ALBANY COMMON COUNCIL PLANNING, ECONOMIC DEVELOPMENT AND LAND USE COMMITTEE MINUTES Alfredo Balarin, Chair Meeting called by: Alfredo Balarin, Chair | Date: March 4, 2024 | Time: 6:08PM Committee Members Present: Balarin, Chair ☒ Adams ☒ Zamer ☒ Hoey ☒ Clarke ☐ Council Members Present: Kimbrough City Personnel Present: Shaniqua Jackson, Jake Eisland, Bryan Jimenez, Max Thierry, Juliette Geraghty Speakers/Invitees: Christopher Burke Minutes Agenda Item(s):  RESOLUTION 15.21.24R A RESOLUTION OF THE COMMON COUNCIL CONSENTING TO THE RE-APPOINTMENT OF CHRISTOPHER BURKE TO THE ALBANY PARKING AUTHORITY BOARD OF DIRECTORS Public Comment: No public comment was heard. Questions and Discussion:  The Chair called the meeting to order and invited Christopher Burke up to speak on his reappointment to the Albany Parking Authority (APA) Board of Directors.  Christopher Burke introduced himself, spoke on his work experience, and further spoke on his work with the APA.  Council Member Hoey thanked Christopher Burke for looking to continue his position with the APA Board of Directors.  Council Member Adams asked about the content of APA meetings and expectations of being on the Board, to which Christopher Burke responded that they are required to have regular public meetings and further expanded on the work that the APA does.  Council Member Adams spoke in support of expanding the accessibility of parking garages in the city of Albany.  Council Member Balarin thanked Christopher Burke for his previous work and for looking to continue his role.  Council Member Zamer moved to pass Resolution 15.21.24R out of committee with a positive recommendation, seconded by Council Member Hoey, and passed unanimously by voice vote.  Christopher Burke thanked the committee for their time and consideration. Adjourn: Council Member Adams moved to adjourn, seconded by Council Member Zamer, and passed by voice vote. The meeting was adjourned at 6:17PM. City Hall TOPICS OF DISCUSSION:  RESOLUTION 15.21.24R A RESOLUTION OF THE COMMON COUNCIL CONSENTING TO THE RE- APPOINTMENT OF CHRISTOPHER BURKE TO THE ALBANY PARKING AUTHORITY BOARD OF DIRECTORS PUBLIC COMMENT PERIOD: YES Council Member Balarin, on behalf of the Committee on Planning, Economic Development, and Land Use, introduced the following: RESOLUTION 15.21.24R A RESOLUTION OF THE COMMON COUNCIL CONSENTING TO THE RE- APPOINTMENT OF CHRISTOPHER BURKE TO THE ALBANY PARKING AUTHORITY BOARD OF DIRECTORS WHEREAS, the Mayor of the City of Albany has, pursuant to the provisions of section 1493-C of the Public Authorities Law, and article II, section 1 of the Albany Parking Authority Bylaws, re-appointed Christopher Burke to the Albany Parking Authority Board of Directors; and WHEREAS, the Common Council must consent to the Mayor’s appointments of members to the Albany Parking Authority Board of Directors under the above-referenced provisions; NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Albany consents to the re-appointment of Christopher Burke to the Albany Parking Authority Board of Directors for a term which shall expire on January 2, 2029. NECESSITY FOR LEGISLATION AND ANY CHANGE TO EXISTING LAW The Common Council must confirm mayoral appointments to the APA Board of Directors pursuant to Public Authorities Law § 1493-C, and APA Bylaws, Art. II, § 1. FISCAL IMPACT None.
