ALCOA, TENNESSEE Tuesday, August 10, 2021 The Board of Commissioners of the City of Alcoa, Tennessee, met in a regular session in the Commission chambers at the Alcoa Municipal Building in the City of Alcoa on Tuesday, August 10, 2021 at 7:00 p.m. At this time, the Mayor called the meeting to order and led the Pledge of Allegiance. On roll call the following city officials were present: Mayor Odis Clint Abbott, Jr., presiding; Commission‐ ers Vaughn Belcher; Tracey Cooper; and, Tanya Martin. Also present were City Manager Mark Johnson, City Attorney Stephanie Coleman, and City Recorder Kim Wade. Commissioner Jim Buchanan was absent when the following proceedings were had and done, to wit: Minutes of the regular meeting of July 13, 2021, having been submitted to each Commissioner prior to the meeting required no corrections. Motion was made by Commissioner Martin and seconded by Commissioner Cooper that the minutes be approved. On roll call the motion was passed. Motion was made by Commissioner Cooper and seconded by Commissioner Martin that the minutes be approved. On roll call the motion was passed. Yeas: Odis Clint Abbott, Jr. Vaughn Belcher Tracey Cooper Tanya Martin Nays: None Absent: Jim Buchanan At this time, the Mayor recognized Karen Edwards, CPA, for her faithful and dedicated service as an in‐ dependent auditor for the City for over forty years and presented her with a Proclamation on behalf of the Board of Commissioners, employees and citizens of Alcoa. He wished her success, happiness and enjoyment in her retirement and future endeavors. At this time, the Mayor announced the City having received the Certificate of Achievement for Excel‐ lence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA) and recognized Finance Director Brittany Spence and employees of the Finance Depart‐ ment for their involvement with preparing the award‐winning comprehensive annual financial report. It being 7:06 p.m., the Mayor declared the public hearing open for creating a Plan of Services for certain property identified as a portion of Tax ID 018 084.00 and a portion of Tax ID 018P A 004.00 located along Cusick Road (State of Tennessee Department of Transportation, Owner) (PC Res 2021‐28). There being no one present to protest or discuss the matter, the Mayor declared the hearing closed. August 10, 2021, page 1 of 6 It being 7:07 p.m., the Mayor declared the public hearing open for amended Title 14 of the Alcoa Munic‐ ipal Code, Zoning and Land Use Control, Mixed Use District “E‐3” (Minimum Lot or Façade Widths for Detached Residential Dwelling Units) (PC Res 2022‐03). There being no one present to protest or discuss the matter, the Mayor declared the hearing closed. A motion was made by Commissioner Belcher and seconded by Commissioner Cooper to authorize the Mayor and City staff to execute the 20‐year Iris Dark Fiber Contract lease agreement with Iris Networks, LLC in the total amount of $16,920, to be paid in three annual payments over the first three years of the contract. Thereupon the Mayor declared the action was so authorized. A motion was made by Commissioner Cooper and seconded by Commissioner Martin to declare a 2008 International diesel bucket truck as surplus. Thereupon the Mayor declared the action was so authorized. A motion was made by Commissioner Cooper and seconded by Commissioner Belcher to authorize the Mayor to execute Task Order 2 Service Agreement under the Engineering Agreement with Hazen and Sawyer (Hazen) for consultant engineering work required to update the City of Alcoa’s Emergency Re‐ sponse Plan. Thereupon the Mayor declared the action was so authorized. A motion was made by Commissioner Belcher and seconded by Commissioner Martin to authorize the Mayor to execute Task Order 2 Service Agreement under the current Engineering Agreement with LDA August 10, 2021, page 2 of 6 Engineering for consultant engineering work required to update the City of Alcoa’s water meter invento‐ ry.
