AN ORDINANCE AMENDING PARAGRAPH I OF SECTION 48-17 OF ARTICLE II
OF CHAPTER 48 OF THE CODE OF THE CITY OF ALBANY INCREASING THE
MINORITY AND WOMEN LABOR UTILIZATION PLAN FOR CONTRACTORS
FROM 17.8% TO 25%
The City of Albany, in Common Council, convened, does hereby ordain and enact:
Section 1. Paragraph I of Section 48-17 (Requirements of contractor throughout project.)
of Article II (Minority-and Women-Owned Business Enterprise Program and Minority- and
Women-Owned Labor Utilization Plan) of Chapter 48 (Equal Opportunity Protections) of Part I
of the Code of the City of Albany is amended to read as follow:
I. Strive to attain a minority and women labor utilization plan of 17.8% 25%.
Section 2. This ordinance shall take effect immediately.

TITLE:
AN ORDINANCE AMENDING PARAGRAPH I OF SECTION 48-17 OF ARTICLE II OF
CHAPTER 48 OF THE CODE OF THE CITY OF ALBANY INCREASING THE MINORITY
AND WOMEN LABOR UTILIZATION PLAN FOR CONTRACTORS FROM 17.8% TO 25%
GENERAL PURPOSE OF LEGISLATION:
This ordinance increases the requirement that Contractors throughout the project strive to increase
to 25% utilization of Minority and Women Labor hours.
NECESSITY FOR LEGISLATION AND CHANGES TO EXISTING LAW:
According to the City of Albany Office of Equal Employment Opportunity 2019 report, the
average amount of labor hours by Minority or Women was 25.83% for contracts that were
completed in 2019. For Projects in progress but not completed in 2019, the average was 11.97%.
The goal of this legislation is to strive to have contractors utilize 25% of the hours be by minorities
or women.
FISCAL IMPACT(S):
None.
