MINUTES MEETING OF THE MUNICIPAL CIVIL SERVICE COMMISSION OF THE CITY OF ALBANY HELD JULY 29, 2020, VIA VIDEO CONFERENCE IN ACCORDANCE WITH THE HEALTH AND SAFETY GUIDELINES ISSUED BY NYS DUE TO COVID-19. ATTENDEES: Thomas McNaughton, Commissioner, Chair Linda Jackson-Chalmers, Commissioner Michael Cassidy, Commissioner Peachie Jones, Law Department Sandra Coleman, Human Resources Generalist III I. Call to order Chairman McNaughton called the meeting to order at 4:37 p.m. II. Approval of minutes The Commission voted unanimously to accept the minutes as written from the June 24, 2020 meeting. III. Police Officer Disqualification Appeals • Two candidates have requested appeals – Special Meeting? The Commission voted unanimously to hold a special meeting and determine a date within the next week. VIII. Amendment of Job Specifications – The Commission voted unanimously to amend the job specification for the title listed below. • School Campus & Neighborhood Security Officer IX. Old Business • Resolution 20-01- to postpone Civil Service examinations in the City of Albany Municipal Government i. Sandra Coleman gave an update that the resolution may need to be extended due to preparation for a second wave of COVID and needing to postpone or cancel exams. The Commission decided that further discussion could be had at the special meeting when held. • Appeal Process for non-selection/disqualification i. The Commission discussed having the non-selection notice sent prior to a Commission meeting and then allowing appeals to be heard at initial meeting and be decided upon at that meeting as well to expedite the process and allow for candidates to be reinstated to the list should their appeal be approved. ii. The Commission asked Peachie Jones to look into if appeals for non- selections/disqualifications that are not covered under Section 50.4 are permissible under Civil Service Law. X. New Business – Update that Police Officer and Firefighter canvassing will be happening the week of August 17th. XI.
