This might increase participation in 2 the race. Discussion related to a cap of participants for the event. Monica recommended a cap 3 of 40-50 participants for the half marathon. 4 Paul Swangren, Jr. asked at what point the half marathon would be included. Monica answered 5 that they would like to begin the half marathon in January. 6 Paul also suggested a possible fee/payment for park rental; possibly having the group rent the 7 lodge building in the park. Monica replied that pay options would be possible. Currently the 8 Lodge is $200 for the day and a pavilion is $175.00 for the day. Discussion on pro-rated fees for 9 rentals for the races. Perhaps have a quarterly update from the club next year. Monica offered 10 to send race stats to Sue Davidson. Sue requested updated certificate of insurance. 11 Motion by Kleon Zimmerman to continue U.S Road Running races in Roland Park; second by 12 Justin Gehman 13 Motion carried 14 15 Katrina Zimmerman thanked Council for the support of the annual tree lighting and said that 16 this was the best year since inception. 17 18 Zoom-Monica Padgett 19 20 Bills-nothing 21 22 Reports/Announcements 23 Police- Report was disturbed to Council and Mayor from Chief Higgins 24 25 Mayor Report 26 Nothing 27 28 Manager’s Report 29 Nothing 30 31 Finance Report 32 Copy of Proposed Real Estate Tax Ordinance for information purposes was in the Council 33 packets. 34 35 Parks & Property 36 None. Rosenberger said that Spring 2024 is fine for ribbon cutting for the new pavilion at 37 Colonial Park 38 39 Community Relations 40 Nothing to report 41 42 Personnel Report 43 Paul Swangren, Jr. mentioned that the Personnel Committee met at 6:00p.m. prior to the 44 Council meeting, but nothing to report at this time. 2  1 Streets Report 2 Ninth St inlet; Sean Molchany got a call from group beginning to install the inlet. Saw cutting 3 was completed last week and work began today. 4 5 Public Utilities Report- 6 Kleon Zimmerman made a motion to approve the Retainage Payment for the 2022 Sanitary 7 Sewer Replacement Project to Ankiewicz Enterprises Inc. in accordance with the Borough’s 8 Engineer recommendations in an amount not to exceed $25,573.97; second by Ryan Cochran 9 Motion carried 10 Public Hearings/Presentations/Appointments 11 12 Old Business 13 Nathan Imhoff commented on the budget regarding the library from 2023 and whether or not 14 to grant the library any extra funds other than the $10,500 already granted to the Ephrata 15 Public Library. Nathan asked if Council would consider donating the rest of the funds needed to 16 cover the cost of the computer equipment in the amount of approximately $4,000.00. Nathan 17 requested that this be placed on next meeting’s agenda. 18 New Business 19 A. Resolutions 20 a. Resolution 23-007 21 i. Ryan Cochran made a motion to approve Resolution 23-007 22 approving the Borough of Akron, Lancaster County Pennsylvania 23 request for a Statewide Local Share Assessment Grant of $246,000.00 24 from the Commonwealth Financing Authority to be used for Borough 25 Maintenance Building renovations, and designate Susan Davidson, 26 Borough Manager/Secretary and Valerie Wagner, Director of Finance 27 as the officials to execute all Documents and Agreements between 28 the Borough of Akron and the Commonwealth Financing Authority to 29 facilitate and assist in obtaining the requested grant; second by Paul 30 Swangren, Jr. 31 Motion carried 32 B. Paul Swangren, Jr. made a motion to transfer $12,500 from the General 41 Operating Account to the General Reserves for the Akron Borough Fire Truck 42 Reserve; second by Kleon Zimmerman 43 Motion carried 44 3  1 F.
