STREET AND UTILITY COMMITTEE
October 3rd, 2022
The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the
Albany Village Hall by Chairperson Larry Nipple. Members present were: Nipple, Kim Blumer,
Eileen Althaus, Jim Mauerman and Roald Henderson. Also present: Lonnie Gill, Ex-Officio, Tim
Astfalk and Kiera Depries of Mead & Hunt.
Proof of posting was verified.
MINUTES: Motion by Blumer, seconded by Mauerman, to approve the previous minutes as
printed. Carried.
SEWER COLLECTION SYSTEM UPDATE: Astfalk of Mead & Hunt presented an updated
version of the villages “Intent to Apply Ranking and Priority Evaluation” from the Wisconsin
DNR. Astfalk advised the form is updated to current conditions and needs to be filed with the
DNR by the end of October. Motion by Blumer, seconded by Althaus to have Mead and Hunt file
the updated “Intent to Apply”. Carried.
SEWER POND UPGRADE: This project is on track for “substantial” conclusion by the end of
October. Heaters are in place and waiting for electrician. Gill to contact Gentz Electric to finalize
project.
SEWER UPRADE PAY REQUEST: No request at this time.
Motion by Nipple, Seconded by Blumer to move agenda item 2023 Budget ahead of 8 and 9 to
allow Henderson to leave by 7:00pm. Carried
2023 BUDGET: Gill presented the Street / Machine and Equipment Budget. After discussion of
many line items the budget was kept the same as 2022. Motion by Blumer, seconded by
Mauerman, to approve 2023 street budget. Carried.
NEW F550 OR DODGE 5500 TRUCK: Gill presented some numbers on new trucks. Prices
ranged from $73,000 to $93,000, but availability is limited and probably not available until April
2023. Motion by Blumer, seconded by Mauerman, to table this item until after the New Year.
Carried.
NEW BACKHOE JOHN DEERE: Gill presented some numbers on a replacement tractor.
Prices are in the $85,000 to $90,000 range. Gill will look into lease to own options with John
Deere Company.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Gill asked to cancel the GPS
tracking options on Village trucks. This could save the village around $100.00 monthly. Motion
by Blumer, seconded by Mauerman, to cancel contract on GPS tracking. Carried.
Gill also brought up emergency siren repairs and will try to finalize the actual repair cost estimate.
Gill spending $352.00 on 10 16’ x 36’ steel panels to use on well houses. This was approved by
Building and Grounds Committee but Gill did not have dollar cost at that time. Motion by Blumer,
seconded by Mauerman, to approve purchase of steel panels at $352. Carried.
ADJOURNMENT: Motion by Blumer, seconded by Mauerman, to adjourn. Carried.
