The motion passed unanimously.  Council Members Conti and Anane spoke on Resolution 8.21.20.  Council Member Balarin made a motion to move Resolution 8.21.20 out of committee with a favorable recommendation, which was seconded by Council Member O’Brien. The motion passed unanimously.  Council Members O’Brien, Balarin, and Farrell spoke on Resolution 10.21.20.  Council Member Balarin made a motion to move Resolution 10.21.20 out of committee with no recommendation, which was seconded by Council Member O’Brien. The motion passed unanimously.  Council Member Fahey and Farrell spoke on Resolution 12.21.20(MC).  Council Member Balarin made a motion to move Resolution 12.21.20(MC) out of committee with no recommendation, which was seconded by Council Member O’Brien. The motion passed unanimously. Public Comment: There was no public comment. Adjourn: The Chairperson asked for a motion to adjourn, which was duly made, seconded, and passed. City Hall TIME: 6:00 p.m. (Prior to Caucus) TOPIC(S) OF DISCUSSION/CONSIDERATION: 3.12.20 RESOLUTION OF THE COMMON COUNCIL CONSENTING TO AN ADJUSTMENT IN SALARY FOR CERTAIN POSITIONS FOR THE 2020 BUDGET (APD) 8.21.20 RESOLUTION OF THE COMMON COUNCIL CONSENTING TO THE CREATION OF A FULL TIME POSITION WHICH WILL AFFECT A SALARY TOTAL FOR THE 2020 BUDGET (Corporation Counsel) 10.21.20 RESOLUTION OF THE COMMON COUNCIL CONSENTING TO THE CREATION OF A FULL TIME POSITION WHICH WILL AFFECT A SALARY TOTAL FOR THE 2020 BUDGET (ACDA) 12.21.20(MC) RESOLUTION OF THE COMMON COUNCIL CONSENTING TO AN ADJUSTMENT IN SALARY FOR CERTAIN POSITIONS IN THE LAW DEPARTMENT FOR THE 2020 BUDGET PUBLIC COMMENT PERIOD: YES Council Member introduced the following: Resolution Number 3.12.20R RESOLUTION OF THE COMMON COUNCIL CONSENTING TO AN ADJUSTMENT IN SALARY FOR CERTAIN POSITIONS FOR THE 2020 BUDGET (APD) WHEREAS, Section 604(D)(b) of the Charter of the City of Albany dictates that any transfer of budgeted funds that affects a salary rate or salary total that occurs outside of those described in the duly adopted budget must be consented to by the Common Council; and WHEREAS, the Chief of the Police Department of the City of Albany has requested amendments to the 2020 budget to increase by $2,530.00 the salary for the position of Vehicle Maintenance Coordinator (from $50,000.00 to $52,530.00) via the use of vacancy savings and to make such adjustment effective January 1, 2020; and NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Albany consents to the transfer of funds as set forth above, affecting the salary rate of one position in Police Department as set forth above for the 2020 Budget. Memorandum in Support of Legislation To: Danielle Gillespie, City Clerk From: Sarah Valis, Assistant Corporation Counsel Re: Request for Common Council Legislation Supporting Memorandum Date: January 10, 2020 RESOLUTION NUMBER 3.12.20R TITLE: RESOLUTION OF THE COMMON COUNCIL CONSENTING TO AN ADJUSTMENT IN SALARY FOR CERTAIN POSITIONS FOR THE 2019 BUDGET (DGS) GENERAL PURPOSE OF LEGISLATION: To make changes to the 2020 budget in order to amend the salary for the position of Vehicle Maintenance Coordinator (from $50,000.00 to $52,530.00) via the use of vacancy savings. NECESSITY FOR LEGISLATION AND CHANGE TO EXISTING LAW: Pursuant to the City Charter, the Council must consent to the transfer of funds that effect salary totals which occur outside of the Budget process. TIME FRAME FOR PASSAGE: As soon as possible. SPECIFICS OF BIDDING OR OTHER PROCUREMENT PROCESS: N/A SPECIFICS OF REAL PROPERTY SALE OR ACQUISITION: N/A FISCAL IMPACT: None. The salary increase does not increase the budget line as an employee in the same unit will be out on 10 weeks of disability. Council Member offered the following: Resolution Number 8.21.20R RESOLUTION OF THE COMMON COUNCIL CONSENTING TO THE CREATION OF A FULL TIME POSITION WHICH WILL AFFECT A SALARY TOTAL FOR THE 2020 BUDGET (Corporation Counsel) WHEREAS, Section 604(D)(b) of the Charter of the City of Albany dictates that any transfer of budgeted funds that affects a salary rate or salary total that occurs outside of those described in the duly adopted budget must be consented to by the Common Council; and WHEREAS, the Office of Corporation Counsel has requested the creation of one full- time Assistant Corporation Counsel position at the salary of $68,680 (A.1420.7000); and WHEREAS, this position will be funded by the Cities RISE Grant for two years; NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Albany consents to the transfer of funds as set forth above, affecting the salary rate and title creation of