The term on the position will serve to the end of 2023. Motion seconded by 39 Ryan Cochran. Motion carried. 40 41 Mayor McBeth swore Tonya Haynes in as Council Member to replace Randall Justice. 42 43 Visitors/Comments from Public 44 none 1  1 Zoom-none 2 Bills-none 3 Reports/Announcements 4 Police- 5 A letter of recommendation was submitted by the Accreditation Committee for 6 consideration for approval for the West Earl Police Department. 7 Mayor Report 8 None 9 Manager’s Report 10 Parks & Property 11 Susan Davidson mentioned that there was vandalism at Broad Street Park. A waste can in the 12 pavilion was set on fire along with a small fire in the hockey rink. The fire department was 13 called out and a police report was filed. Public works repaired the damaged pole at the 14 pavilion. 15 16 Finance- 17 Nothing to report 18 19 Parks & Property 20 Vandalism in Broad St Park-fires 21 Good Job on Mulch at Colonial Park identified by Paul Swangren, Jr 22 No update on pavilion starts dates as of now. Dependent on delivery of supplies. 23 24 Community Relations 25 Bonnie Young mentioned that she an wrote article on “National Night Out” for newspapers 26 27 Personnel Report 28 A Personnel meeting held prior to council meeting for replacement for Previous Council 29 Member Randall Justice 30 Pal Swangren, Jr. mentioned that a new full-time public works employee was hired and his 31 name is Donald Johnson 32 Paul also mentioned there was no update on Emergency Management Coordinator 33 34 Streets Report 35 Nothing to report 36 Nathan Imhoff asked if there was a substance on the street recently repaired during the Sewer 37 Project. The engineer said this is a known issue and is currently being addressed by the 38 contractor. 39 40 Public Utilities Report 41 Kleon Zimmerman mentioned that the sewer flow numbers are looking good since finishing up 42 the sanitary sewer project on S. Tenth Street. 43 It was also mentioned that there was a water main break on Dawn Ave last week that was 44 identified and repaired. 2  1 2 Public Hearings/Presentations/Appointments 3 4 Old Business 5 Emergency Management Coordinator-in progress 6 7 New Business 8 Pollution Reduction Plan Review 9 Chad Peterson from C. S. Davidson was in attendance and shared a revision to the plan 10 with Council due to small changes. This must be advertised for 30 days which ended today. 11 There was no public comment. 12 Three revisions; MS4 mapping changes. Rain garden proposed got relocated to the Roland Park 13 Stream restoration and updated plan for Roland Park stream restoration. 14 Drainage area will be larger in the Roland Park for the rain garden. Paul Swangren, Jr. asked 15 how long does Akron have to come into compliance for the Pollution Reduction Plan. Chad 16 Peters said that Borough Council is well ahead of the required date. The Borough received an 17 $800,000 grant from SRBC for the Roland Park stream restoration project. 18 A. Resolutions 19 B. Ordinances 20 C. Motions and Decisions 21 22 1. Kleon Zimmerman made the motion to approve Payment #4 for Ankiewicz 23 Enterprises, Inc for the 2022 Sanitary Sewer Replacement Project in accordance 24 with the Borough’s Engineer recommendations in an amount not to exceed 25 $55,483.80; second by Ryan Cochran 26 Motion carried 27 D.
