BOARD OF PUBLIC WORKS AND SAFETY Meeting Minutes of April 20, 2026 Meeting 1. OPENING, PLEDGE, PRAYER and ROLL CALL Sarah Collis – appointed January 6, 2020; appointment expiration December 31, 2027 Roger Cuneo – appointed January 2, 2024; appointment expiration December 31, 2027 Tim Smith – appointed January 6, 2020; appointment expiration December 31, 2027 Jeremy VanErman – appointed January 6, 2020; appointment expiration December 31, 2027 Mayor: Todd Naselroad City Attorney : Chou-il Lee Clerk-Treasurer: Darcy VanErman *Mayor Naselroad asked the Board if they would consider amending the Agenda to support hearing from the Insurance Claims Committee regarding their findings to contractors to repair city buildings. Sarah Collis motioned to amend the Agenda. Jeremy VanErman second the motion. All in favor; motion carries. PREVIOUS MINUTES Sarah Collis motioned to approve the Meeting Minutes from April 6, 2026. Roger Cuneo second the motion. All in favor; motion carries. COMMUNICATION Barrett Key, from the Mayor’s appointed Insurance Claims Committee, presented to the Board the committee’s findings for contractors to repair the many buildings damaged from the June, 2025 hail storms. He advised that the binders before the Board members their recommendations for contractors to building needs. He advised he could forward the six quotes – 2 national, 2 regional and 2 local – to the Board. Attorney Lee inquired to how the bids were obtained. Barrett advised via phone calls. Attorney Lee spoke to the need to follow public bidding protocols when obtaining bids of this financial magnitude. Sarah Collis motioned to take the committee’s finding under advisement and table the committee’s findings until bids could be obtained by public bid protocols. Mayor Naselroad second the motion. All in favor; motion carries. RESOLUTIONS OLD BUSINESS  Board of Works – Minutes April 20, 2026 NEW BUSINESS Mayor Naselroad introduced the engagement request of the Clerk Treasurer’s Office for legal representation to the Board. After some discussion to the fee schedule presented as well as some articulation to “Delaware law”, Jeremy VanErman motioned to take the engagement under advisement and to table the engagement for further review. Sarah Collis second the motion. All in favor; motion carries. OTHER BUSINESS ADJOURNMENT Upon hearing nothing further, Mayor Naselroad opened for meeting adjournment. Roger Cuneo motioned to adjourn the meeting. Sarah Collis seconded the motion. All in favor; motion carries.
