April 20, 2026 Alexandria City Council Call to Order: This meeting of the Alexandria City Council was called to order by Mayor Naselroad. Council Members - Roger Cuneo, present; John Burdsall, present; Wendi Goens, present; Amy McCurry, present; Dave Luck, present; Donna Key-Kerr, present; and Jeremy VanErman, present. Also, in attendance were City Attorney, Chou-il Lee and Clerk-Treasurer Darcy VanErman. Public Comment: No public comment Approval of Minutes/Claims/Payroll: Wendi Goens motioned to approve the Meeting Minutes for April 6, 2026. Donna Key Kerr second the motion. All in favor; motion carries. Special Warrant Docket for past tabled claims from the February 17, 2026 and March 2, 2026 meetings are presented to Council for their approval as Warrant 20504 through 20523 in the amount of $12,507.25. Amy McCurry inquired why the amount of this docket reflects less than previously submitted Agenda reflection to which Rachel Martin advised there was an error on previously reported Agendas that has been cleared with this docket. John Burdsall motioned to approve the Special Docket. Jeremy VanErman second the motion. All in favor; motion carries. Past Warrant Docket from March 16, 2026 was revisited for payment of outstanding tabled bills. Donna Key Kerr motioned to approve the outstanding claims though it is with tremendous reservation. John Burdsall second the motion. All members in favor minus Amy McCurry who opposed. Motion carries. Past Warrant Docket from April 6, 2026 was revisited for payment of outstanding tabled bills. John Burdsall motioned to approve the payment of previously tabled claims. Jeremy VanErman second the motion. All members in favor minus Amy McCurry who opposed. Motion carries. Amy McCurry motioned to approve Warrant 20429 through 20525 in the amount of $430,475.67. Jeremy VanErman second the motion. All in favor; motion carries. John Burdsall motioned to approve the Payroll from April 17, 2026 in the amount of $148,129.33. Donna Key Kerr second the motion. All in favor; motion carries. Communication: The presentation originally scheduled to be heard from the Insurance Claims Committee will be heard at a future meeting Ordinances/Resolutions: ** see below New Business for the Ordinance actions of this meeting** City Council Minutes April 20, 2026 Page 2 Old Business: In regards to the Scheduling of a Public Hearing for Additional Appropriations, Donna Key Kerr inquired when this can be expected as she thought things were in place to proceed. Attorney Lee shared that he has been in communication with Wes Bennett from EXOS and he is getting things in order to have one. Mayor Naselroad also shared that Mr. Bennett will be attending the May 18, 2025 meeting. New Business: Upon presentation of Ordinance 2026-006-C for the Council to consider, Attorney Lee advised that this is the Ordinance as requested by Council so bills no longer are to be paid prior to Council approval. Amy McCurry motioned to suspend rules so the Ordinance could be heard for passage this evening. Wendi Goens second the motion. All in favor; motion carries. Amy McCurry motioned for the second reading and passage of Ordinance 2026-006-C. Donna Key Kerr second the motion. All in favor; motion carries. Other Business: Mayor Naselroad congratulated Amy McCurry on her recent volunteerism award. Attorney Lee advised the Council to another round of Opioid settlement funding that could be sought after if the Council would direct him to proceed. The Council acknowledged favorably for Attorney Lee to proceed on the city’s behalf. John Burdsall reminded everyone to be mindful that with the warm weather to watch for children playing and also riding bikes and e-bikes. Wendi Goens reminded everyone that the sorority has two annual scholarships for students and to apply for them. Roger Cuneo shared that he has received a complaint regarding a food truck vendor in his district. He asked if he pays any sort of taxes or is there a permit procedure for this type of vendor. Mayor Naselroad asked Attorney Lee if he could look into assisting with an Ordinance to assist with this regulatory request. City Council Minutes April 20, 2026 Page 3 Adjournment: Upon hearing nothing further, a motion to adjourn this meeting was made by Roger Cuneo and second by John Burdsall. All in favor; motion carries.
