COMMON COUNCIL COMMITTEE MEETING FINANCE, TAXATION AND ASSESSMENT COMMITTEE Sonia Frederick, Chair Meeting called by: Sonia Frederick, Chair Date: 12/22/22 Time: 5:30PM Invitees/Speakers Darius Shahinfar , Gideon Grande, William Trudeau , Commissioner Sergio Panunzio Committee Members Frederick, Chair ☒ Balarin ☒ Farrell NOT HERE☒ Adams ☒ Keegan ☒ Present: Council Members Present: City Personnel Present: John-Raphael Pichardo, Brett Williams, Ethan Samuel and Jake Eisland Minutes Agenda Item (s):  Ordinance 26.111.22  Ordinance 27.111.22  Ordinance 28.111.22  Ordinance 29.111.22  Ordinance 30.111.22  Ordinance 31.111.22  Ordinance 32.111.22  Ordinance 33.112.22  Ordinance 34.112.22  Ordinance 35.112.22  Ordinance 36.112.22  Ordinance 37.112.22  Ordinance 38.112.22  Ordinance 39.112.22  Ordinance 40.112.22  Ordinance 41.112.22  Ordinance 42.112.22  Ordinance 43.112.22  Ordinance 44.112.22  Ordinance 45.112.22  Ordinance 46.112.22  Ordinance 47.112.22 Questions and Discussion:  Chair Frederick called the meeting to order.  Senior Assistant Corporation Council Brett Williams went over the amendments made to the amended Ordinances.  Budget Director Gideon Grande went over the purpose of the Bond Ordinances.  Council Member Keegan asked if there are any updates for the concerns from the public for the amount of money that the city is in debt for, in which Darius Shahinfar responded to.  Council Member Balarin asked why we are borrowing instead of using ARPA funds, asked what has been allocated in funds, in which Budget Director Gideon Grande responded to.  Council Member Adams asked about the Lincoln Park Pool Project and how soon the improvements will happen, in which Budget Director Gideon Grande.  Council Member Frederick asked the timeline that is expected with the passage of the bond ordinances, asked about the process of matching with a certain project, in which Budget Director and Treasurer Darius Shahinfar responded to.  Commissioner Sergio Panunzio went over details on the DGS bond ordinances.  Council Member Balarin asked if they couldn’t find funds to cover the greenhouse funds in the Budget, in which Sergio Panunzio responded to.  Council Member Frederick asked if there has been any change to the request for their vehicles, in which Commissioner Sergio Panunzio responded to.  Council Member Adams asked about the snow equipment, in which Commissioner Sergio Panunzio responded to.  William Trudeau discussed the purpose of his ordinances.  Council Member Adams asked about the timeline on getting the data for their studies and giving it to the council, in which William Trudeau responded to.  Council Member Balarin asked about how successful speed bumps have been, in which William Trudeau responded to.  Council Member Frederick asked if the studies will be done for city wide with having these bond ordinances, in which William Trudeau responded to.  Council Member Keegan made a motion to move the ordinances with a positive recommendation out of committee, seconded by Adams. The vote was unanimous. Public Comment: There was no public comment Adjourn: The Chair asked for a motion to adjourn, which was duly made, seconded, and unanimously passed.
