MINUTES OF CAUCUS
Wednesday, October 12, 2022
The Common Council was convened at 5:30 p.m. and was called to order by Council President
Ellis
Members Present: Adams, Anane, Balarin, Clarke Farrell, Flynn, Frederick, Hoey, Johnson,
Keegan, Kimbrough, Romero and Zamer
Staff Present: Danielle Gillespie, Brett Williams, Jake Eisland and Ethan Samuel
Guest(s)/Speaker(s): Police Chief Eric Hawkins, Deputy Chief Anthony Battuello, Vincent
Foley Jr, Kyle Hatch, Ann Marie Salmon, and Rachel McEneny,
Discussion/Questions:
Police Chief Hawkins discussed the tear gas usage and recent violence that took place on
September 28th.
Council Member Flynn asked if all protocols had taken place, in which Police Chief
Hawkins responded to.
Council Member Adams asked what caused them to use tear gas, in which Police Chief
Hawkins responded to.
Council Member Johnson asked if three hours was enough time to use all resources and if
there was a negotiator at the situation, in which Police Chief Hawkins and Vincent Foley
Jr responded to.
Council Member Anane asked what the process is before they use tear gas, and a pile up
of tear gas, and if there was an ambulance or EMS, and what they did with the victim’s
body in which Police Chief Hawkins and Vincent Foley Jr responded to.
Council Member Keegan asked if the disbursement of tear gas was visible outside of the
house and if that dwelling is safe for the other tenants of that house, in which Vincent
Foley Jr responded to.
Council Member Zamer asked if Deputy Chief Vincent Foley was the correct person to
allow the use of tear gas, in which Police Chief Hawkins responded to.
Council Member Romero asked what was the imaging software used and how the tear
gas was used, how APD talked to the surrounding neighbors, in which Police Chief
Hawkins and Deputy Chief Vincent Foley responded to.
Council Member Flynn asked how the current suspect is currently during, in which
Deputy Chief Foley responded to.
Police Chief Hawkins went over the recent shootings that have been taking place.
Council President Ellis asked how the APD could help with preventing guns from getting
onto the street, in which Police Chief Hawkins and Deputy Chief Vincent Foley
responded to.
Council Member Farrell asked how the guns can be so accessible, in which Police Chief
Hawkins and Deputy Chief Vincent Foley responded to.
Council Member Johnson discussed the problem with guns and violence in the City of
Albany, in which Police Chief Hawkins and Deputy Chief Vincent Foley responded to.
Council Member Hoey discussed problems with ghost guns, regular guns and murders
every month, in which Police Chief Hawkins and Deputy Chief Vincent Foley responded
to.
Council Member Keegan asked them to talk about the half percent of Albany that is
causing all of this damage, in which Police Chief Hawkins responded to.
Council Member Anane asked what is the clear solution to deal with violent crimes and
what the APD can do to be proactive, in which Police Chief Hawkins responded to.
Council Member Adams asked what is the feedback the APD is getting from all the
public outreach, in which Police Chief Hawkins responded to.
Council Member Balarin asked what resources does the federal government give to the
APD and if there is data on something, something about guns and failed policies, in
which Police Chief Hawkins responded to.
Council Member Zamer asked if APD has daily quality of life issues, in which Deputy
Police Chief Foley responded to.
Council Member Romero asked about the procedural justice programs and other
programs, in which Police Chief Hawkins responded to.
Council Member Adams asked how their relationship is with the CPRB, in which Police
Chief Hawkins responded to.
The Municipal Internet Commission went over the preliminary report.
Council Member Anane asked to see what some of the options the Council can be given,
in which the Commissioner responded to.
Council Member Keegan discussed about what the City of Albany is currently spending
on something, in which the Municipal Internet Commission responded to.
Council Member Clarke asked for more data on where we are in the city, in which f
Council Member Hoey discussed Fiber and 5G
Council Member Farrell thanked them for all the hard work they did.
Kyle Hatch presented the ADA Transition Plan.
Council Member Flynn asked about parks and playgrounds, in which Kyle Hatch
responded to.
Council Member Hoey discussed certain routes not getting sidewalks, in which Kyle
Hatch and another person responded to.
Council Member Frederick asked if they could help with the curb blindness of the
sidewalks and if that was looked at, in which Kyle Hatch responded to.
Council Member Anane asked about priorities of how the sidewalks are done, in which
Kyle Hatch responded to.
President Pro Tempore Kimbrough discussed the Agenda for the October 17th, 2022
