2022 meeting.

39 Council and staff reviewed the proposed 2023 Capital Projects.

42 Hydrant, watermain repair, Pump rebuild at water plant

2 I & I work , sewer line replacement, Nissley pump station maintenance

4 General Fund Capital
5 Roland Park pavilion and bathroom roof, municipal office maintenance repairs, inlet repairs.

7 Council discussed the Colonial Park pavilion and staff is reaching out to get another cost estimate.

9 It was also discussed including in the budget the hiring of a financial administrator and to put together a
10 job description to discuss at the personnel committee on November 28, 2022.

12 Council will continue to discuss the proposed budget at the November 14, 2022 Council meeting.

14 Staff will get proposed year end fund balances for the next meeting.

16 Paul Swangren, Jr. made a motion to adjourn the meeting. Ryan Cochran seconded the motion. Motion
17 carried.
