Public Property, Streets & Sidewalks & Finance Committee – September 09, 2019 A Joint Public Property, Streets & Sidewalk & Finance Committee of the City of Aledo met in Open Session in the Council Chambers of the City Hall building on September 09, 2019. ALD. BARRY COOPER called the Committee meeting to order at 6:15 P.M. The roll was called, whereupon the following committee members answered present: Aldermen TERRY BEWLEY, MICHAEL CHAUSSE, BARRY COOPER, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRIS HAGLOCH. Also present ILA BERTRAND, CHRIS SULLIVAN, Interim Administrator / Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, and JAROD DALE, City Clerk. The following was discussed: Approval of Committee Minutes: Motion was made by ALD. KOPP and seconded by ALD. HOLMES to approve the minutes of the Public Property, Streets & Sidewalks Committee minutes of April 30, 2019 and the Finance Committee minutes of August 26, 2019 as presented. A Unanimous voice vote followed in agreement. Old Business: No Report. New Business: Discussion & Review of Bids for the Public Works Building Concrete Floor for property located at 309 – 311 E. Main Street, Aledo, IL: DPW Blaser reported a bid opening was held on August 30th for the PW Building Concrete floor repair project. Work includes the removal and replacement of the trench drain in the south bay, with the installation of a great and oil separator, and the installation of floor drains. There will also be underfloor plumbing, and concrete floor in the northeast bays. Addendum #1 was added for an alternate cost to replace the sanitary sewer lateral in the event the elevations do not meet after the installation of the trench drain system. A copy of the plan sheets and bid tabulation sheet was provided to the Committee for review. 1 Bids were submitted by the following:  Laverdiere Construction: o Bid Security – Yes o Addenda Acknowledged on Addendum #1 & #2. o Base Bid Line Item #1: $127,500.00 o Base Bid Line Item #2: $48,800.00 o Total Base Bid (Line Item 1 & 2: $176,300.00 o Allowances: General Contingency 15% of Base Bid Amount: $26,445.00 o Total Base Bid Plus Allowances: $202,745.00  Estes Construction: o Bid Security – Yes o Addenda Acknowledged on Addendum #1 & #2. o Base Bid Line Item #1: $108,000.00 o Base Bid Line Item #2: $20,000.00 o Total Base Bid (Line Item 1 & 2: $128,000.00 o Allowances: General Contingency 15% of Base Bid Amount: $19,200.00 o Total Base Bid Plus Allowances: $147,200.00 DPW Blaser reported the project was included in F/Y 2019 CIP in the amount of $10,000. The existing trench drain in the south bay has failed and has become a life safety issue for City employees. After speaking with Finance Director Parchert, the City could utilize funds from the Gas Division, Water/Sewer Division, and the General Fund. Both the Gas and W/S Divisions have funding available to cover their third (3rd); however, a budget adjustment in the General Fund would be needed to cover that third (3rd). Motion was made by ALD. Chausse and seconded by ALD. KOPP to approve the bid submitted by Estes Company LLC d/b/a Estes Construction, 131 W. 2nd Street, Suite 400, Davenport, IA 52801in the total base bid plus allowances in the amount of $147,200 and to forward to the Aledo City Council for final approval. A Roll call vote was recorded as follows: YES: Bewley, Chausse, Cooper, Holmes, Kopp, and Sarabasa. NO: None. Motion carried. 6 yeas, 0 nays. 2 ADJOURNMENT: There being no further business, motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN KOPP that the meeting be adjourned.
