MINUTES MEETING OF THE MUNICIPAL CIVIL SERVICE COMMISSION OF THE CITY OF ALBANY HELD NOVEMBER 20, 2019, IN THE MAYOR’S CONFERENCE ROOM, CITY HALL, ALBANY, NY 12207 ATTENDEES: Thomas McNaughton, Commissioner, Chair Linda Jackson-Chalmers, Commissioner Michael Cassidy, Commissioner Peachie Jones, Law Department Sandra Coleman, Principal Civil Service Administrator Celia Gonzalez, Director of Human Resources (City of Albany) I. Call to order Chairman McNaughton called the meeting to order at 4:36 p.m. II. Public Hearing Chairman McNaughton opened the public hearing for public comment. III. Approval of minutes The Commission unanimously voted to accept the minutes as written for the October 30, 2019 meeting. IV. Report of examinations posted – The Civil Service Office reported on exams that were posted.  A promotional examination for Telecommunications Senior Dispatcher, #73-446 to be held Saturday, January 20, 2020. The last day for filing an application is Monday, December 2, 2019.  A promotional examination for Telecommunications Shift Supervisor, #74-145 to be held Saturday, January 20, 2020. The last day for filing an application is Monday, December 2, 2019. V. Adoption of Job Specifications – The Commission unanimously voted to adopt the job specifications for the following titles:  Deputy Budget Director  Energy Manager  Human Resources Generalist I  Human Resources Generalist II VII. New Business – Firefighter Candidate reinstatement – The Commission voted unanimously table the item to the next meeting. Inquire about accepted CPATs from other agencies. VIII. Civil Service Rule Changes/Public Hearing The Commission closed the public hearing, no public comment. The Commission voted unanimously to approve the proposed changes and forward to the State Commission for approval. IX.