one position in the Office of Corporation Counsel for the 2020 Budget. Memorandum in Support of Legislation To: Danielle Gillespie, City Clerk From: Sarah Valis, Assistant Corporation Counsel Re: Request for Common Council Legislation Supporting Memorandum Date: January 16, 2020 RESOLUTION NUMBER 8.21.20R TITLE: RESOLUTION OF THE COMMON COUNCIL CONSENTING TO THE CREATION OF A FULL TIME POSITION WHICH WILL AFFECT A SALARY TOTAL FOR THE 2020 BUDGET (Corporation Counsel) GENERAL PURPOSE OF LEGISLATION: To create an additional position of Assistant Corporation Counsel to aggressively work to prosecute cases and collect code enforcement judgments. The goals of creating this position: more compliance with code violations and building codes; higher revenue from court judgments that can be invested in City purchase of vacant properties and demolitions; increase in code enforcement officer morale; and cover the code enforcement attorney’s salary. NECESSITY FOR LEGISLATION AND CHANGE TO EXISTING LAW: Pursuant to the City Charter, the Council must consent to changes that effect salary totals which occur outside of the Budge process. TIME FRAME FOR PASSAGE: As soon as possible. SPECIFICS OF BIDDING OR OTHER PROCUREMENT PROCESS: N/A SPECIFICS OF REAL PROPERTY SALE OR ACQUISITION: N/A FISCAL IMPACT: The salary and benefits for this staff person will initially be covered by the Cities RISE grant funding, before switching over to being a self-funding position in two years with the increase in collections of code enforcement judgments. We anticipate this position will oversee a higher collection rate of code enforcement judgments, which we see having a ripple effect on compliance rates throughout the code enforcement process. Council Member offered the following: Resolution Number 10.21.20R RESOLUTION OF THE COMMON COUNCIL CONSENTING TO THE CREATION OF A FULL TIME POSITION WHICH WILL AFFECT A SALARY TOTAL FOR THE 2020 BUDGET (ACDA) WHEREAS, Section 604(D)(b) of the Charter of the City of Albany dictates that any transfer of budgeted funds that affects a salary rate or salary total that occurs outside of those described in the duly adopted budget must be consented to by the Common Council; and WHEREAS, the Department of Housing and Community Development (ACDA) has requested the creation of one full-time Housing Services Advocate position at the salary of $55,000 (A.6410.7000); and WHEREAS, this position will be funded by the Cities RISE Grant for two years; NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Albany consents to the transfer of funds as set forth above, affecting the salary rate and title creation of one position in the Department of Housing and Community Development (ACDA) for the 2020 Budget. Memorandum in Support of Legislation To: Danielle Gillespie, City Clerk From: Sarah Valis, Assistant Corporation Counsel Re: Request for Common Council Legislation Supporting Memorandum Date: January 22, 2020 RESOLUTION NUMBER 10.21.20R TITLE: RESOLUTION OF THE COMMON COUNCIL CONSENTING TO THE CREATION OF A PART TIME POSITION WHICH WILL AFFECT A SALARY TOTAL FOR THE 2020 BUDGET (ACDA) GENERAL PURPOSE OF LEGISLATION: To create a position of Housing Services Advocate to provide education and training to tenants and landlords on housing policies, rights and responsibilities, code violations, legal procedures, and City services; to advise on housing- related policy and identify gaps in policy and resources. NECESSITY FOR LEGISLATION AND CHANGE TO EXISTING LAW: Pursuant to the City Charter, the Council must consent to changes that effect salary totals which occur outside of the Budge process. TIME FRAME FOR PASSAGE: As soon as possible. Council Member introduced the following: Resolution 12.21.20R (MC) RESOLUTION OF THE COMMON COUNCIL CONSENTING TO AN ADJUSTMENT IN SALARY FOR CERTAIN POSITIONS IN THE LAW DEPARTMENT FOR THE 2020 BUDGET WHEREAS, Section 604(D)(b) of the Charter of the City of Albany dictates that any transfer of budgeted funds that affects a salary total that occurs outside of those described in the duly adopted budget must be consented to by the Common Council; and WHEREAS, the Corporation Counsel has requested amendments to the 2020 proposed budget as follows: WHEREAS, the new salary totals will be as follows: Second Assistant Corporation Counsel- $73,427.00; Assistant Corporation Counsel - $ 71,707.00; Confidential Legal Secretary - $52, 319. NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Albany consents to the transfer of funds affecting the salary totals for various positions as detailed above for the 2020 budget year.
