MINUTES OF CAUCUS
Wednesday, March 27, 2024
The Common Council was convened at 5:39 PM in the Council Chambers on the Second Floor
of City Hall, 24 Eagle Street, and was called to order by President Pro Tempore Kimbrough. It
livestreamed on YouTube and Facebook.
Members Present: Farrell, Hoey, Johnson, Keegan, Kimbrough, Romero, and Zamer
Arrived Thereafter: Balarin
Staff Present: Faye Andrews, Poulomi Sen, Shaniqua Jackson, Brett Williams, Jake
Eisland, Bryan Jimenez, Max Thierry, Juliette Geraghty
Discussion/Questions:
Project Manager Poulomi Sen and Consultant Laura Lourenco discussed the Brownfield
Opportunity Area Nomination Study.
President Pro Tempore Kimbrough asked if there are any other brownfield areas in the
City of Albany to which Poulomi responded that there are other brownfield areas that
have been identified, however these projects would qualify for specific funding with a
deadline that is approaching. Poulomi and Laura further discussed additional brownfield
opportunities.
Council Member Keegan asked if there are other private development interests in the
other identified brownfield area sites to which Poulomi responded that site profiles are
designed for flexibility to changes. Poulomi discussed private developer interest in the
area around Central Warehouse. Council Member Keegan asked for clarification as to
whether there is only the choice between seeking funding for these sites or expanding the
number of brownfield areas. Poulomi and Council Member Keegan further discussed
proposed development.
Council Member Johnson spoke on the need for development in the South Waterfront
area and thanked Poulomi and Laura for the work they have done and for presenting a
clear vision for the area.
Council Member Farrell spoke on how far-reaching the program is and how much of an
impact it can have, to which Poulomi discussed the New York State Department of
State’s approach to expanding the program.
Commissioner Andrews discussed the memorandum and plan for the vacancy study.
Council Member Balarin thanked Commissioner Faye and her staff for the progress made
on the study. Council Member Balarin asked if there will follow-up on surveys that may
have been filled in improperly to which Commissioner Andrews discussed that they will
attempt to follow-up and enlist additional help if needed.
Majority Leader Farrell thanked Commissioner Andrews for taking responsibility for
conducting the vacancy study.
Council Member Romero asked if the city-wide vacancy study would affect the ETPA
vacancy study to which Commissioner Andrews responded that the city-wide survey has
not been sent out and should not affect the ETPA study. Council Member Romero further
asked if the city is able to verify vacancies that are reported by landlords to which
Commissioner Andrews responded that they aim to follow up to the best of their ability.
Council Member Romero additionally asked if the city has an idea of the number of
buildings that would be affected to which Commissioner Andrews responded that there
are about 429 buildings but that there may be additional buildings that are exempt under
other aspects of State law.
Council Member Keegan thanked Commissioner Andrews and Deputy Commissioner
Kane for discussing progress on the vacancy study with the Council. Commissioner
Andrews mentioned that information on the vacancy study is also available online.
Council Member Balarin spoke on his concern about landlords improperly filling out the
survey and the low level of the fine. Council Member Balarin asked about an estimated
date for the final report to which Commissioner Andrews responded that the final report
may be released by July but that timeline is dependent on response rates and other
aspects.
The agenda for the April 4, 2024 regular meeting was discussed.
Council Member Hoey asked if the City will be paying for the destruction of Central
Warehouse to which President Pro Tempore Kimbrough and Majority Leader Farrell
discussed that it was a County of Albany initiative and that the County needs the City of
Albany’s support in applying for State funding. Further discussed were plans surrounding
the redevelopment of the area.
Council Member Johnson asked why the Monday, April 1 meeting was moved to
Thursday, April 4. President Pro Tempore Kimbrough, Majority Leader Farrell, and City
Clerk Jackson discussed the move.
Majority Leader Farrell and President Pro Tempore Kimbrough spoke on Ordinance
9.41.24 and the leadership meeting discussion had on the same.
There being no further business, President Pro Tempore Kimbrough moved to adjourn the
meeting, seconded by Hoey, and the meeting was adjourned at 6:38 PM.
