The action contemplated is not a “project” under Section 15378 of the California Environmental Quality Act (CEQA) Guidelines and is therefore exempt from CEQA. If and when City Council decides to allocate funding for the detailed design and construction of the City Aquatic Center, review under CEQA will be required.
