MINUTES OF CAUCUS Wednesday, September 28, 2022 The Common Council was convened at 5:30 p.m. and was called to order by Council President Ellis Members Present: Adams, Balarin, Clarke Farrell, Flynn, Frederick, Hoey, Johnson, Keegan, Kimbrough, Love, and Romero Staff Present: Danielle Gillespie, Brett Williams, Jake Eisland and Ethan Samuel Guest(s)/Speaker(s): Discussion/Questions:  Capitalize Albany discussed the purpose of the Restore Albany Grant.  Council Member Farrell discussed that she would like to see this Grant happen and her support for it.  Council Member Flynn asked if they had a plan, in which Capitalize responded to them.  Council Member Hoey asked about how the rail road will be affected by the building, in which Capitalize Albany responded to them.  Council Member Keegan asked if they have seen a lot of community proposals and other projects, and what their opinion of it all, in which Capitalize Albany responded to.  Shawn Morris introduced the Reapportionment Commission and went over their findings.  Dylan Carey presented the maps of all the wards and discussed the population summary.  Shawn Morris discussed the goals and changes they would like to see for the Reapportionment Commission.  Council Member Flynn discussed how his ward is getting an apartment complex split between wards, in which Shawn Morris responded to.  Council Member Hoey asked what census block means and asked about the mapping of his districts map, in which Shawn Morris responded to.  Someone  Council Member Clarke asked about the 12th ward placements and population, in which Shawn Morris responded to.  Council Member Romero asked what they did to certain streets, in which Shawn Morris responded to.  Council Member Johnson voiced his opinion of the wards and the areas in each ward and if the people who are moving out of the apartment complex were factored in, in which Shawn Morris responded to.  Council Member Adams thanked the reapportionment commission for the work that they did.  Council President thanked the reapportionment commission for all the work they did.  President Pro Tempore Kimbrough discussed the Agenda for the October 3rd, 2022 Regular Meeting.  Council Member(s) Romero and Farrell discussed the changes done to Local Law H of 2022.  Council Member Farrell discussed Ordinance 90.101.22. President Pro Tempore Kimbrough adjourned the meeting at 8:00pm.
