STREET AND UTILITY COMMITTEE
August 1st, 2022
The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the
Albany Village Hall by Chairperson Larry Nipple. Members present were: Nipple, Kim Blumer,
Eileen Althaus, Jim Mauerman and Roald Henderson. Also present: Todd Malcook, Lonnie Gill,
Ex-Officio, Tim Astfalk, and Kiera Depies of Mead & Hunt.
Proof of posting was verified.
MINUTES: Correction: Mr. Roald Henderson was omitted from minutes in July, but was in
attendance. Motion by Nipple, seconded by Mauerman, to approve the previous minutes as printed.
Carried.
SEWER SYSTEM UPGRADE: Mead and Hunts, Tim Astfalk said that sewer pond upgrade is
substantially complete at this time. Waiting on heaters and exterior lights for final completion.
Mauerman to sign the substantial completion form. Motioned by Blumer, seconded by Mauerman.
SEWER SYSTEM UPGRADE CHANGE ORDER: Due to backorder heaters and exterior
lights, total completion date has been moved to October 20, 2022. Motioned by Althaus, seconded
by Henderson to approve change order. Carried.
WWTF UPGRADE PAY REQUEST: As no request was received this item was tabled until such
time as a pay request is presented.
STORM WATER CREDIT INDUSTRAIL PARK: Astfalk of Mead and Hunt explained that
there may be more impervious area than previously anticipated. The extra area is being requested
by developer to all them to use .45 acres of impervious area for storm water. The developer is also
requesting permission to install a new culvert across Ogden Ave. This would run storm water to
pond on east side of Ogden Ave, and they would be responsible for install and repair. Motion by
Blumer, seconded by Nipple to allow the developer the .45 acres of Impervious area in addition
the credits offered in July. Carried. Motion by Blumer, seconded by Mauerman to allow developer
to install culvert and repair to Ogen Ave in order to run storm water to pond. Carried.
BOBCAT SKID LOADER REPLACEMENT: Gill advised the committee that he would be
getting a demonstration of a Bobcat “Toolcat” that might be better use in the village. No action.
GREEN COUNTY EMERGENCY MANAGEMENT PLAN: Gill is attending a meeting on
August 30 regarding a plan for a major county wide event. No action
OFFICE DESK FOR LONNIE: After discussion and estimate of replacement desk, it was
suggested to modify or make additions to work space to better accomadate him. No action at this
time.
JULY MEETING DATE: Motioned by Nipple, seconded by Althaus to move the September
meeting date to September July 7th, 2022. Carried.
TRAINING: Nothing.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Astfalk is planning on retiring at the
end of 2022 but will be available for consulting. Astfalk introduced Kiera Depies also of Mead
and Hunt Engineer to the committee. Depies will be traveling with Astfalk and attending meetings
for the remainder of the year.
Gill will be marking parking spot next to S&B tubing as “Loading Zone” from Memorial Day to
Labor Day. Curb will be marked or painted. Motioned by Blumer, seconded by Mauerman to
designate spot as a Load Zone. Carried.
ADJOURNMENT: Motion by Blumer, seconded by Mauerman, to adjourn. Carried.
