MINUTES OF CAUCUS
Wednesday, February 2, 2022
The Common Council was convened at 5:30 p.m. and was called to order by President Pro Tem
Kimbrough
Members Present: Adams, Anane, Balarin, Clark, Farrell, Flynn, Frederick, Hoey, Johnson,
Keegan, Kimbrough, Love, Romero, Zamer and Council President Ellis
Staff Present: Danielle Gillespie, John-Raphael Pichardo, Brett Williams, and Ethan Samuel
Discussion/Questions:
President Pro Tem Kimbrough and Council Members discussed items on the agenda for
the February 7th Regular Meeting of the Common Council.
Chief Hawkins discussed the police shooting that happened on January 14th.
Council Member Zamer asked if they knew of Mr. Young prior to this event, and if
Albany Police knew of any mental health issues that Mr. Young could have had, in which
Chief Hawkins responded to.
Council Member Romero asked if certain camera footage was looked at, in which Chief
Hawkins responded to.
Council Member Keegans asked an item that can be used as a weapon if that gets the
person the same amount of trouble as using a real weapon, in which Chief Hawkins
responded to.
Council Member Balarin asked if they had an update on how Mr. Young and the Officer
who fired the shots are doing, asked why the footage was blurry, in which Chief Hawkins
responded to.
Council Member Farrell asked if anything would have been different if a mental health
professional was there, in which Chief Hawkins was there.
Council Member Romero and Chief Hawkins discussed the effectiveness of a Mental
Health Professional during this shooting and additional footage.
Council Member Anane asked why this was not racially profiling, in which Chief
Hawkins responded to.
David Galin and Marisa Franchini spoke on hiring with the Diversity Coordinator.
Council Members Romero and Adams asked questions about legislation, in which Senior
Assistant Corporation Council and David Galin responded to.
Council Members Kimbrough and Farrell discussed what was discussed during the
leadership meeting.
President Pro Tem adjourned the meeting at 7:55pm

Monday, February 7, 2022
The Common Council meets the first and third Monday of each month at 7:00 p.m. (note: when Monday
falls on a legal holiday or day of special observance, the Council meeting is ordinarily moved to the
following Thursday). This meeting will be held remotely pursuant to the legislation signed on
September 2, 2021 by Governor Hochul allowing municipalities to resume remote meetings until it is
revoked. If the permitting legislation is revoked, modified or expires then the meeting will be conducted
in person. It will be live-streamed on Facebook . If we experience any technical difficulties on Facebook,
the video will be streamed to YouTube. For more information on how to be heard please visit our
website. If you wish to speak during the meeting or provide written comments they must be received by
12noon on the day of the meeting. All comments are memorialized on our Facebook page, website, and
are subject to FOIL.
