The Common Council was convened at 5:30 p.m. and was called to order by President pro temp
Kimbrough
Members Present: Adams, Balarin, Farrell, Flynn, Hoey, Johnson, Keegan, Kimbrough, Love,
Robinson and Zamer

Discussion/Questions:
President Pro Tempore Kimbrough discussed the Agenda for the August 15, 2022
Regular Meeting
Council Member Farrell discussed Ordinance 13.52.22
Council Member(s) Farrell and Kimbrough discussed the agenda from the leadership
meeting.
Council Member Hoey asked if each general order can be read through, in which Council
Member Farrell responded to.
Council Member Hoey asked if the two members for the IDA/CRC need to be approved
and have an MC for the next meeting.
Nairobi Vives, Dr. Veneilya Harden and Paul Collins-Hackett presented the Community
Police Review Board Presentation.
Council Member Hoey asked about the backlog of cases and them being in the same
position as they were months ago, and if they can prioritize suspended officer’s cases
instead of the backlog of cases, in which Dr. Veneilya Harden and Nairobi Vives
responded to.
Council Member Zamer asked about the delay of the CPRB’s funds and what the
proposal was and why it was rejected, in which Nairobi Vives responded to.
Council Member Farrell discussed Local Law J of 2022 and discussed about seeing a
budget for what they currently have and if they want an increase, in which discussed
accessing records remotely, and receiving regular reports, and to have meetings to go
through certain aspects of the reports, in which Dr. Veneilya Harden and Nairobi Vives
responded to her comments.
Council Member Johnson asked if they had other contact with other boards similar to
them and what was their experience regarding funding and if this is consistent across the
boards or specifically Albany and how many full time staffers are accounted across other
counties and boards, and what is the most important thing they need worked on, in which
Nairobi Vives and Dr. Veneilya Harden responded to.
Council Member Keegan discussed that the Council should be told the clear ask of what
the CPRB wants, and what the ask is as of training for the CPRB, in which Nairobi Vives
responded to Council Member Keegan’s comments.
Council Member Flynn asked why the APD hasn’t given the information that is requested
by the CPRB, something about, in which Nairobi Vives responded to.
Council Member Robinson asked about the backlog of cases how are they planned on
being reviewed, in which Nairobi Vives responded to.
Council Member Balarin asked how much investigation costs, in which Nairobi Vives
responded to.
Council Member Kimbrough asked who drafted the agreement or report, in which
Nairobi Vives responded to.
Council Member Hoey asked if the CPRB has any insurance to protect them from
lawsuits, in which Nairobi Vives responded to.
President Pro Tempore Kimbrough adjourned the meeting at: 6:51
