Wednesday, March 30, 2022
The Common Council was convened at 5:30 p.m. and was called to order by President Pro Tem
Kimbrough
Members Present: Adams, Balarin, Farrell, Frederick Flynn, Johnson, Keegan, Kimbrough,
Robinson, Romero, Zamer
Staff Present: Dr. Dorcey Applyrs, Danielle Gillespie, Martha Mahoney, and Ethan Samuel
Discussion/Questions:
Chief City Auditor Dr. Dorcey Applyrs and her staff presented what her department does
and discussed their projects.
Council Members thanked Dr. Dorcey Applyrs and her department.
Council Member Kimbrough discussed the Agenda for the April 4th Regular Meeting
Council Member Robinson discussed the two appointees for the Human Rights
Commission.
Thomas Mueller talked about his background and why he is excited to join the Human
Rights Commission.
Alister Rubenstein talked about their background and why they are excited to join the
Human Rights Commission.
Council Member Farrell congratulated the appointees on being chosen.
Council Member Robinson congratulated the appointees on being chosen.
Council Member(s) Farrell, and Kimbrough discussed what went on in the Leadership
Meeting.
Council Member(s) Balarin, Farrell, Johnson, Kimbrough, Keegan, Robinson and
Romero discussed the recreational marijuana task force and ad hoc committee and
reparations for marijuana related crimes.
City Clerk Danielle Gillespie, Council Member(s) Farrell, Kimbrough and Johnson
discussed the reintroduction of Local Law A of 2022.
Council Member Frederick and Romero discussed the Board of Applicants and the
deadline of when they need to make a decision.
President Pro Tem adjourned the meeting at 6:51pm

Notice is hereby given, that the Common Council of the City of Albany will be
holding a public hearing on April 4, 2022 regarding Ordinances 5.22.22 (As
Amended). The Public Hearing will be held at City Hall in the Common Council
Chambers, Room 205 at 7:00 p.m. during a Regular Meeting of the Common
Council.
