32 Motion to approve March 11, 2024 minutes by Paul Swangren, Jr; second by Tonya Haynes
33 Discussion: Bonnie Young addressed line 24 page 2. Tonya Haynes made statement regarding
34 checking with Lancaster about chipping animals not Bonnie Young.
35 Paul Swangren, Jr. motioned to amend council meeting minutes for March 11, 2024 regarding
36 Tonya Haynes, not Bonnie Young, making statement regarding checking with Lancaster about
37 chipping animals. Seconded by Tonya Haynes.

1 “Coffee with a Cop” will take place from 9 a.m. to 11 a.m. at the Akron Borough Office on
2 Tuesday, March 26, 2024.
3 The next Akron Borough and West Earl Police Liaison meeting is scheduled for Wednesday April
4 10, 2024 at 6pm at Akron Borough Offices.
5 Chief Higgins answered a question from the Mayor McBeth regarding a call for Akron.
6 Reclassification of call type was made.

9 Manager’s Report
10 The next Council meeting on April 8, 2024 Herbein & Co will be on the agenda to review the
11 2023 annual audit. The Finance Chairperson and staff met with Herbein & Co to review the
12 audit and there were no issues.

14 Community Relations
15 Bonnie Young did two interviews including Chief Higgins and West Earl Police Department ;
16 Bonnie also interviewed Ryan Spenser from Rosenberger for a news release and requested a
17 photo op for the pavilion at Colonial Park. Bonnie mentioned that she wrote two articles for
18 this event.
19 Parks & Property
20 Roland Park project still in progress. Staff will be meeting next week with the engineer for a progress
21 report.
22 April 27, 2024 is the scheduled date for ribbon cutting for the Colonial Park pavilion.
23 Tonya Haynes and Earianne Evangelista are Planning a cultural night for Saturday, June 15, 2023 with
24 cultural foods for the community at the Roland Park Lodge.
25 Personnel Report
26 Senior Officials Workshop-All Hazards Preparedness-part of emergency management plan. Let
27 staff know if anyone wants to attend. Staff will send e-mail regarding the course with additional
28 details.
29 A Personnel meeting was held at 6pm prior to Council meeting to review transition from
30 Davidson to Molchany as Borough Manager. Both managers met with staff to update them on
31 changes.
32 The updated Emergency Management plan is moving forward. Staff will reach out to Randy
33 Gockley for a draft of the plan so Council can review. Paul Swangren, Jr. mentioned that the
34 plan is a living breathing document that will need updated at times because of things changing.
35 Streets Report
36 Street sweeping is scheduled for Thursday, April 4 & Friday April 5, 2024.
