MINUTES OF CAUCUS
Wednesday, May 15th, 2024
The Common Council was convened at 5:49 PM in the Council Chambers on the Second Floor of City Hall, 24
Eagle Street, and was called to order by President Pro Temp Kimbrough. It livestreamed on YouTube and
Facebook.
Members Present: Adams, Balarin, Farrell, Flynn, Frederick, Hoey, Johnson, Keegan, Kimbrough, Romero,
and Zamer
Staff Present: Shaniqua Jackson, Demetra Brown, Brett Williams, Jake Eisland, Bryan Jimenez, Juliette
Geraghty
Invitees: Joseph Hochreiter (Albany City School District Superintendent), Vickie Smith (Albany City
School District Board President), Joseph Karas (Assistant Superintendent for Business and
Finance), Ron Lesko (Director of Communications and Operations)
Discussion/Questions:
President Pro Temp Kimbrough invited representatives of the Albany City School District to give their
2024-2025 budget presentation.
Superintendent Hochreiter spoke on the proposed budget that will be on the ballot on May 21, 2024
which includes no tax-levy increase. Superintendent Hochreiter further spoke on the programs and new
positions included in the budget proposal.
Superintendent Hochreiter spoke on the school district’s expenditures and revenues.
Superintendent Hochreiter spoke on three additional school-related propositions on the ballot:
o Proposition 2: Allow the district to create a Capital Reserve Fund for future facility improvement
and other related needs;
o Proposition 3: Allow the district to purchase two 10-passengar vans;
o Proposition 4: Allow the district to buy a parking lot on Spruce Street near Academy Park.
Superintendent Hochreiter spoke on the Albany Public Library vote and additionally gave information
on voting.
Council Member Keegan asked if they anticipate the Capital Reserve Fund being used to offset the need
for the School District to take on debt for major projects or if it would be used as an emergency fund for
unforeseen costs. Assistant Superintendent Karas responded that it would be used towards capital
projects in order to offset the cost to tax payers.
Council Member Johnson spoke on his support for the creation of the Capital Reserve Fund and
purchasing 10-passenger vans.
Council Member Johnson asked for an update on child safety zones, to which Assistant Superintendent
Karas spoke on the progress, including collecting data as well as building capacity with more vendors
providing transportation.
Superintendent Hochreiter expanded on determining where the child safety zones would be and how
many children would be eligible
Council Member Hoey asked if the Albany Industrial Development Agency (IDA) is having an impact
on the School District, as has been reported by other municipalities, to which Assistant Superintendent
Karas responded they have not been significantly affected.
Superintendent Hochreiter expanded on the potential impact large projects with a PILOT (Payment in
lieu of taxes) agreement with the IDA could have on the School District.
Majority Leader Farrell spoke on the importance of the Capital Reserve Fund due to the School District
only being allowed to keep a surplus of 4% of their budget each year.
Council Member Balarin asked for clarification on the fund balance, to which Assistant Superintendent
Karas responded and provided clarification.
Council Member Balarin spoke on his position that the School District should consider expanding full-
day pre-K to three-year-olds. Superintendent Hochreiter spoke on the School District’s advocacy to
receive funding for full-day pre-K for three-year-olds.
President Pro Temp Kimbrough thanked the representatives from the Albany City School District for
attending and presenting their budget.
President Pro Temp Kimbrough discussed the agenda for the May 20, 2024 regular meeting.
o President Pro Temp Kimbrough reminded Council Members that May 20 is the annual Youth in
Government night.
o Council Member Keegan spoke on the purpose of Resolution 54.53.24R to support the Equal
Right Amendment that will be on the New York State ballot this November.
o Council Member Hoey spoke on the purpose of Resolution 55.53.24R and in support of the
concept of the new soccer stadium in Downtown Albany.
o Council Member Romero spoke on her position that Council Members should receive more
information before voting on Resolution 55.53.24R, to which Council Member Hoey responded
and elaborated on his support for the concept.
o Council Member Keegan spoke on the demand and interest for soccer in the region.
o Majority Leader Farrell spoke on her support for the concept of a soccer stadium and the
preservation of the Van Ostrande-Radliff House (the oldest building in Albany).
o Council Member Balarin recommended adding language into the resolution to emphasize the
preservation of the Van Ostrande-Radliff House. Council Member Balarin further spoke on his
support for the concept.
o Council Member Johnson spoke on the importance of addressing the needs and concerns of those
who live in the area.
o Council Member Flynn spoke on his concerns with moving too quickly passing the resolution.
o Council Member Romero clarified her comments on Resolution 55.53.24R.
o Senior Assistant Corporation Counsel Brett Williams and Majority Leader Farrell clarified that
Resolution 55.53.24R is not necessary to approve any part of the project; it simply gives non-
binding support for the concept.
o Council Member Hoey spoke on a suggested language change to Resolution 55.53.24R.
o President Pro Temp Kimbrough spoke on the intention to move forward with the resolution.
o Senior Assistant Corporation Counsel Brett Williams spoke on the purpose of Resolution
57.53.24R (MC).
o Council Member Frederick asked about the location of the data backup and recovery site, to
which Senior Assistant Corporation Counsel Brett Williams responded that he would follow-up.
o President Pro Temp Kimbrough and Council Member Johnson discussed Resolution 41.51.24R.
There being no further business, President Pro Temp Kimbrough moved to adjourn, seconded by Council
Member Hoey, and passed by voice vote. The meeting was adjourned at 6:54PM.
