ALBANY WATER BOARD MINUTES OF SPECIAL MEETING April , 0 A Special Meeting of the Albany Water Board was officially convened at :0 am. Pursuant to Executive Order No. 0 . , issued by Governor Cuomo on March , 0 0, and advisories issued by Federal, State, and Local officials related to the COVID- virus, the Albany Water Board convened its meeting by video conference call. The meeting notice provided information to the public on how to participate. No members of the public participated and no inquiries were received from the public prior to the meeting. Ne B ine The Board discussed an EAF prepared by CHA and Whiteman Osterman & Hanna that addresses a proposed modification to the Beaver Creek Clean River Project (BCCRP) earlier EAF for directing excavated material to the “Bowl” in lower Lincoln Park to improve the playing fields as outlined in the Lincoln Park Master Plan. RESOLUTION NO - TO AMEND NEGATIVE DECLARATION UNDER STATE ENVIRONMENTAL QUALITY REVIEW ACT FOR BEAVER CREEK CLEAN RIVER PROJECT a. The Water Board is continuing as Lead Agency under SEQRA, hereby adopts Parts and of the SEQRA EAF for the Proposed Modifications, and authorizes the Chairman, and/or authorized officer, to execute same. b. The Water Board finds and determines, having given due consideration to the completed FEAF for the Proposed Modifications, and entire record of proceedings, including the February , 0 Negative Declaration for the BCCRP, that the Proposed Modifications, even when considered with the overall BCCRP, will not have a potential significant adverse environmental impact on the environment and an environmental impact statement is not required. c. The February , 0 Negative Declaration is hereby amended accordingly to address the Proposed Modifications. d. The Water Board directs that this Amended Negative Declaration be filed, distributed and published as required by the SEQRA regulations, Section NYCRR . . Mr. Houghton called for a motion to approve, offered by Ms. Strong, seconded Mr. Johnson and passed unanimously. Deputy Commissioner updated the Board on Phase of the BCCRP and the need to provide a Notice of Intent to award contract to Rifenburg Construction pending receipt of additional funding. The Board agreed to permit staff to provide the letter to the contractor advising the Notice of Intent to Award. Being no further business, Mr. Houghton called for a motion to adjourn the meeting. A motion was made, seconded and passed unanimously. The meeting was adjourned at : am. Next regular meeting of the Water Board is scheduled for Friday, April , 0 at :00am.
